Information
The current refuse rates are set to cover the actual cost of the refuse program. Refuse costs
include various components, including Republic Service contract fees, tipping fees payable to
SWANCC (Solid Waste Agency of Northern Cook County), internal staffing costs for the leaf
program, program management costs, and other related overhead. Republic Services fees are
set to increase by 2.25 percent annually. Tipping fees from SWANCC also have an annual
increase from the agency based on their actual program costs. Additionally, the Village will be
paying $350,000 to SWANCC for the roof replacement for their facility (the Village's share).
The Village's personnel and equipment costs are also increasing due to regular increases and
inflation. In light of the above, the Village needs to increase its refuse service rates by 3.5
percent for the years 2024 and 2025. The 2024 approved budget includes a 3.5 percent
increase in the refuse rates, and this ordinance formally adopted those approved in the
budget.
Current rate: $271.87 (Annual)
2024 rate: $281.40 (Annual), an annual increase of $9.53
2025 and Thereafter - $291.25, an annual increase of $9.85
In light of the above, the staff recommends approval of the attached Ordinance.

ordinance, increasing refuse rates for the years 2024 and 2025.

AN ORDINACNE TO AMEND SOLID WASTE COLLECTION SERVICE RATES FOR
INDIVIDUAL DWELLING UNITS SET FORTH IN CHAPTER 19, SECTION 19.202,
VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS
WHEREAS, the Village of Mount Prospect is a home rule municipality as defined by
Article VII, § 6 of the Illinois Constitution of 1970, and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect desire
to make certain amendments to the Village Code of Mount Prospect as set forth below
and
WHEREAS, pursuant to the authority granted under the Illinois Municipal Code and in
accordance with home rule authority granted to home rule municipalities, the President
and Board of Trustees of the Village of Mount Prospect approve the amendments set
forth below.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: Section 19.202, `Regulations with Respect to Consumers of Solid Waste
Collection Services," of Chapter 19, "Health Regulations," of the Mount Prospect Village
Code shall be amended to read in its entirety as follows:
Section 19.202: REGULATIONS WITH RESPECT TO CONSUMERS OF
SOLID WASTE COLLECTION SERVICES:
A. 12. a. (1) Individual dwelling unit fees:
2024 - $281.40
2025 and Thereafter - $291.25
SECTION TWO: All other sections of the CHAPTER 19 — HEALTH REGULATIONS
should remain unchanged as previously approved and adopted as the Mount Prospect
Village Code.
SECTION THREE: that this Ordinance shall be in full force and effect from and after its
passage, approval and publication in pamphlet form in the manner provided by law.
