CALL TO ORDER
Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:23 p.m. in the
Board Room at Village Hall, 50 S. Emerson St.
ROLL CALL
Members present upon roll call by the Village Clerk: Mayor Hoefert, Trustee Vincent Dante,
Trustee Agostino Filippone, Trustee Terri Gens, Trustee Bill Grossi*, Trustee John Matuszak
and Trustee Colleen Saccotelli
Absent: None
A quorum of the Village Board was physically present.
*Citing a personal illness, Trustee Bill Grossi attended the meeting remotely and was active in
the meeting's discussions and votes.

MAYORS REPORT
4.1. ACCOLADES: 2023 Fire Prevention Poster Contest Winners
Mount Prospect Fire Chief John Dolan and Public Education Officer Monika Korzun presented
the winners of the 2023 Fire Prevention Poster Contest. Chief Dolan stated the theme of this
year's contest was "Cooking Safety Starts with You". The contest was open to all Mount
Prospect students in grades kindergarten through 5th grade. Third, second and first -place
winners were selected from each grade. Recipients were present to receive special recognition
from the Fire Department and the Village Board.
4.2. ACCOLADES - Halloween Decorating Contest Winners
Special Events Commission member Vicki Chung presented the winners of the Commission's
first Halloween Decorating Contest. Sponsored by the Special Events Commission, Ms. Chung
stated she hopes this will become an annual event in the Village. The event was open to all
Mount Prospect residents and businesses. The Commission received over fifty (50) entries and
winners were selected in five categories: Most Frightfully Fun, Most Creative, Best Decorated
Door/Windows, Judge's Favorite and Peoples Choice. Winners were present to accept their
award.
Mayor Hoefert called for a brief recess at 7.42 p.m. The meeting resumed at 7.45 p.m.
4.3. PROCLAMATION: Diwali Awareness Day - November 12, 2023
Mayor Hoefert read the proclamation into the record recognizing Diwali Awareness Day.
Rakesh Malhotra, a member of the Hindu American Foundation, accepted the proclamation,
provided information, and recited a prayer in honor of Diwali, the Hindu Festival of Lights.
4.4. PROCLAMATION: Veterans Day - November 11, 2023
Mayor Hoefert read the proclamation into the record in honor of Veterans Day. Veterans from
American Legion Post 525 and VFW Post 1337 accepted the proclamation.
4.5. REAPPOINTMENT TO BOARDS AND COMMISSIONS

6.5. Motion to waive the rule requiring two readings of an ordinance and adopt AN

VILLAGE CODE OF MOUNT PROSPECT. This ordinance decreases the number of

Special Service Area to order
Speakding on behalf of the union and as a member of the Mount Prospect Fiire
Department, Lt. Wnek expressed concern that the additional responsubflities of the Fire
Department will diminish the level of service and create dangerous situations for both
the residents and the department. He requested an explanation and clarification of the
plan.
Fire Chief John Dolan thanked Lt. Whek for expressing the concerns of the departn7lent. Chief
Dolan stated he looks forward to the challenge of providing services to those in the affected
area. Dolan stated he has and will continue to put the safety of the community and his
department at the forefront of his decisions.

Assistant Property Manager, Oasis Mobile Home Park
• Spoke on behalf of the owners and those who reside at the Oasis Mobile Home Park,
which consists of 600 homes and 3,000 residents, to express concern regarding
response times to the location
Mayor Hoefert responded, stating he speaks on behalf of a grateful community that respects
and acknowledges the Fire Department's crucial role in our community, and expressed
confidence that through collaborative efforts of the Fire Department, the Village and the
community, a fire protection plan will be formulated.
Mayor Hoefert called for a brief recess at 8:22 p.m. The public hearing resumed at 8.24 p.m

Mayor Hoefert closed the public hearing for the proposed formation of the Special Service Area
at 8:25 p.m.
7.2. PUBLIC HEARING - Proposed Property Tax Levy for the Village of Mount Prospect
for the fiscal year beginning January 1, 2023 and ending December 31, 2023. This
public hearing, called pursuant to proper legal notice having been published in the
Daily Herald on October 25, 2023, is for the purpose of presenting the proposed tax
levy for the fiscal year beginning January 1, 2023 and ending December 31, 2023.
Mayor Hoefert called the public hearing for the proposed property tax levy for the Village of
Mount Prospect for the fiscal year beginning January 1, 2023 and ending December 31, 2023 to
order at 8:26 p.m.
Director of Finance Amit Thakkar briefly presented information for the public hearing and for the
second readings and approval of the Budget, Levy, and Abatements ordinances.
Mr. Thakkar presented the highlights of the 2024 balanced budget:
• Balanced budget
• Total revenues: $157.1 million
• Total expenditures: $164.6 million
• Decrease in the property tax levy by 4.8 percent
• Pension abatements: $2 million; pension costs are rising again by 13.8 percent
• Debt Service Abatements: $2.4 million
• Elimination of the Vehicle Sticker program proposed
No public comment. No board discussion.
Mayor Hoefert closed the public hearing at 8:36 p.m.
7.3. PUBLIC HEARING - Proposed 2024 Budget for the Village of Mount Prospect for the
fiscal year beginning January 1, 2024 and ending December 31, 2024. This public
hearing, called pursuant to proper legal notice having been published in the Daily
Herald on October 4, 2023, is for the purpose of presenting the 2024 Budget for the
Village of Mount Prospect for the fiscal year beginning January 1, 2024 and ending
December 31, 2024.
Mayor Hoefert called the public hearing for the proposed 2024 Budget for the Village of Mount
Prospect for the fiscal year beginning January 1, 2024 and ending December 31, 2024 to order
at 8:37 p.m.

