BACKGROUND As part of our Emerald Ash Borer (EAB) Plan, the Forestry/Grounds Division sent out bid specifications for parkway ash tree/stump removals. As explained in previous Board updates, our plan is to start removing poor quality ash trees now in hopes of reducing the amount of tree removal required once EAB arrives in Mt. Prospect. Sealed bids for this year's contract were opened on August 18, 2008. This contract requires removal of ash trees growing under or near overhead utility lines, plus the removal of their stumps. Additionally, we included a small number of parkway ash trees that are either in poor condition, dying or structurally unsound. Because of the timing of the contract, we were able to include both tree and stump removals under the same contract. BID RESULTS Fourteen invitational bids were mailed and a notice was published in a local newspaper. Three bids and three "no bid letters" were received. Bid results to remove an estimated 70 trees and stumps were as follows: Bid Price for Tree and Stump Removal Powell Tree Care, Inc. Kramer Tree Specialists B. Haney & Sons, Inc. Johnson Tree Experts $36,742.00 $49,652.00 $63,913.05 NO BID NO BID NO BID DISCUSSION At the time the bid specifications were prepared the actual number of trees and stumps to be removed was unknown. However, an estimated 70 trees will be removed. Based on field inspection, we found 65 trees to be under or near overhead utility lines. Also, we used our Tree Manager records to identify 5 additional trees in poor condition. Replacement trees will be planted in Spring 2009, wherever suitable planting sites are available. Bidders were asked to submit a "price per inch" for removal of trees in each of five different size classes, plus a "price per inch" for stump removal in two size classes. The low bidder, Powell Tree Care, Inc., has held our current parkway tree removal contract since 2007 and performed very well. Additionally, they were one of the three contractors who performed "emergency tree work" almost daily during the two weeks following the August 23, 2007 storm. Finally, they accepted many additional storm-related tree removals following that period, holding their original bid prices and promptly completing all work as specified. BID RECOMMENDATION There is $25,000.00 allocated for Emerald Ash Borer reduction in the 2008 budget (page 222 Account # 0015203-540728). Additionally, $12,000.00 remains in Account # 0015203-540725 (Tree Removals). I recommend award of the contract to the lowest qualified bidder, Powell Tree Care, Inc.
