Action Item
Sealed bids for Klehm's Island Improvements 2023 were opened on September
18, 2023. The project consists of removing all existing landscaping and asphalt
path, and constructing a brick paver path, ADA -compliant concrete sidewalk ramp,
decorative retaining wall & coping, perennial plantings, and sodding.
This project is a Village Board Policy Agenda Priority goal in the 2023/2024
Strategic Plan.
BID RESULTS
Staff prepared detailed plans and specifications for this project. Five (5) landscape
contractors received the bid documents. The bid was also placed on the Village's
website and Onvia OnDemand bid clearinghouse website. Four (4) sealed bids
were received. A copy of the bid document is attached. Bid results were as
follows:

Discussion
The apparent low-cost bidder is Langton Group of Woodstock, Illinois. Although Langton
Group has worked as a tree planting contractor for the Village in the past, they have not
performed this type of work. However, as required as part of the bid submittal, references were
provided with their submittal. Langton Group has completed similar projects for the Village of
Elk Grove, Village of Pingree Grove and the City of Aurora. Reference checks with these
communities indicate that all their work has been acceptable. It is the opinion of staff that
Langton Group is qualified and capable to successfully execute this proposed contract. A copy
of Langton Group's bid submittal is attached.
The bids that were received came in higher than staff anticipated. One of the higher cost items
was an irrigation system. Although initially included as part of the design, staff does not believe
the irrigation system is necessary due to the plant selection that will be used. The design calls
for native and sustainable plants. These types of plants, once established, generally do well
with the area's historical rainfall.
To improve the project's affordability, staff recommends removing the irrigation system from
the scope of work awarded. Removal of this line item does not affect the overall bid results.
Langton is still the lowest -cost bidder. The Table 2 below depicts all bids with the irrigation
system cost removed:

Langton's bid price of $119,198 included an irrigation system at a cost of $18,500. By
removing the irrigation from the project, the overall amount of the bid is $100,698. Langton has
verbally agreed to perform the reduced scope of work at the modified bid price.
Staff is of the opinion that the remaining bid prices reflect current market conditions due to the
voracity and consistency of the results. Consequently, staff has concluded it is unlikely lower
costs will be realized if the project is re -bid.
Although the bid specifications allow modifications of the work scope prior to bid award,
including the deletion of line items, the Village Attorney recommends that the Village Board
reject all bids, waive the rule requiring public bidding, and award a contract to the Langton
Group.
Alternatives
1. Reject all bids, waive the rule requiring public bidding, and award a contract
for Klehn's Island Improvements to the Langton Group for an amount not to
exceed $100,698.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board reject all bids received, waive the rule
requiring public bidding, and award a contract for Klehm's Island Improvements to
the Langton Group, Inc. of Woodstock, Illinois, for an amount not to exceed
$100,698.

In submitting this bid, the Bidder understands that the Village reserves the right to add to
or subtract from the estimated quantities.
The Village intends to award one (1) contract (if at all) for the items bid. If written notice
of award of this bid is mailed, emailed or otherwise delivered to the Bidder at any time
before this bid is withdrawn, the Bidder agrees to execute and deliver the contract in the

Failure to acknowledge receipt, as provided above, may be considered sufficient grounds

Addenda and copies of same will be available to all qualified bidders from the Village of
Mount Prospect Public Works Department, 1700 West Central Road, Mount Prospect,

Upon award of the contract, the Village will send Notice of Award to the successful Bidder,
the Bidder must then execute the contract and provide the required bonds or letter of

will then issue a written Notice to Proceed.. Failure to complete the work in the designated
time frame may result in the Director of Public Works withholding compensation due the
contractor for failure to complete the said work in the designated time frame, calling the

60056-2229 as Obligee, hereinafter called the Obligee, in the penal sum of Ten percent of bid dollars (10% of attached
bid) for the payment of which the Principal and the Surety bind themselves, their heirs, executors, administrators,
successors and assigns, jointly and severally, firmly by these presents.
THE CONDITION OF THIS OBLIGATION IS SUCH, that WHEREAS, the Principal has submitted or is about to submit a
proposal to the Obligee on a contract for PLANTINGS AND PATIO WORK
NOW, THEREFORE, if the said contract be timely awarded to the Principal and the Principal shall, within such time as
may be specified, enter into the contract in writing, and give bond, if bond is required, with surety acceptable to the
Obligee for the faithful performance of the said contract, then this obligation shall be void; otherwise to remain in full force
and effect.
