MINUTES
COFFEE WITH COUNCIL
Saturday, September 13, 2008
Community Center, Village Hall
The meeting convened at 9:00 a.m. Village Board members present were Mayor Irvana
Wilks, Trustee Paul Hoefert, and Trustee Steve Polit. Representing Staff was Assistant
Village Manager Dave Strahl and Community Development Director Bill Cooney.

Mayor Wilks opened the meeting with general remarks and introduced Trustee Hoefert,
Trustee Polit, and Staff in attendance. Mayor Wilks then moved to the resident portion
of the meeting.
Christine Childer, Lillian Oklason, Kasia Lynch, Kumujel Okolisan, School
Street
– Ms. Childer said she and her neighbors were in attendance to discuss
concerns with their neighbor located at 216 S. Owen Street. They stated that the owner
of this property burns large amounts of wood in an outdoor fireplace. They stated he
does this throughout the day and evenings and the smell from the smoke is very
annoying to the neighbors. They stated that the owner operates a wood business out of
his home and the garage is full of wood. There was general discussion on what is
allowed to be burned in outdoor fire pits. The Mayor asked Staff to investigate the
matter and address it appropriately.
Derek Steinweg, Pima Lane and Daniel Milewski, Barberry Lane
– Mr. Steinweg
indicated that he was the Chairman of the Youth Commission and that he and Mr.
Milewski were in attendance to hear issues that were raised by residents. They
indicated that they would report back to the Youth Commission on the matters
discussed at the meeting.
Ken Koeppen, Linneman Road
– Mr. Koeppen stated there are several dead geese at
the park at Golf and Linneman Roads. In addition, he inquired if the Village had a
recycling program for expired florescent light bulbs. Mr. Strahl informed Mr. Koeppen
that he could bring the expired light bulbs to the public works building for disposal. He
also said several retailers have programs in place for recycling. Mr. Koeppen said he
thought this would be a growing issue as more people use the new light bulbs.
Skip Farley, Emerson Street
– Mr. Farley inquired about the status of Kensington
Road reconstruction and if the Village agreed to the jurisdictional transfer of this right of
way. There was general discussion about the status of the improvements. Mayor Wilks
advised that the Village was still reviewing the potential long term jurisdictional transfer
of this roadway, but that no determination has been made as of this date. Mr. Farley
also inquired about modifications to the Rand Road and Mount Prospect Road
intersection. He felt it would be appropriate to prohibit right turn movements onto south
bound Mount Prospect Road. He said that roadway backed up and prohibited people
from being able to pull out of Mount Prospect Plaza.
Carol Tortorello, Elmhurst Avenue
– Ms. Tortorello inquired about the vacant lot next
to Lincoln School. She stated the grass was over eight inches in height. Mr. Cooney
indicated he would have Staff investigate and contact the school who currently owns
that property.
Mal Holec, Quince Lane
– Mr. Holec inquired if the Village projections on sales tax
revenues for 2008 and 2009 were lowered due to the current economy. He stated that
with Randhurst redeveloping the mall and with several vacancies throughout the
community that he has concerns with revenues. Mr. Cooney advised that the 2008
sales tax projections were in line with budget and that the Finance Department was
projecting a modest decrease in sales tax for 2009 given the current economic situation.
Mr. Holec then inquired on the status of Levee 37. The Mayor indicated that she was
pleased with the current progress and that funding appeared to be in place for the
project.
Ron Almaria, Cottonwood Lane
– Mr. Almaria stated that he lives in a garden unit at
1101 Cottonwood Lane and he is currently experiencing flooding in his unit. He stated
that he has had this problem five times in the last five years and he is frustrated with the
response he received from the management company. Mayor Wilks asked Staff to
contact the landlord to determine if there was any assistance the Village could provide.
Mr. Cooney gave Mr. Almaria his business card and indicated that he would contact him
on Monday.

–Mr. Schein stated given the rain that was ongoing
for the last couple of days he still is amazed that people unclog drains and allow water
to get into people’s basements. Mr. Schein distributed some literature that other
communities had provided their residents that demonstrated what they should and
should not do when there are large rains. There was discussion that the Village could
put some information in the Village Newsletter regarding this matter.
Jim Uzler, Elm Street
–Mr. Uzler stated that the Chamber was hosting a debate on the

Constitutional Convention on September 18 at Village Hall, 7:30 PM. He encouraged
the Mayor, Trustees, and those in the room to attend the debate on that evening.
The meeting was adjourned at 11:00 a.m.
