Emerson St. ROLL CALL Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Vincent Dante, Trustee Agostino Filippone, Trustee Terri Gens, Trustee Bill Grossi, Trustee John Matuszak, Trustee Colleen Saccotelli Absent: None 2.1. Pledge of Allegiance - Led by Trustee Agostino Filippone 2.2. Invocation - Trustee Terri Gens APPROVAL OF MINUTES 3.1. Minutes of the regular meeting of the Village Board - January 9, 2024 Motion by Colleen Saccotelli, second by Bill Grossi to approve minutes of the January 9, 2024, regular meeting Yea: Vincent Dante, Agostino Filippone, Terri Gens, William Grossi, John Matuszak, Colleen Saccotelli Nay: None Final Resolution: Motion passes MAYORS REPORT 4.1. PROCLAMATION: In Recognition of Dr. Martin Luther King, Jr. Day - January 15, 2024 Mayor Hoefert read the proclamation into the record recognizing Dr. Martin Luther King, Jr. Day in the Village of Mount Prospect. 4.2. 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. {This Ordinance will increase the number of Class F -3-V licenses by (1) LANGOSTINO 92 INC. d/b/a/ LANGOSTINO'S NAYARIT and decrease the number of Class F-3 licenses by one (1) LANGOSTINO 92 INC. d/b/a/ LANGOSTINO'S NAYARIT located at 1590 S. Busse, Mount Prospect, IL.} Owners Porfirio Gomez and his daughter Stephanie were present to address the Board to request approval for a Class F -3-V Liquor License for Langostino's Nayarit restaurant. This license will allow the establishment a two-year gaming license for the operation of three gaming machines. Langostino's Nayarit is an established and successful restaurant in Mount Prospect. Mr. Gomez thanked the Village for their support and added gaming will help their business. Motion by Bill Grossi, second by John Matuszak to waive the rule requiring two readings of an ordinance: Yea: Vincent Dante, Agostino Filippone, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli Nay: None Resolution., Motion Passed Motion by Bill Grossi, second by Colleen Saccotelli to approve the ordinance as presented: Yea: Vincent Dante, Agostino Filippone, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli Nay: None Final Resolution: Motion Passed Ordinance No. 6799 COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Monica Schwarz 220 N. Fairview Ave. • Expressed continued concern regarding the brightness of Fairview School's digital sign that shines directly into her home. After discussions with school and Village staff, and actions taken to remedy the issue, the problem persists. Mayor Hoefert responded, stating staff will take another look at the sign but stated recent inspection reports indicate the sign's illumination meets Village Code. CONSENT AGENDA Citing a professional conflict, Trustee Filippone informed the clerk of his vote to abstain from item 6.2 on the consent agenda. Motion by Colleen Saccotelli, second by Vincent Dante to approve the consent agenda: Yea: Vincent Dante, Agostino Filippone, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli Nay: None Abstain: Item 6.2 - Agostino Filippone Final Resolution: Motion Passed 6.1. List of Bills - December 22, 2023, to January 9, 2024 - $4,020,099.13 6.2. Waive the rules requiring two readings of an ordinance and adopt AN ORDINANCE AMENDING THE IMPLEMENTATION DATE OF THE AMUSEMENT TAX CONTAINED IN CHAPTER 8, ARTICLE XXVI, "AMUSEMENT TAX ON PLAYS OF VIDEO GAMING TERMINALS" OF THE VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS Abstain: Agostino Filippone Ordinance No. 6720 6.3. Waive the rules requiring two readings of an ordinance and AN ORDINANCE REPEALING CHAPTER 17 VEHICLE LICENSE AND VEHICLE LICENSE FEES SPECIFIED IN APPENDIX A, DIVISION II, OF THE VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS. Ordinance No. 6729 OLD BUSINESS 7.1. None NEW BUSINESS ►•131 VILLAGE MANAGER'S REPORT 9.1. As submitted No report ANY OTHER BUSINESS No additional business was discussed. ADJOURNMENT With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee Saccotelli seconded by Trustee Dante motioned to adjourn the meeting.
