Collectively, these modifications will improve the festive atmosphere during the holidays and augment the functionality of the area throughout the year. For many years, the Village has celebrated the start of the holiday season with a tree lighting ceremony in Founders' Plaza (Busse Avenue & Main Street (IL Route 83)). This celebration has traditionally featured a 30'-35' spruce tree donated by a Mount Prospect resident. This tree is harvested by a tree removal contractor, transported to Founders' Plaza on a specialized flatbed, and hoisted into its stand by a crane. The tree is then dressed with decorations and lights and ceremoniously unveiled on Thanksgiving eve. This year, staff proposes to transplant and decorate a live tree instead. The tree will be planted in soil, not a tree stand. The proposed planting site is in Meyn- Busse Park as denoted in the attached map. Initially, this tree will be approximately 20' tall but will grow over time. The tree can be re -used year after year and, ultimately, will likely be much taller than the 30'-35' trees that have customarily adorned Founders' Plaza. It is the opinion of staff that a transition to a live tree, instead of a harvested tree, is more environmentally sustainable and will avoid an annual $2,200 tree harvesting expense. The one-time estimated cost to transplant a 20' live tree is $7,000. 1 The proposed live tree will be dressed with holiday decorations and lights. In addition, staff plans to install lights in many of the other trees at Meyn-Busse Park. For reference, attached is a concept plan that depicts this proposed new lighting scheme. The cost to light the new holiday tree and the additional Meyn- Busse Park trees is estimated at $11,000 per year. The concept plan also depicts free-standing, leased decorations. Displayed are a lit ornament, a picture frame, crossed candy canes, a snowflake, a sleigh with reindeer and a Menorah. The estimated cost to lease this group of decorations is $35,000 per year. The numbers and types of decorations leased, as well as the value of the lease, can vary from year to year. Additional information about decoration options can be found at www.artisticholidaydesigns.com. Staff also plans to add outdoor speakers capable of streaming holiday music throughout the park. The speakers will be permanent installations and can be used throughout the year or for other park events. Attached is a web image depicting a wireless ""Street Sounds" speaker system that can be mounted on and powered from existing light poles. The estimated cost for this system is $20,000. The final proposed improvement is the installation of additional cameras at Meyn- Busse Park to help improve safety for all users throughout the year. Specifically, staff plans to add four (4) Meraki cameras on existing light poles in the park. These cameras can be remotely accessed by the Police and by Village staff to monitor activity. They are the same cameras currently utilized to monitor activity in the Emerson and Maple parking decks. The estimated cost to add these cameras is $12,000.
