Regular Meeting of the Village Board

CALL TO ORDER
Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:10 p.m. in the
Board Room at Village Hall, 50 S. Emerson Street in Mount Prospect.

3.1. Minutes of the regular meeting of the Village Board - September 5, 2023

MAYORS REPORT
4.1. ACCOLADES: Life Safety Recognition
Fire Chief John Dolan and Deputy Chief Tom Wang presented Life Safety Recognition
Certificates to Village of Rosemont Public Safety Officers, John Horn and Joe Gentile.
Both were attending an off-duty golf outing at Old Orchard Country Club when a fellow
patron suffered a cardiac arrest. Officers Horn and Gentile's swift intervention helped
save the life of the patron. The patron was in attendance to personally thank them.
Responding officers from the City of Prospect Heights were also recognized.
Chief Dolan stressed the importance of early intervention in emergency situations.
4.2. EMPLOYEE RECOGNITION - Employees celebrating Quinquennial
anniversaries
Employees celebrating twenty or more years of service to the Village were
recognized by their respective departments.

4.6. 1st reading of AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC
LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. {This Ordinance will
increase the number of Class P -2-V licenses by (1) CAPUTO'S NEW FARM
PRODUCE - MOUNT PROSPECT INC. d/b/a CAPUTO'S FRESH MARKETS and
decrease the number of Class P-2 licenses by one (1)CAPUTO'S NEW FARM
PRODUCE - MOUNT PROSPECT INC.d/b/aCAPUTO'S FRESH MARKETS located
at 215 E. Prospect Ave, Mount Prospect, IL}
Caputo's Store Manager Dominic Presta and Gold Rush Gaming representative
Ryan Gumma appeared before the Board to request approval for a Class P -2-V
Licence from the Village that will permit video gaming at Caputo's Fresh Markt at
215 E. Prospect Avenue.
Motion by Colleen Saccotelli, second by Agostino Filippone to waive the rules
requiring two readings of an ordinance:

4.7. 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC
LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance
increases the number of Class "F-2" liquor licenses by one (1) JAY BAJRANG
MP INC. d/b/a WINGSNOB located at 1713A West Golf Road, Mount
Prospect, IL.
Wing Snob owners Michael Patel and Hiresh Patel were present to request approval
for an F-2 Liquor License from the Village. The owners thanked the Board and the
Village for their support and expressed excitement about bringing their restaurant
to Mount Prospect.
Motion by John Matuszak, second by Agostino Filippone to waive the rules
requiring two readings of an ordinance:

4.8. 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC
LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. {This Ordinance will
increase the number of Class S-6 licenses by One (1) MK NAMASTE LLC d/b/a
LUMI STUDIO AND SHOPPE located at 104 W. Northwest Hwy.}
Lumi owner Molly Kranovich was present to request Village Board approval of a
Class S-6 liquor license for Lumi Studio and Shop at 104 W. Northwest Highway.
This Complementary Liquor License will allow Ms. Kranovich to offer her patrons a
glass of wine at events held at Lumi Studio.
Motion by Bill Grossi, second by Agostino Filippone to waive the rule requiring two
readings of an ordinance:

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD

• Expressed concerns regarding the proposed plan for a statue of William
Busse at an estimated cost of $100,000 and feels the Village has already
given the Busse family considerable recognition; suggested funds should be
spent on sustainability initiatives instead.
Mayor Hoefert responded, stating the statue will be discussed as part of a new and
developing Public Arts Policy; staff is working on this policy and will engage the
public for input when appropriate; staff is in the very early stages of developing
this plan and policy. Mayor Hoefert added the Village is actively working on the
Sustainability Plan and it remains a top priority. Mayor Hoefert asked Assistant to
the Village Manager Alex Bertolucci to give a brief update on the Sustainability
Plan. Mr. Bertolucci provided an update. He stated work is in progress and the
Village is already actively initiating action items in the plan.
John Mallory
Resident
• Asked the Board to consider planting the proposed permanent holiday tree
on the southeast corner of the Pocket Park so it does not disrupt the main
area of the park
• Suggested that the Public Works Department listen to resident input
regarding pedestrian crosswalk and intersection improvements
• Thanked the Public Works Department for clearing and cleaning debris that
was dumped by a semi -truck onto Central Road

