1. CALL TO ORDER
Mayor Pro -Tem John Matuszak called the Regular Meeting of the Village Board to order at
7:04 p.m. in the Board Room at Village Hall, 50 S. Emerson St.
2. ROLL CALL:

3. APPROVAL OF MINUTES
3.1 Minutes of the Regular Meeting of the Village Board — June 6, 2023
Motion by Colleen Saccotelli, second by Bill Grossi to approve the meeting minutes of June
6, 2023

4. MAYORS REPORT
4.1 PROCLAMATION: Recognizing Juneteenth as a Day of Celebration and Reflection
Mayor Pro -tem Matuszak read the proclamation into record, acknowledging this very important
event in our nation's history.
4.2 PROCLAMATION: Honoring Felix Martinez - National Waste and Recycling Association's
2023 Residential Driver of the Year
Mayor Pro -tem Matuszak read the proclamation into record honoring Republic Services residential
driver Felix Martinez, who serves the residents of Mount Prospect.
4.3 APPOINTMENT/REAPPOINTMENT TO BOARDS AND COMMISSIONS
Mayor Pro -tem Matuszak presented the following appointments for ratification:

8.1 1st reading of AN ORDINANCE AMENDING CHAPTER 21, "BUILDING CODE," OF THE
VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS
Director of Building and Inspection Services Bill Schroeder presented an ordinance amending
Chapter 21 of the Village Code relating to electric vehicle (EV) charging stations in single family
homes.
Mr. Schroeder stated the current Village Code does not require EV chargers in residential homes.
Mr. Schroeder explained there are three (3) levels of EV Chargers based on range and application.
Level 1 chargers are most common in single family homes and are 120v. Mr. Schroeder reviewed
the proposed requirements for charging stations in a single family home that include:
• installation of EV infrastructure in all new single-family homes and homes with more than
750 square feet of renovation
• minimum of one (1) dedicated 40 Amp circuit from the main electric panel to the garage
terminating in a receptacle or an EV charging system
• all new detached garage projects require installation of at least two (2) empty/future
conduits from main electric panel in the house to the garage terminating in empty junction
box
To assist with the increased cost of construction from the proposed amendments to the Village
Code, Mr. Schroeder stated the Village will provide a one -time, $500 permit discount for new
single family homes and renovations. Residents constructing new detached garages will receive a
one-time $200 permit discount. Mr. Schroeder stated the permit discounts have a sunset clause of
July 1, 2026.

Mr. Schroeder provided the following in response to questions from the Board:
• There is no discount for residents who install a charging station in an existing garage
• Staff will work with the Village Communications team to promote the permit discount
program
• ComEd assured staff they are prepared to handle an increase in capacity brought on by
residential EV charging stations (response provided by Assistant Village Manager Nellie
Beckner)
• ComEd is provided notification of every electrical upgrade installation in the Village
Board Comments:
• Does not support permit discount for EV charging stations; we do not discount solar panel
permits
• If discounts for EVs are approved, discounts for solar panels should be considered as well
• If approved, important to promote discount program
• New state law will mandate this (effective January 1, 2024); Village discount program is
not needed
• Should not provide incentive for those who are simply complying with Village code and
state mandates
• This will impact the grid despite assurance from ComEd
Supports ordinance without permit discount/incentive language
Supports discount program because it encourages reinvestment in existing homes

• Questioned if a generator could be used to charge EVs
Mr. Schroeder responded, stating use of a generator in this situation is risky due to the
potential of backfeeding and recommended a safer alternative under the direction of a
professional electrician. Trustee Filippone later added to the discussion, stating power from a
generator is likely insufficient to charge a vehicle.

