Emerson St. ROLL CALL Members present upon roll call by the Village Clerk: Mayor Paul Wm. Hoefert, Trustee Vincent Dante, Trustee Agostino Filippone, Trustee Terri Gens, Trustee William Grossi, Trustee John Matuszak and Trustee Colleen Saccotelli Absent: None 2.1. Pledge of Allegiance - Mayor Paul Wm. Hoefert 2.2. Invocation - Trustee John Matuszak APPROVAL OF MINUTES 3.1. Minutes of the regular meeting of the Village Board of December 5, 2023 and minutes of the Committee of the Whole meeting of November 14, 2023 Motion by Trustee Gens, second by Trustee Dante to approve minutes of November 14, 2023 Yea: Dante, Filippone, Gens, Grossi, Matuszak, Grossi Nay: None Final Resolution: Motion carries Motion by Trustee Gens second by Trustee Saccotelli to approve minutes of December 5, 2023. Yea: Dante, Filippone, Gens, Grossi, Saccotelli Abstain: Matuszak Nay: None Final Resolution: Motion carries MAYORS REPORT None COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD On behalf of the Mount Prospect Lions Club, Nick Acerenza presented a $12,500 check to - Mount Prospect Pantry. Mr. Acerenzacredited fellow Lion Fred Steinmiller for - success of the Farmer'sthat s -s this donation s thanked him for Severalhis commitment. -- the Lions Club were present,including President Vince Dante. Mr. Acerenza and Mr. Dante thanked the volunteers, vendors, and customers who helped make the Farmers Market a successful community event year after year. - Services - and Community theirSocial Worker Jhoana Mendoza accepted on behalf of the Village and thanked the Lions Club for -s generosity. CONSENT AGENDA Motion by Colleen Saccotelli, second by Teri Gens to approve the consent agenda as presented. Yea: Vincent Dante, Augie Filippone, Teri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli Nay: None Final Resolution. Motion Passed 6.1. List of Bills - November 29, 2023, to December 5, 2023 - $8,052,988.41 6.2. A RESOLUTION IN SUPPORT OF CUMMINS ALLISON CORPORATION'S APPLICATION FOR A RENEWAL OF THEIR COOK COUNTY CLASS 6B TAX INCENTIVE FOR THE PROPERTY LOCATED AT 891 FEEHANVILLE DRIVE. Resolution No. 22-23 6.3. Motion to waive the rule requiring two readings of an ordinance and adopt an ORDINANCE AMENDING CHAPTER 18, "TRAFFIC" IN THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance will change parking regulations along Can Dota Avenue and Milburn Avenue near Lincoln Middle School. Ordinance No. 6712 None 6.4. Motion to accept vendor AVI Proposal for a technology upgrade at the Emergency Operations Center for a total cost of $86,569. NEW BUSINESS VILLAGE MANAGER'S REPORT Village Manager Michael Cassady provided an update on pending litigation with Prestige Feed. ►4970 ANY OTHER BUSINESS Committee of the Whole 10.1. Marketing Plan Presentation Director of Marketing and Public Relations Kylie Cerk delivered a comprehensive presentation of the Village Marketing Plan. Ms. Cerk stated the purpose and development of the Marketing Plan stems from initiatives outlined in the Village 2022-2023 Strategic Plan to promote, support, and strengthen our community. Ms. Cerk briefly discussed the Village's Branding Plan which was presented in early 2020, provided demographic data and profiles, and identified the Marketing Plan's target audience, which includes current residents, current businesses, regional visitors, and prospective residents and businesses. Ms. Cerk identified five guiding principles, along with accompanying goals and strategies for each principle, that support the Strategic, Branding, and Comprehensive plans for the Village. These principles are: 1. A livable built environment with leading-edge service delivery 2. Economic vitality 3. A socially vibrant community 4. A diverse community with a contemporary yet timeless charm 5. Focus on growth and improvement Ms. Cerk provided a summary of existing digital, print, and wayfinding marketing channels and discussed their effectiveness. Ms. Cerk also provided accompanying costs and future budget considerations to enhance and expand our connection to the community. Ms. Cerk provided the followina in resaonse to auestions from the Board: • Staff is researching software that can track the number of people attending community events • A strategy to improve the promotion of Randhurst Center will be a component of this Plan • Cost figures to implement this Plan included in the 2024 budget are placeholders; use of funds will be determined at a future date when appropriate Board Comments: • Plan approach is well -structured • Interested in staff input regarding 2024 goals and priorities • Pleased to have a Marketing Plan in place Public Comment: Carole Martz Resident • The Marketing Plan will increase engagement with the community • This Plan is a good way to unify Mount Prospect • Social media is active with the community in Mount Prospect Louis Goodman 310 N. School Street • Would like to bring back the "welcome wagon" as a means to welcome new residents to the community. Ms. Cerk responded, stating that staff are exploring new strategies that are cost-effective to achieve the same outcome. No further discussion. ADJOURNMENT Mayor Hoefert, on behalf of the Village Board, wished every a happy holiday season. With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee Saccotelli seconded by Trustee Gens motioned to adjourn the meeting.
