This contract requires grinding tree stumps to a 10" - 12" depth, removing the grindings, and restoring the area with topsoil and grass seed. Staff anticipates that approximately 400 stumps will need to be ground each year. BID RESULTS Staff mailed out five (5) sets of bid specifications for this work. The bid was also placed on the Village's website and Onvia OnDemand bid clearinghouse website. Six (6) sealed bids were received. Additionally, as required as part of the bid submittal, references were provided with their submittal. Langton Group has completed similar contracts for the cities of Rockford, Aurora, and Woodstock, as well as the Streamwood Park District. Additionally, their equipment list shows they own the resources necessary to successfully complete our contract. It is the opinion of staff that Langton Group is qualified and capable to successfully execute this proposed contract. A copy of Langton's bid submittal is attached. Langton's bid price is a 3% decrease when compared to 2023 rates for similar work. The contract documents include a provision which allows the contract to be extended for a third year at 2025 bid prices if both the contractor and Village agree. Staff recommends including a small contingency (10%) in the project award to allow for quantity variances and unanticipated conditions. In this instance, a 10% contingency added to the lowest cost bid would result in a total contract award of $49,775.00 (Base Bid: $45,250.00 + Contingency: $4,525.00 = Total Recommended Award: $49,775.00). Alternatives 1. Accept the lowest cost, responsive bid for Parkway Tree Removals. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends awarding a contract to the lowest qualified bidder, Langton Group, for an amount not to exceed $49,775.00 in 2024, and an amount that does not exceed the amount budgeted for this purpose in 2025. Staff also recommends that the Village Board authorize staff to extend the contract for one (1) additional year at 2025 bid prices if both the Village and contractor agree to terms.
