JANONIS FROM: FORESTRY/GROUNDS SUPERINTENDENT DATE: SEPTEMBER 9, 2008 SUBJECT: BID RESULTS - HOLIDAY TREE LIGHTING - $48,000.00 BACKGROUND Funding has been included in the 2008 budget for contractual installation, and later removal, of white lights on selected trees in the downtown. We mailed out 14 sets of bid specifications for this work, and placed a bid notice in the local paper. The specifications describe a two-year contract, although we reserved the right not to renew the second year if we are not satisfied with the work done in year one. BID RESULTS Bids were opened on September 2,2008. Three bids were received. Bid results were as follows: Bidder Cost to install and remove one strand 2008 2009 $ 9.98 $ 9.98 No Bid No Bid No Bid No Bid Temple Display Winkler's Tree Service Nels Johnson Tree Experts DISCUSSION We contacted several of the contractors who did not bid, and they indicated they were too busy to perform the work at this time. The low bidder, Temple Display, has installed the lights the past two years, and did a good job for us. The last time this contract was bid was in 2006. At that time, Temple was also the low bid and their price per strand was $8.41. Although the current price is 18.6% higher, we believe it is acceptable due to labor and fuel costs and the amount of time needed to place the lights thoroughly throughout the crown of each tree to our expected standards. Based on past experience, we estimate that approximately 4298 strands will need installation this year. Cost to install and later remove 4298 strands would amount to $42,894.04. Because this is an estimate, and we may need to add strands to achieve the proper coverage, we are adding a $5,105.96 contingency. Total contract amount would then be $48,000.00. Year one would be in an amount not to exceed $48,000.00. There are sufficient funds in the 2008 budget to cover this proposed contract.
