Presentation
In the current budget, funds are available to continue the rehabilitation of the Village's
sanitary relief stations. The relief stations are used to provide hydraulic relief for the Village -
owned sanitary sewer system in the event interceptor sewers of the Metropolitan Water
Reclamation District of Greater Chicago (MWRDGC) become surcharged. During rain events,
relief stations pump wastewater into surcharged MWRDGC interceptors to prevent basement
backups and sanitary sewer overflows in the Village's local collection system.
The Village owns and maintains eight (8) sanitary relief stations and two (2) sewage lift
stations. To date, eight (8) sewer pump stations have been rehabilitated as part of this
ongoing program, including Lincoln Street, Cottonwood, Lincoln We -Go, William Street, both
George Street North and South, Louis Street and the Huntington sewer pumping stations.
This year, the Maple Berkshire relief station, situated between 203 and 205 Berkshire Lane, is
scheduled for rehabilitation. This facility services the area incorporating North of Berkshire
Lane, East of Emerson St, South of Council Trail and West of School Street. The attached map
depicts the station's location.
The Maple Berkshire station will be the 9th sewer pumping station rehabilitated. The 10th and
last station, Fairview Gardens, will be eliminated and replaced with a new gravity outfall sewer
later this year.
The Maple Berkshire Relief Station Rehabilitation project includes the rehabilitation of the
existing wet well, valve structure and sluice gate structure by means of cleaning and epoxy
lining. It also includes removal of the two existing pumps, floats, controllers, electrical and
control wiring. A new flat top slab and access hatch will also be constructed and two (2) new
submersible pumps with rail systems that allow maintenance crews to raise the motors and
pumps for repairs will be installed. In addition, the scope of work will include replacement of
the sluice gate, sluice gate operator, and level -sensing floats in the sluice gate structure.
Planned work also includes reconnection of the relief sewer and force main as well as
directional drilling of new communication cabling and installation of a new station control
panel.
To secure a qualified contractor for this work, staff hired Burns & McDonnell of Downers
Grove, Illinois to prepare plans, specifications, and bid documents necessary to secure
competitive bids. Copies of these bid documents and plans are attached.
Bid Results
The bid documents were sent to three (3) area firms who have experience in sewer relief
station projects and to all firms that previously bid on the last eight (8) relief and lift station
projects for the Village. In addition, the bid was publicly advertised on the Village's website
utilizing Demandstar bid services. A copy of the bid documents and plans are attached.
On Wednesday, January 24th, 2024, a non -mandatory pre-bid meeting was held with two (2)
contractors attending along with representatives from the Village and Burns & McDonnell.
Based on inquires at this meeting, one (1) addendum was issued for the project. The
addendum was sent to all plan holders.
On Monday, January 29, 2024, the bids were publicly opened and read as required by Village
Code. The following two (2) firms submitted bids. The results are detailed below.

Discussion
All bids were reviewed to ensure that the document had all appropriate signatures, bid
security and the addendum was signed. All bids were submitted with requisite documents,
security and signed addendums. A copy of the addendum is attached.
The bid also included an alternate bid item for concrete structure epoxy lining. The alternate
bid item is within budget and staff recommends including it in the projects scope of work.
Martam Construction, Inc., Elgin, IL (Martam) submitted the lowest cost, responsive bid. A
copy of the firm's bid submittal is attached.
Martam has performed work for the Village in the past. The projects completed include the
Cottonwood relief station rehabilitation project in 2021, Huntington Lift Station Rehabilitation
project in 2018, the George Street North relief station rehabilitation project in 2013, a sanitary
sewer and combined sewer spot repair project in 2015 and a storm sewer replacement project
in 2016. Martam performed that work in a satisfactory and timely manner without incident and
within budget.
In addition, reference checks indicated that Martam Construction has satisfactorily completed
similar work in other communities such as the City of Chicago Ridge, Lake in the Hills Sanitary
District, and the Village of Itasca. It is the opinion of staff that Martam is qualified to
successfully complete this proposed project.
During the last three (3) relief station rehabilitation projects that the Village has completed,
only two (2) bids were received for each of these projects. These projects included the
rehabilitation of the Lincoln Street relief station, Cottonwood relief station and Lincoln We -Go
Relief Station. The firms that bid on these projects were Martam Construction and Marc
Kresemery Construction. The reasons cited by contractors for not submitting a bid are the
complexity and specialized nature of each of these projects. Consequently, staff has
determined there is no advantage to rebidding the work for the purpose of garnering greater
contractor interest.
Since the project includes underground work, there is a possibility of unforeseen repairs. Staff
is requesting a 10% contingency of $53,515 to address any of these unforeseen issues should
they arise. A 10% contingency would bring the project award total to $588,665 ($458,725
base bid plus the $76,425 alternate bid item and the $53,515 contingency).

