Action Item
Sealed bids for parkway tree removals in 2024-2025 were opened on January 8,
2023. This contract requires removal of dead, dying, diseased, Emerald Ash Borer
infested, or structurally unsound parkway trees to ground level. As in the past,
prices were also sought for emergency tree work in the event of a major storm.
BID RESULTS
Four invitational bids were mailed, and the bid was placed on the Onvia
OnDemand bid clearinghouse website. Six (6) bids were received. Bidders were
asked to submit a price per inch for removal of trees in each of five different size
classes. In order to draw comparisons between various bids, bidders were asked
to use estimated quantities provided by the Village to calculate an extended cost.
A copy of the bid document is attached. The bid results were as follows:

Discussion
The apparent low-cost bidder is Advanced Tree Care of Lincolnshire, Illinois. Advanced Tree
Care has not performed this type of work for the Village in the past.
However, references were provided with their submittal. Advanced Tree Care has completed
similar contracts for the Villages of Glenview, Palatine, Schaumburg, Wheeling, Deerfield, and
the City of Highland Park. Reference checks with these communities indicate that all their work
has been acceptable.
Additionally, their equipment list indicates they own the resources necessary to successfully
complete this contract.
It is the opinion of staff that Advanced Tree Care is qualified and capable to successfully
execute this proposed contract. A copy of Advanced's bid submittal is attached.
Advanced Tree Care's bid price is a 6.5% increase when compared to 2023 rates for similar
work.
The contract documents include a provision which will allow the Village to extend the contract
for a third year, 2026, at the same bid prices as 2025, if both the contractor and Village agree.
Staff recommends including a small contingency (10%) in the project award to allow for
quantity variances and unanticipated conditions. In this instance, a 10% contingency added to
the lowest cost bid would result in a total contract award of $117,150.00 (Base Bid:
$106,500.00 + Contingency: $10,650.00 = Total Recommended Award: $117,150.00).

Discussion

Staff Recommendation
Staff recommends awarding a contract to the lowest qualified bidder, Advanced Tree Care, for
an amount not to exceed $117,150 in year one (1). Year two (2) will be the amount that is
appropriated in the 2025 budget. If years one (1) and two (2) are successful, and a contract
extension is agreed to by the Village and the contractor, year three (3) will be in the amount
appropriated in the 2026 budget.

In submitting this bid, the Bidder understands that the Village reserves the right to add to
or subtract from the estimated quantities.
The Village intends to award one (1) contract (if at all) for the items bid. If written notice
of award of this bid is mailed, emailed or otherwise delivered to the Bidder at any time
before this bid is withdrawn, the Bidder agrees to execute and deliver the contract in the
prescribed form and furnish payment, or letter of credit, and the insurance certificates

Failure to acknowledge receipt, as provided above, may be considered sufficient grounds
for disqualification of the bidder and rejection of his/her bid submittal. A record of all
Addenda and copies of same will be available to all qualified bidders from the Village of
Mount Prospect Public Works Department, 1700 West Central Road, Mount Prospect,
Illinois two (2) days prior to the letting. It shall be the Bidder's responsibility to become

Upon award of the contract, the Village will send Notice of Award to the successful Bidder,
the Bidder must then execute the contract and provide any required bonds or letter of
credit and certificate of insurance to the Village within ten (10) business days. The Village
will then issue a written Notice to Proceed. Failure to complete the work in the designated
time frame may result in the Director of Public Works withholding compensation due the
contractor for failure to complete the said work in the designated time frame, calling the
bond(s), or taking such other action as may be available.
