Meeting November 7, 2023 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Fiscal Impact (Y/N) Y Dollar Amount $99,407.00 Budget Source Surface Transportation Program (STP) & Street Improvement Construction Fund Category CONSENT AGENDA Type Action Item Information Central Road from Westgate Road to Wolf Road is an arterial road that has deteriorated to the point where resurfacing is necessary to prevent increased maintenance costs in the future that would require reconstructing the roadway. Staff plans to resurface the road in 2024. The project limits are Westgate Road to the west and Wolf Road to the east. This section of Central Road is under the jurisdiction of the Village. Central Road is under the jurisdiction of the Illinois Department of Transportation (IDOT) west of Rand Road and east of Wolf Road. Local streets that intersect Central Road on the north side are under the jurisdiction of the Village. The City of Des Plaines owns and maintains the local streets that intersect Central Road on the south side. The scope of work includes resurfacing Central Road (and associated work) from curb to curb, including the local streets, to the right-of-way line. There are no planned widening or geometric changes. Defective public sidewalks will be replaced as necessary to be compliant with American with Disabilities Act requirements. Staff completed a Phase I preliminary engineering study in-house in June 2023. In addition, staff has also completed Phase II design engineering pre -final plans and specifications in-house. The project is currently scheduled to be bid in January 2024 with construction starting in the spring. It is anticipated to be completed by late summer 2024. The Village has received a Surface Transportation Program (STP) grant in the amount of $564,465.00 that can be used to pay up to 75% of the construction and construction engineering costs. The remaining costs will be covered by local funds. Local funding contributions will be shared by the Village of Mount Prospect and the City of Des Plaines. An intergovernmental agreement with the City of Des Plaines to authorize these contributions is presented as a separate item. As federal funds (STP funds) are being used for this project, the Village must follow the federally mandated Qualification Based Selection (QBS) process for this project. Staff is seeking to enter into a contract with an engineering consulting firm to provide Phase III construction engineering services. The Village lacks sufficient resources to do this work utilizing in- house staff. It is a requirement of the STP and IDOT (IDOT administers STP funds) that the Village enter into a contract with a consultant prior to letting the construction contract. The consultant selected by the Village will provide full-time inspection during construction. The Village will be responsible for paying the consultant using local funds and seeking reimbursement from IDOT for the federal share and Des Plaines for a portion of the local share. Request for Statement of Qualifications As required by the QBS process, the Village solicited Statement of Qualifications from engineering consulting firms to provide services for Central Road Resurfacing - Phase III Construction Engineering. A notice was posted on the DemandStar bidding website. Firms were asked to submit as part of their proposal the following information: 1. Resumes of key personal 2. Related experience on similar types of projects 3. Summary of the firm's approach to the project 4. Prequalification status with IDOT 5. Project schedule Tasks identified in the Request for Statement of Qualifications (RSQ) include: • Fully understand the Project Development Report and pre -final plans and specifications. • Complete all tasks related to providing Construction Engineering meeting Federal/State/County/Village/City requirements. • Prepare and submit IDOT Agreements for construction and construction engineering. • Attend a Preconstruction Meeting with IDOT, Village staff, Des Plaines Staff and the Contractor. • Review shop drawings and other equipment/material submittals as may be required. • Coordinate with private utility companies to relocate facilities as necessary prior to construction. • Provide horizontal and vertical construction layout of the proposed improvements as necessary. • Coordinate material testing and QA/QC with the contractor during construction. • Coordinate removal of materials off-site to appropriate disposal sites. • Keep the City of Des Plaines apprised of construction activities and record quantities and costs for their share of the project. • Respond to inquiries from various stakeholders and address issues in a timely manner. • Attend and conduct construction coordination/status meetings. • Prepare pay estimates for contractor work performed. • Complete all necessary paperwork during construction. • Create a construction punch list and ensure all outstanding items are completed to the satisfaction of IDOT, Village, and City. • Coordinate final inspection and paperwork with IDOT and the Village. • Complete all necessary documentation including grant reimbursement forms for the STP Program. • Prepare as -built drawings RSQ Results The consulting firms' Statement of Qualifications were reviewed on the basis of their understanding of our goals and their methodology to complete the study. They were rated (with a maximum score of 100 points) according to these specific categories: project understanding and technical approach, similar project experience, project team capabilities, IDOT prequalification status, and overall completeness of submittal. They have put together a very strong project team with extensive construction engineering experience on various public infrastructure projects including street resurfacing. They also have a working relationship with IDOT and understand