01 20 00 — MEASUREMENT AND PAYMENT
PART 1 - GENERAL INFORMATION
1.01 MEASUREMENT AND PAYMENT:
A. This Section describes the measurement and payment for the Work to be done under the items
included in this Contract.
B. Each unit or lump -sum price stated in the Bid shall constitute full compensation as herein
specified for each item of work completed in accordance with the Contract Documents. The
price shall be full compensation for furnishing all materials and for all labor, equipment, fees,
tools and incidentals necessary to complete the item as included in the Contract Documents.
C. No separate measurement and payment shall be made for Work not specifically listed in this
Section. It shall be understood that all Work necessary to complete the Contract as included in
the Contract Documents shall be included in cost of the unit and lump sum items included in
the Contract.
1.02 BASE BID PAY ITEMS:
A. Mobilization — Pay Item No. 1
a. Mobilization will be paid for at the contract lump sum price for the mobilization of all
equipment to and from the site in accordance with Article 671 of the IDOT Standard
Specifications for Road and Bridge Construction. The lump sum price for this item shall
constitute full compensation for all equipment, materials, labor, fees, tools and
incidentals necessary to complete this item. No additional compensation will be given for
re -mobilization to and from the site due to any reason.
B. Demolition of Existing Pump Station/Valve Vault/Junction Structure Components — Pay Item
No. 2
a. This work shall include all labor, materials and equipment required for full completion of
this item as specified. This work shall include removal of all existing equipment and
appurtenances in the pump station, valve vault, and junction structure.
b. This work shall be paid for at the contract lump sum price for Demolition of Existing
Pump Station/Valve Vault/Junction Structure Components.
C. Demolition Electrical/Control Panels/Conduit/Wiring/Concrete Pad — Pay Item No. 3
a. This work shall include all labor, materials and equipment required for full completion of
this item as specified. This work shall include disconnection of power, communication
and SCADA cables, removal of existing panels and conduit, and demolition of existing
concrete pad.
b. This work shall be paid for at the contract lump sum price for Demolition

In submitting this bid, the Bidder understands that the Village of Mount Prospect reserves
the right to add to or subtract from the estimated quantities.
The Village of Mount Prospect intends to award one (1) contract (if at all) for the items
bid. If written notice of award of this bid is mailed, emailed or otherwise delivered to the
Bidder at any time before this bid is withdrawn, the Bidder agrees to execute and deliver
the contract in the prescribed form and furnish payment and performance bonds, or letter
of credit, and the insurance certificates required by the Bid Documents to the Village
within ten (10) days after receipt.
The Bidder, and as successful bidder/Contractor upon award of the Contract
understands and agrees to the following:
1) The Contractor agrees to provide all Work and items and material to the Village as
noted in the Bid Documents and comply with the requirements of the Bid Documents.
2) The Contractor agrees to comply with all applicable state and federal laws, rules and
regulations, and county and municipal ordinances, as described in the General
Conditions.

Failure to acknowledge receipt, as provided above, may be considered sufficient grounds
for disqualification of the bidder and rejection of his/her bid submittal. A record of all
Addenda and copies of same will be available to all qualified bidders from the Village of
Mount Prospect Public Works Department, 1700 West Central Road, Mount Prospect,
Illinois two (2) days prior to the letting. It shall be the bidder's responsibility to become
fully advised of all Addenda prior to submitting its bid.
Upon award the contract the Village will send Notice of Award to the successful bidder,
the bidder must then execute the contract and provide the required bonds or letter of
credit and certificate of insurance to the Village within ten (10) days. The Village will then
issue a written Notice to Proceed which starts the performance period. The contractor
shall reach substantial completion by 120 consecutive calendar days after the date of
the Notice to Proceed with final completion within 15 consecutive calendar days
thereafter. Substantial completion shall be defined as the completion of all work except

for site restoration. Failure to complete the work in the designated time frame may result
in the Director of Public Works withholding compensation due the contractor for failure to

BASIS FOR DETERMINING PRICES
It is expressly understood and agreed that:
1. The approximate quantities set forth in this Bid Sheet for each Unit Price Item are
Owner's estimate only, that Owner reserves the right to increase or decrease such
quantities, and that payment for each Unit Price Item shall be made only on the
actual number of acceptable units of such Unit Price Item installed complete in
place, measured on the basis defined in the Contract.
2. Owner is not subject to state or local sales, use and excise taxes and no such taxes
are included in this Bid Sheet.
Specific cash allowances, if any, are included in the price set forth above and have been
computed in accordance with paragraph 11.02 of the General Conditions.
BIDDER agrees that the Work will be Substantially Completed in 120 consecutive calendar days
from the date of "Notice to Proceed" and Finally Completed in 15 calendar days thereafter.