OF PASSAGE OF AN APPROPRIATION ORDINANCE.
Board Comments:
Trustee Saccoellii encouraged residents to review the budget document on the Village
website. The document presents the annual plan for the Village and contains an
abundance of information. She thanked the finance team and the senior leadership
team for their work that produced a balanced budget.
Trustee Matuszak stated the budget represents what we value as a Village, and
expressed gratitude to the Village Manager and staff for their commitment to fiscal
responsibility.
Mr. Thakkar thanked staff and thanked the Board for their support throughout the budget
process.

NEW BUSINESS
VILLAGE MANAGER'S REPORT
10.1. Motion to accept the proposal for Fairview Gardens Sub -Basin New Gravity
Outfall Sewer Design and Construction Engineering for an amount not to
exceed $286,369.46.
Director of Public Works Sean Dorsey presented background information, bid results, and staff
recommendation for the Fairview Gardens Sub -Basin New Gravity Outfall Sewer Design and
Construction Engineering for an amount not to exceed $286,369.46.
Mr. Dorsey provided a brief background of the subject issue facing the Fairview Gardens
subdivision. The Fairview Gardens pump station is in need of replacement. The Metropolitan
Water Reclamation District of Greater Chicago (MWRDGC) requires the pump to be reduced in
size by two-thirds. This requirement will lead to frequent flooding and backups in the homes of
the affected area. The Village has been seeking solutions and options have been discussed at
Committee of the Whole meetings. Mr. Dorsey discussed a few options that have been tested
and explored through a pilot program on Louden Lane and another option at an existing pump
station near St. Emily's Church takes wastewater and pumps it through a force main to an
interceptor sewer at Rand Road. Staff has been exploring additional options and is confident a
third option to remove the existing pump station and install a gravity main that would flow east
to an interceptor at Wolf and Central Roads is the best solution to date.
Mr. Dorsey detailed different scenarios with this third option. The new gravity sewer would have
2.6 times more conveyance capacity than a new reconstructed lift station pursuant to the
MWRDGC's demand to reduce the size of the pump by two-thirds.
Village staff reviewed this option with the MWRD and are agreeable to the concept. The cost to
install the Gravity Outfall Sewer is $2.4 million. Mr. Dorsey compared the cost of this option with
the others previously presented. The cost estimate of the Gravity Outfall option is significantly
lower. To obtain the MWRD permit for this project, it will include a special condition stating that
the permit is contingent on the Village enacting a program under which all homes in the service
basin of the Fairview Gardens lift station that have inflow sources connected to the sanitary
system will disconnect those sources. Mr. Dorsey discussed the various options for gravity
outfall and possible Village funding for private property sewer upgrades will be discussed at a
Committee of the Whole in the future.
Mr. Dorsey stated it is important to begin this project to coincide with the Central Road
resurfacing project planned for 2024. Mr. Dorsey stated staff recommends that the Village
Board accept the proposal from the Ciorba Group Consulting Engineers to provide design
engineering and construction services for the new Fairview Gardens Gravity Outfall Sewer for
an amount not to exceed $286,339.46. Mr. Dorsey stated the Ciorba Group is best qualified for
the project and their rate is competitive.

Different bridge designs, aesthetics, and architecture will be presented during this phase

The Village has not sought funding from the private sector; may explore this option as
the project advances.
Discussed if there is a requirement to pay back grant money if the project does not

ANY OTHER BUSINESS
Trustee Saccotelli invited residents to the Mount Prospect Junior Womens' Club's November
meeting, tomorrow (Wednesday, November 8), at Trezeros from 6:30 p.m. to 8:30 p.m. and will
be collecting for the Mount Prospect Food Pantry.
Village Manager Michael Cassady announced next week's Committee of the Whole on
Tuesday, November 14, will be "on the road" at Holmes Junior High beginning at 6:00 p.m.
Mayor Hoefert noted the November 11th Coffee with Council is canceled due to Veterans Day
activities in the Farly Community Room.
Trustee Filippone announced the end of the soccer season in Mount Prospect and thanked the
teams he coached and all those who participated in the program.
Mayor Hoefert asked for a motion to enter into a closed session for the following reasons:
1. Litigation 5 ILCS 120/2 (c) (11) - Litigation, when an action against, affecting or on behalf of
the particular public body has been filed and is pending before a court or administrative
tribunal, or when the public body finds that an action is probable or imminent, in which case the
basis for the finding shall be recorded and entered into the minutes of the closed meeting
2. Land Acquisition 5 ILCS 120/2 (c) (5) - The purchase or lease of real property for the use of
the public body, including meetings held for the purpose of discussing whether a particular
parcel should be acquired.

Mayor Hoefert announced the regular meeting will adjourn without further discussion or final

meeting of the Village Board of Trustees adjourned at 10:54 p.m.
