HomeMy WebLinkAbout6.3 Motion to accept bid for Wolf Road Culvert Repairs in an amount not to exceed $84,454.Meeting Fiscal Impact Dollar Amount Budget Source Category Type Information August 15, 2023 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD - true FEMORM Capital Improvements Fund CONSENT AGENDA Consent Regular inspections of the Village's bridges and culverts are conducted to maintain the condition and integrity of these vital pieces of Village infrastructure. During routine bridge inspections in 2022 it was observed that repairs were needed to the Wolf Road Culvert. These repairs include repairing concrete spalled areas in the north exterior wall of the north cell and the stabilization of the southeast wingwall. Plans and specifications were prepared by Ciorba Group Inc., the Village's engineering consultant for the project. The project was then let for bid. A Notice to Bidders was posted on the Demandstar website on July 13, 2023. In addition, notices were sent to ten contractors. The bid opening was held on July 31, 2023 at 1:00 p.m. Three (3) contractors submitted bids for this project. The bids ranged from a low of $76,777.00 by Path Construction Company to a high of $98,600.00 by Lorig Construction Company. Below is a summary of the bids: Bidders Path Construction Comnanv Total Bid $ 76,777.00 1 Alliance Contractors, Inc. Lorig Construction Company Engineer's Estimate $ 84,750.00 $ 98,600.00 $ 79,200.00 All bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid proposal packet. All bids were checked for their accuracy and one mistake was found. It was identified that Path Construction Company mistakenly made a scrivener's error. Their total bid amount of $76,777.00 as -read at the bid opening is correct; however, the unit price of the Helical Ground Anchors should have been written as $16,000.00 each rather than $1,600.00. This number is more in line with the Engineer's Estimate as well as prices submitted by the two other contractors. At the direction of staff, Path Construction has submitted written affirmation that the referenced error is typographical and the sum total cost of their bid does not change if the entry is corrected. All bidders correctly signed their bids and bid bonds. The low bid of $76,777 by Path Construction Company is approximately 3% below the Engineer's Estimate of Cost. The low bidder, Path Construction Company, is qualified to complete the work involved with this project and meets the requirements of the contract documents. Path Construction Company previously completed similar projects in Mount Prospect including work on the Emerson, Lincoln, George, and See Gwun bridges. All of their work has been acceptable. It is anticipated that construction will begin in early October and take approximately two weeks to complete. Staff recommends including a 10% contingency in the project award to allow for quantity variances and unanticipated conditions which would result in a total recommended award of $84,454.00 ($76,777.00 + $7,677.00 = $84,454.00) 2 Alternatives 1. Accept lowest -cost, responsive bid submitted by Path Construction for the Wolf Road Culvert Repairs. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest -cost, responsive bid for the Wolf Road Culvert Repairs as submitted by Path Construction Company of Arlington Heights, IL for an amount not to exceed $84,454. Plan dimensions and details relative to existing structures have been taken from existing plans and are subject to nominal construction variations. It shall be CONTRACTOR's responsibility to verify such dimensions and details in the field and to make necessary approved adjustments prior to construction or ordering materials. Such variations shall not be cause for additional compensation for a change in the scope of work. However, the CONTRACTOR will be paid for the quantity actually furnished at the unit price bid for the work. 2. All frames and grates damaged by the CONTRACTOR during construction will be replaced by the CONTRACTOR at his expense. 3. The CONTRACTOR shall be responsible for the protection of all underground or surface utilities even though they may not be shown on the plans. Any utility that is damaged during construction shall be repaired or replaced to the satisfaction of the ENGINEER or owner. This work shall be done at the CONTRACTOR's expense. 4. It is the CONTRACTOR's responsibility to ascertain existing field -conditions prior to bidding on this project. No additional compensation will be allowed for failure to verify existing dimensions or conditions. 5. The CONTRACTOR shall limit his construction activities to the work areas designated on the plans. Any damage to areas outside of these limits shall be repaired by the CONTRACTOR at his own expense to the satisfaction of the ENGINEER. 6. During the construction operation when any loose material is deposited in the flow line of ditches, gutters, or drainage structures so the natural flow of water is obstructed, the material shall be removed at the close of each working day. At the conclusion of the construction operations, all drainage structures shall be free from all dirt and debris. This work shall not be paid for separately but shall be considered incidental to the contract. 7. The CONTRACTOR shall be responsible for the protection of all underground or general safety provisions. To provide residents with safe travel conditions during this construction project and to provide safe working conditions, the rules, regulations and conditions stated below will prevail for the duration of this contract. Any employee of the CONTRACTOR or subcontractors that refuses to comply with these general safety provisions shall be removed from the job site. (a) The CONTRACTOR and any subcontractor retained by the CONTRACTOR shall comply with the state and federal requirements of the Occupational Safety and Health Act (OSHA). (b) All vehicles, including passenger cars, whether owned by the CONTRACTOR or anyone representing him shall be equipped with a flashing light mounted either on the top or in the rear window of the vehicle and visible for at least 500 feet to the rear of the vehicle, and a sign placed on each side with letters at least 3 inches in height and with a suitable stroke, showing the company name and address. Magnetic or temporary signs are acceptable. (c) Fluorescent vests, all construction personnel will be required at all times to wear fluorescent orange vests while on the construction site. Compliance with this requirement, will be considered incidental to the contract. RESTORATION 1. It is the CONTRACTOR's responsibility to restore the existing landscape to original condition after accessing the site. Cost is included in Restoration. 8. Construction shall be in conformance with the applicable requirements set forth in the "Standard Specifications for Road and Bridge Construction", adopted January 1, 2022, (hereinafter referred to as the Standard Specifications), Supplemental Specifications and Recurring Special Provisions, adopted January 1, 2023. The latest edition of the "Illinois Manual on Uniform Traffic Control Devices for Streets and Highways", the "Standard Specifications for Water and Sewer Main Construction in Illinois", and the details and standards contained in these contract documents. 9. Any reference to a standard in these plans will be interpreted to mean the latest standard. 10. Before starting any excavation, the CONTRACTOR shall call 'JULIE' at 1-800-892-0123 or 8-1-1 for field locations of buried electric, telephone, cable, tv, and gas facilities. (48 -hours notification is required) 11. Utility Information and Water Data have been taken from existing plans. 12. CONTRACTOR shall not park vehicles or equipment on the structure during construction. 13. During construction, a one lane operation in each direction shall be maintained at all times following IDOT Standard 701602-10, 701801-06, and 701901-08. 14. All repair areas are estimated, and will be field verified by the CONTRACTOR prior to patching. Should the repair areas be greater than is called for, the CONTRACTOR is to contact the ENGINEER. The ENGINEER shall show actual locations and dimensions of repair on the as -built plans. 15. Procurement of all necessary permits, and payment thereof, shall be the CONTRACTOR's responsibility. 16. Work shall mean the furnishing of all labor, material, equipment, and other incidentals necessary or convenient to the successful completion of the Improvements designed by the ENGINEER and shown on this set of plans. Work shall also include carrying out of all the duties and obligations imposed by the agreement between the owner and the CONTRACTOR for the proper installation and acceptance of the improvements designed by the ENGINEER and shown on this set of plans.
