Emerson St. ROLL CALL Members present upon roll call by the Village Clerk: Trustee Vincent Dante, Trustee Terri Gens, Trustee Bill Grossi, Trustee John Matuszak, Trustee Colleen Saccotelli Absent: Trustee Agostino Filippone 2.1. Pledge of Allegiance - Mayor Hoefert 2.2. Invocation - Trustee Colleen Saccotelli APPROVAL OF MINUTES 3.1. Minutes of the regular meeting of the Village Board - September 19, 2023 Motion by Colleen Saccotelli, second by Terri Gens to approve the meeting minutes of September 19, 2023 Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli Nay: None Absent: Agostino Filippone Final Resolution: Motion Passed MAYORS REPORT 4.1. PROCLAMATION: Fire Prevention Week - October 8-14, 2023 Mayor Hoefert read the proclamation into the record. Public Education Officer of the Mount Prospect Fire Department, Monika Korzun accepted the proclamation. 4.2. PROCLAMATION: Italian American Heritage Month - October 2023 Mayor Hoefert read the proclamation into the record. Frank Concialdi, representing the Joint Civic Committee of Italian Americans, joined by Trustees Vince Dante and Bill Grossi, accepted the proclamation on behalf of the Mount Prospect Italian-American community. 4.3. 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance increases the number of Class "F-1" liquor licenses by one (1) CHUNG WA 827 INC. d/b/a CHUNGKIWA RESTAURANT located at 1658 W. Algonquin Road, Mount Prospect, IL. Petitioners Bio Zheng and Shan Jin were present to answer questions from the Board. Motion by Colleen Saccotelli second by Bill Grossi to waive the rules requiring two readings of an ordinance: Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli Nay: None Absent: Agostino Filippone Motion Passed Motion by Colleen Saccotelli second by Vincent Dante to approve the subject ordinance: Yea: Vincent Dante, Terri Gens, Bill Grossi, John Matuszak, Colleen Saccotelli Nay: None Absent: Agostino Filippone Final Resolution: Motion Passed Ordinance No. 6696 4.4. 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance increases the number of Class "F-3" liquor licenses by one (1) PAP'S CAFE LTD d/b/a PAP'S ULTIMATE BAR & GRILL located at 1904 S. Elmhurst Road, Mount Prospect, IL. Pap's new owner, Job Joseph, was present to answer questions from the Board. List of Bills - September 13, 2023 to September 26, 2023 - $4,498,701.01 6.2. Motion to renew the Village's subscription with Envisio Solutions Inc for Strategic Planning and Performance Management Software for three (3) years for a total amount of $55,733.11. OLD BUSINESS 7.1. None NEW BUSINESS 8.1. None VILLAGE MANAGER'S REPORT 9.1. Motion to reject all bids, waive the rule requiring public bidding, and award a contract for the Klehm's Island Improvements to the Langton Group, Inc. of Woodstock, Illinois, for an amount not to exceed $100,698. Director of Public Works Sean Dorsey presented bid results for landscaping improvements on Klehm's Island, located on the "s" curve on Rt. 83 between Main and Lincoln Streets. Improvements to Klehm's Island are part of the Village Strategic Plan to incorporate native pollinators and sustainable plants into this piece of landscaping as a model for future projects. Mr. Dorsey stated staff plans to begin planting in a few months. Once the plants begin to grow in the spring, the project will be completed with informational signage. Mr. Dorsey stated staff received four bids for this project. The lowest cost responsive bid was submitted by Langton Group in the amount of $119,198. The highest bid submitted was $176,940. Although the Langton Group has done work in the Village before, the scope of this project differs from their previous work with the Village. However, Langton has successfully completed similar projects, like the one proposed for the Village of Elk Grove, the City of Aurora, and the Village of Pinegree Grove. Mr. Dorsey stated staff is confident Langton is capable of performing this work for the Village of Mount Prospect. Mr. Dorsey stated the bids came in higher than expected. The irrigation system included in the bid specifications was a costly item that staff ultimately deemed unnecessary. Staff determined the plants are sustainable and will not only survive but thrive in our climate and rainfall without an irrigation system. Mr. Dorsey stated that without the irrigation system, the cost of the project is reduced to $100, 698. With the removal of this line item from all the bids, Langton Group remains the lowest cost-responsive bid. Therefore, Mr.Dorsey stated staff is recommending rejecting all bids, waiving the rule requiring public bidding and awarding the contract for the subject project to Landgon Group for an amount not to exceed $100,698. Mr. Dorsey provided the following in response to questions from the Board: New plantings include pollinator plants and native grasses Small signs will be placed on the island to identify plants Staff will rely on rainfall to keep the island watered after the initial planting period Hearty plants will be selected to withstand salt and other roadway debris PW employs certified landscape technicians who expertly select appropriate plants, flowers, trees etc. An irrigation system can be installed at a later date if needed Fertilizer will be used initially, but use will trail off as the garden matures No further discussion. Motion by Colleen Saccotelli, second by Vincent Dante to approve the contract for Klehm's Island improvements contract for an amount not to exceed $100,698. As submitted ANY OTHER BUSINESS Trustee Grossi announced the Bluesmoible Cruise Nights have been extended through October 14.He also reminded residents that the Farmer's Market continues every Sunday through the end of the month. Trustee Dante announced upcoming Police Beat meetings and encouraged residents to attend these engagement opportunities with our police officers. Trustee Gens announced that the Downtown Merchants Association is hosting two family- friendly events for Halloween. A special Halloween edition of "Movies on the Green" will take place on October 18 at Centennial Green and the annual Trick-or-Treat event is Wednesday, October 25 from 4:00 pm-6:00 pm. ADJOURNMENT With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee Colleen Saccotelli seconded by Trustee Vincent Dante, motioned to adjourn the meeting.