6.3. Motion to waive the rule requiring two readings of an ordinance and adopt
AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE
VILLAGE CODE OF MOUNT PROSPECT. This ordinance decreases the
number of Class "P-2" Liquor Licenses by one (1) LAKES VENTURE LLC
d/b/a FRESH THYME FARMERS MARKET located at 211 W. Rand, Mount
Prospect, IL.

6.4. Motion to accept bid for the Wille Street Parking Lot Improvements for an
amount not to exceed $66,935.
6.5. Motion to accept bid for the Schoenbeck Road Lighting Improvements for
an amount not to exceed $156,670.

exceed $221,900.

VILLAGE MANAGER'S REPORT
9.1. Motion to Approve Amendment #1 to the CityBase Master Service Agreement
for Online Payment and Kiosk Hardware and Software Maintenance for an
amount not to exceed $83,750/annually.
Director of Finance Amit Thakkar presented for approval, a first amendment to the
CityBase Master Service Agreement for online payment and kiosk hardware and
software maintenance for an amount not to exceed $83,750 annually. Mr. Thakkar
stated this agreement is for a five-year term.
Mr.Thakkar presented background information. A goal to improve payment solutions
was a Strategic Plan item in 2018. After staff reviewed various providers, CityBase was
selected as an online payment solution. The initial 3 -year agreement included one (1)
kiosk and the online payment platform. Mr. Thakkar displayed data pertaining to the
utilization of the kiosk from April 2021 through April 2023; total transactions increased
between year 1 and year 2 by almost 50 percent. Mr. Thakkar displayed a map of
customers using the kiosk, depicting customers coming from the north and south ends
of town to use the kiosk.
Mr. Thakkar briefly detailed the benefits of using the CityBase online payment platform.
Mr. Thakkar presented the terms and conditions of the new agreement. The annual
cost of the new agreement will be $83,750. This amount includes $71,750 for 110,000
transactions and $12,000 for software and hardware maintenance. The current
contract equates to $0.76 per transaction (based on 110,000 transactions). The Village
currently pays $1.05 per transaction. The Village is expected to save $129,752 in
transaction processing costs.
Mr. Thakkar stated staff recommends approval of the subject agreement with CityBase
for a five-year term.
Mr. Thakkar answered questions from the Board.
Mr. Thakkar provided the following in response to questions from the Board:
• Provided clarification regarding the kiosk utilization data included in his
presentation
CityBase is very well known and respected in its field; large cities utilize
CityBase due to its reliability, superb functionality, technical support,and
customer service
• No knowledge of security breaches with the CityBase software to date

CityBase Master Service Agreement for Online Payment and Kiosk Hardware and
Software Maintenance for an amount not to exceed $83,750 annually:

ANY OTHER BUSINESS
Trustee Filippone invited everyone to Fall Fest at Randhurst Village (Saturday, October
7) from 10 a.m.- 4 p.m. He also encouraged all to attend the Mount Prospect
Downtown Merchant Association's Oktoberfest on September 22 and 23, which includes
a family -friendly Fall Fest on Saturday from 1-4 p.m. A Special Needs hour is from
noon to 1:00 p.m.
Trustee Colleen Saccotelli thanked the Fire Department for hosting their annual Open
House at Randhust Village this past weekend. Mayor Hoefert added it was a great
family event.

With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee
Dante seconded by Trustee Filippone motioned to adjourn the meeting. By unanimous voice
vote, the September 19, 2023 Regular Meeting of the Village Board of Trustees adjourned at
8:50 p.m.
