Meeting October 3, 2023 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD Fiscal Impact (Y/N) Dollar Amount Budget Source Category MAYORS REPORT Type Action Item Information On Monday, September 18, 2023, the Village Manager and Executive Assistant met with applicant Mr. Bio Zheng, Ms. Shan Ji Jin (sister-in-law) and attorney's Mr. Kim and Mr. Sanji regarding Mr. Zheng's request to assume ownership of Chungkiwa restaurant. The restaurant currently possesses a Class ""F-1" liquor license which provides for the service of alcoholic beverages at dining tables only. The restaurant has been in continuous operation at this location since 2007 and the owner is now retiring. Mr. Zheng currently has a purchase contract pending which is contingent upon approval of receiving a liquor license. Chungkiwa has a history of serving authentic Korean cuisine with a tabletop grilling concept, allowing customers to grill their own barbeque. Ms. Jin, a frequent patron of the restaurant, had heard the current owner was retiring. Mr Zheng and Ms. Jin are familiar with Korean -style cooking, having family members in Korea who currently own and operate a restaurant. Mr. Zheng feels it would be an American dream for their families to own and operate a similar restaurant here. The total building square footage is 2,400 square feet with an estimated 10 tables. Zheng is hopeful to keep Chungkiwa's current loyal customers and not have any interruption of service or blemish the high standard reputation that Chungkiwa has built over the years. Mr. Zheng plans to revitalize the restaurant with cleaning and painting. He indicated he would manage the restaurant by bringing innovative marketing strategies and operational enhancements to grow the business to new heights. Ms. Jin will be the head chef bringing over authentic Korean recipes to add to the menu. He plans on bringing other family members to be actively involved in the business as well. Mr. Zheng indicated that neither he nor his sister- in-law had any experience in the service of alcohol. Both have since completed a four-hour in-person certified liquor servers' training course and are Basset certified with the State. The restaurant will be open seven days a week for lunch and dinner from 11:00 a.m. to 10:00 p.m. A completed application along with required fees and documentation has been submitted. Both Zheng and Jin have submitted the required background check and fingerprinting. nicr_uccinn Alternatives 1. Staff Recommendation Staff recommends approval of an ordinance creating a new Class ""F-1" license for Chung Wa 827 Inc. with the current license for Chungkiwa deleted upon completion of the sale.