the process to meet all state and federal requirements. We believe that Bowman has the project coordination, communication and documentation skills needed to successfully accomplish the project within the proposed schedule. Bowman meets the IDOT prequalification requirements to perform this work and has recently completed construction engineering services for similar projects for IDOT, Cook County, Kane County, Village of Northbrook, and Village of Wilmette. The QBS process is required for this contract as it uses federal funds. Like other Village projects using federal funds, it does not permit cost proposals to be submitted with the Statement of Qualifications. Upon selection of Bowman as Village staff's highest ranked firm, they provided a detailed cost proposal including a breakdown of hours by task. Village staff negotiated with Bowman to assure the cost proposal has sufficient hours for each task, is reasonable in price, meets the goals and schedule of the project, and is in the best interest of the Village. Staff supports the cost proposal submitted by Bowman in the amount of $99,407 to provide construction engineering services for Central Road Resurfacing - Phase III Construction Engineering. It is staff's opinion that Bowman is best qualified to perform the requisite work, has allotted appropriate work effort, and requested a reasonable, competitive fee ($99,407 / $138/hour). In addition, the City of Des Plaines has reviewed and supports the cost proposal from Bowman. The Village has been awarded up to $564,465 in federal funds for construction and construction engineering. This represents 75% of the original cost estimate of $752,620 developed in 2021. Increases in asphalt and concrete prices as well as labor costs over the past two years, and the unforeseen addition of miscellaneous items during final design has led to a current construction estimate of $968,642. The cost proposal for construction engineering services submitted by Bowman in the amount of $99,407 represents 10.3% of the current construction cost estimate. This is within a typical range for the scope and complexity of the project. The current grant amount of $564,465 represents 53% of the cost proposal submitted by Bowman for construction engineering ($99,407) and the current cost estimate for construction ($968,642). Village staff will work with the Northwest Municipal Conference and Northwest Council of Mayors to secure additional STP funding to reach the maximum federal share of 75%, should it be available. This would equate to an additional $236,572. As it currently stands, the federal share of the project is $564,465 and the estimated Village and Des Plaines shares for construction and construction engineering are $471,606 and $31,978, respectively. Should the Village secure additional STP funding to the maximum federal share of 75%, the Village's share will be reduced to approximately $250,057 and Des Plaines' share to $16,955. Additional discussion will be held after the bid opening in January 2024 and a construction contract is presented to the Village Board. Currently, staff is recommending approval of the Phase III construction engineering contract. Alternatives 1. Accept a proposal from the Bowman Consulting Group for Central Road Resurfacing Project construction engineering services. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the proposal from Bowman Consulting Group Ltd. of Lisle, Illinois, to provide construction engineering services for the Central Road Resurfacing Project for an amount not to exceed $99,407. Resurfacing the roadway now will potentially reduce future maintenance costs and constructing ADA - compliant ramps will improve the transportation system for all users. Bowman Consulting Group Ltd. (Bowman) understands the significance of this project, both in terms of its anticipated benefits to community and the concerns that residents, businesses, and commuters may have regarding the impacts of its construction. The affected roadways are under the jurisdiction of multiple agencies including the Village, Illinois Department of Transportation (IDOT) and the City of Des Plaines and numerous residents, businesses and churches will be project stakeholders. Bowman provides the Village with an exceptional team of construction engineering professionals with the experience to effectively execute this project. Bowman staff have worked directly with IDOT on a multitude of projects involving roadway reconstruction/resurfacing, traffic signals, utilities, pedestrian/ bicycle infrastructure, and access management, as well as facilitated IDOT coordination and implemented IDOT standards and documentation on similar municipal and county projects. No matter the size of the project, Bowman provides a proactive approach and the same level of client commitment and communication. Each project is treated the same way, from our most recent work with the Village of Northbrook where we provided Phase III construction engineering services for intersection improvements at Sanders Road and Dundee Road and 8" water main improvements in the Willow Creek subdivision to our ongoing work providing construction engineering services for the $500M Mile Long Bridge project on 1-294. Both projects present their own set of challenges, from coordinating with residents and commercial businesses in Northbrook to working closely with dozens of stakeholders, including IDOT and local municipalities; numerous utilities including ComEd, Nicor, AT&T, Comcast, and water utilities; and businesses and railroads including a UPS facility and BNSF RR intermodal freight facility on the Mile Long Bridge. On these projects, Mark collaborated extensively with property and business owners, utilities, and other project stakeholders to ensure their concerns were addressed and any issues were promptly resolved.
