OPEN SESSION MINUTES
1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 5:46PM AT THE POLICE DEPARTMENT
CONFERENCE ROOM

3 APPROVAL OF OPEN SESSION MINUTES
Commissioner Bork made a motion to approve the Open Session Minutes of June 5, 2023 and Commissioner
Busse seconded the motion.
Motion Unanimously Approved
4 CITIZENS TO BE HEARD – No one in attendance.
5 FIRE DEPARTMENT UPDATE
5.1. Chief Dolan presented the Lieutenant Promotional Exam reading list with a few modifications from the last
promotional test to the Board. Chairman Powers initiated discussion between the Board members. The
department doesn’t expect to initiate a promotional exam until April 2024, but would like to finalize the
reading list well in advance.
Commissioner Bork asked about the Rural Elk Grove FPD, and Chief Dolan stated there was no update.
6 POLICE DEPARTMENT UPDATE
Chief Eterno stated that Officer Rachel Richardson, who resigned from the department last month, is now in
Venice, FL. The department has 74 applicants in the New Hire process. The written examinations will be held
th
the week of July 24.
The department’s annual report is being created and will be available next month.
7 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION
A motion was made by Commissioner Bork and seconded by Commissioner Busse to go into Closed Session
at 6:02PM.
Motion Unanimously Approved
All Commissioners and Staff present from Open Session were in Closed Session attendance.

7.1. Personnel 5 ILCS 120/2(c)(1) -The appointment, employment, compensation, discipline, performance, or
dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an
employee of the public body for the public body to determine its validity.
7.2.Approval of closed session minutes

7.3. Discussion of Fire Department Candidates
7.4. Discussion of the Sergeant’s promotional examination process
A motion was made by Commissioner Bork and seconded by Commissioner Knee to return to Open Session
at 6:23PM.
Motion Unanimously Approved
The Board returned to Open Session at 6:23PM.

The motion was tabled.
9.2. VOTE TO KEEP OR REMOVE FIRE DEPARTMENT CANDIDATES FROM THE HIRING PROCESS
No vote
9.3 VOTE ON FIRE DEPARTMENT LIEUTENANT PROMOTIONAL READING LIST
There was no official vote, but there was agreement amongst the Board on the Reading List.
10 ADJOURNMENT - With no further business, a motion was made by Commissioner Bork and seconded by
Commissioner Knee to adjourn the meeting at 6:26PM.