9. VILLAGE MANAGER'S REPORT
9.1 Motion to accept bid for Central Road & Cathy Lane Crosswalk Project for an amount
not to exceed $976,937.00.
Village Manager Michael Cassady introduced the project that will improve and increase safety at
the intersection of Central Road and Cathy Lane. A study performed in 2017 identified several
pedestrian intersection improvements; this project was one of those identified. The Village has
negotiated with the Illinois Department of Transportation (IDOT) to move this project forward.
Director of Public Works Sean Dorsey discussed intersection improvements at Central Road and
Cathy Lane. Central Road is an IDOT owned and maintained road; Cathy Lane is Village -owned
and maintained. The current intersection includes stop signs and a crosswalk with antiquated
beacons to access the Central Community Center. Mr. Dorsey stated improvements are needed at
this intersection. In addition, this project has been part of the Strategic Plan for many years and
was identified in the 2017 Central Road Corridor Study. Mr. Dorsey stated the Village worked with
IDOT and engineering firm, Gewalt Hamilton, to develop a design to improve the overall safety of
this intersection. Mr. Dorsey displayed plans of the proposed improvements. The design included
roadway widening, a pedestrian refuge island, new center left turn lanes for vehicles on Central
Road turning onto Cathy Lane, pavement markings, illuminated signage and pedestrian activated
rectangular rapid flashing beacons.
Mr. Dorsey stated if approved, work is expected to begin in August 2023 and be completed in the
spring of 2024.
The Village received three (3) bids. The lowest cost bid was submitted by Martam Construction for
$888,123.70. The Village engineers estimate was $760,868.33. Mr. Dorsey stated staff considered
re -bidding the project, but, after careful consideration, staff determined Martam's cost is
appropriate in today's economy. The cost of the project is higher than anticipated due to several
factors. The project involves management of several different trades and subcontractors and due
to the nature of the project, it was not possible to reduce or alter the scope of the project. In
addition, the time to obtain a permit from IDOT was an 18 -month process, causing project and
pricing updates during a high -inflation period.
Martam has performed work in the Village for the past 30-40 years and are well-qualified to
perform this job. Mr. Dorsey stated staff recommends a 10% contingency be included to allow for
quantity variances and unanticipated conflicts.
Board Comments:
• Important for residents to understand Village staff considered and requested a stoplight;
a traffic study was conducted and traffic activity at the intersection did not satisfy State of
Illinois warrants that would allow a traffic signal
• Concerned with queuing in the left turn lane heading east on Central for those who want
to turn north onto Cathy; concerned it will cause a sight barrier.
Mr. Dorsey responded, stating IDOT reviewed this and determined the queue and line
of sight will be manageable
• Although the cost of the project is significant, supports project because it will greatly
improve pedestrian safety
• Thanked staff for their perseverance on the project
• Cost of project is staggering when compared to 2017 estimates
Mr. Dorsey provided the followina in response to auestions from the Board:
• Hawk system was also considered but did not meet state warrants; this is the best
solution
• Promotion of this project will be pushed out through media commercials and social media
platforms

• Concerned with rise in cost from estimates presented in 2017
Village Manager Cassady responded, stating the Village is still beholden to IDOT and associated
unanticipated costs that would have happened in 2017 had the Village pursued the project.
Mr. Dorsey added the study presented in 2017 were concept plans that did not include key
features (pedestrian refuge island, pavement markings and advanced warning signs) that are part
of the project today and additional IDOT requirements including widening the road, adding a left
turn lane, street resurfacing and overhead flashing beacons.
No additional discussion.

10. ANY OTHER BUSINESS
Trustee Saccotelli encouraged members of the Board to join committees of the Northwest
Municipal Conference. Trustee Saccotelli noted the importance of being active at the Conference
level to advocate for important local issues including challenges working with IDOT.
Trustee Grossi wished everyone a safe and happy holiday. Trustee Grossi reminded
everyone that the Lions Fest begins June 30 and continues through July 4.
Trustee Filippone announced the end of the soccer season and expressed gratitude to
volunteers, coaches, the Mt. Prospect Park District and River Trails Park District staff and
employees. Trustee Filippone thanked the Flaming Pickles and the Cosmic Comets for a great
season.
Mayor Pro -tem Matuszak acknowledged a Boy Scout in the audience who is working toward
his Citizen in the Community Merit Badge.
11. ADJOURNMENT
With no additional business to conduct, Mayor Pro -tem Matuszak asked for a motion to adjourn.
Trustee Saccotelli, seconded by Trustee Grossi motioned to adjourn the meeting. By unanimous
voice call vote, the June 20, 2023 regular meeting of the Village Board of Trustees adjourned at
8:24 p.m.
