Village of Mount Prospect
Regular Meeting of the Village Board
Tuesday, June 6, 2023 / 7:00 p.m.
1. CALL TO ORDER
Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:08 p.m. in the Board
Room at Village Hall, 50 S. Emerson St.
2. ROLL CALL:
Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Vincent
Dante, Trustee Agostino Filippone, Trustee Terri Gens, Trustee Bill Grossi, Trustee John
Matuszak and Trustee Colleen Saccotelli
Absent: None

3. APPROVAL OF MINUTES
3.1 Minutes of the Regular Meeting of the Village Board – May 16, 2023
Motion by Colleen Saccotelli, second by Bill Grossi to approve the meeting minutes of May 16,
2023

4. MAYORS REPORT
4.1 ACCOLADES: Recognition of River Trails Middle School
Mayor Hoefert formally recognized and congratulated the young athletes of the River Trails Middle
School Track and Field team who qualified and performed at the State Championships. The team
earned several achievements at the event, but most notably, the 4x100 girls relay team finished in
first place and were crowned state champions. Coach Jim Kuperman, along with several athletes
and coaches who were in attendance, accepted the proclamation and thanked the Mayor and
Board for this recognition.
4.2 PROCLAMATION: National Garden Week - June 4-10, 2023
Mayor Hoefert read the proclamation into record. Jeannie Weber, President of the Garden Club of
Mount Prospect accepted the proclamation.
4.3 PROCLAMATION: Pride Month - June 2023
Mayor Hoefert read the proclamation into record. Alan Cervenka, member of the Special Events
Commission, accepted the proclamation and thanked the Board for their recognition Pride Month.

4.4 PROCLAMATION: Gun Violence Awareness Month - June 2023
Mayor Hoefert read the proclamation into record. Mount Prospect Crime Prevention
Coordinator Greg Sill accepted.
4.5 Appointment of Trustee John Matuszak to serve as Mayor Pro-Tem for term
beginning July 1, 2023 and ending June 30, 2024.
Mayor Hoefert moved for the nomination of Trustee John Matuszak to serve as Mayor Pro Tem
for the term to run July 1, 2023 -June 30, 2024. Trustee Saccotelli seconded the nomination.
Mayor Hoefert opened the floor for other nominations; there were no other nominations. There
was no discussion. Motion by Trustee Saccotelli, second by Trustee Filippone to close the
nomination period:

Nay: None
Motion Passed
Motion by Mayor Hoefert, seconded by Trustee Saccotelli to ratify the nomination of Trustee John
Matuszak to serve as Mayor Pro Tem for the term to run July 1, 2023 -June 30, 2024.

5. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD

Expressed concerns with the traffic porkchop and crosswalk on Central Road and
Emerson Street, stating it is a dangerous configuration; suggested the elimination of the
left turn lane on South Emerson Street to westbound Central Road

Citing a conflict of interest, Trustee Filippone announced he is abstaining from the vote on item 6.2

8. NEW BUSINESS
8.1 1st reading of an ordinance and adopt AN ORDINANCE MAKING CERTAIN
AMENDMENTS TO THE ANNUAL BUDGET ADOPTED FOR THE FISCAL YEAR COMMENCING
JANUARY 1, 2023 AND ENDING DECEMBER 31, 2023
Director of Finance Amit Thakkar presented a budget amendment to the current budget that
contains three items: 1) Retention incentive 2) Phase II funding for the Melas/Meadows Bridge
and 3) Lead Service Replacement program.

Mr. Thakkar presented the following:
2% Retention Incentive for the Fire Department Union Employee
Mr. Thakkar stated this incentive amounts to $147,102. Mr. Thakkar stated the current collective
bargaining agreement was negotiated and signed before inflation rose to a 40-year high in 2022.
Non-union employees received a 2% one-time retention incentive pay-out due to high inflation in
October 2022. The proposed amendment provides Fire Union employees with a similar retention
incentive. This will not impact annual pension costs.
Phase II Engineering for Melas/Meadows Bridge - $500,000
Mr. Thakkar stated the Village was recently awarded a grant of $3 million from the Illinois
Transportation Enhancement Program. Mr. Thakkar stated this project was not a funded item in
the 2023 budget and did not have a funding source. The grant now allows this project to have a
funding source. The proposed amendment will add $500,000 for Phase II engineering for the
project.
Lead Service Line Replacement - $100,000
Mr. Thakkar stated Village staff is preparing an inventory of lead-based water service lines. The
current budget allocates $50,000 from the Overhead Sewer Program for lead service line
replacements. The program assists homeowners and pays 66% of the costs up to $10,000. Mr.
Thakkar stated in the first five months, $43,907 has been spent from this fund. The proposed
amendment will allow additional funding to satisfy the current demand for the program.
Mr. Thakkar and Sean Dorsey, Director of Public Works provided the following in response to
questions from the Board:
Grant money for the Meadows-Melas Bridge is a reimbursable grant (Village pays upfront
and is reimbursed later); should the project not move forward after spending $500,000 for
Phase II, Mr. Dorsey was uncertain if the Village would be required to "pay-back" the State
and would need to consult with IDOT to confirm
$3 million is the grant cap amount; 80% use of federal funds and 20% use of local funds;
Village is applying for additional grants
Village-owned water system has 11,000 water line services of which 9,000 have been
inspected; 730 homes were identified as having lead service lines; inspections of the
remaining lines must be inspected by April 2024
The lead replacement initiative is a Federal mandate
It will take approximately one day to replace the water line in a home
Board Comments:
Expressed concern with the proposed 2% increase for Fire Union employees; concerned
the Police and Public Works Unions will ask for the same increase and wants what is fair for
all employees.
While acknowledging appreciation for the difficult and important work of the Fire
Department, Trustee Filippone expressed concern for the integrity of union negotiations.
Trustee Filippone voiced concern with the impact of offering additional monies outside of
the union contract period already bargained for and how that would impact other union
contracts currently and in the future.
Trustee Filippone acknowledged there were several hot button issues at play in this vote,
including unions, the nature of work, salaries, Village government, taxes, and budgets.
Village Manger Michael Cassady responded, stating non-union employees received this
one-time 2% pay-out last year and the same benefit is being built into negotiations with
the Police Union and was built-in to the Public Works Union negotiations recently due to
the current severity of inflation. The Fire Union negotiated their contract before the

economic downturn; Village Manager saidTrustee Filippone asked for kindness, equity and
fairness and Mr. Cassady stated the Village is striving for the same

Trustee Filippone requested that the proposed ordinance be separated into three ordinances with
three accompanying separate votes. Village Attorney Lance Malina stated since the ordinance is
presented as one ordinance, a trustee does not have the right to separate and divide an
ordinance. Mr. Malina stated if the motion to waive the rules and adoption passes as presented,
there is no further action. If the motions fail, a trustee may request the ordinance to be re-
presented. Trustee Filippone said had the votes been separated he would have voted “Nay” on the
2% incentive bonus for reasons previously noted about integrity of union negotiations; he would
have voted “Nay” on the bridge expenditure since there was no confirmation that the $500,000
would have been reimbursable even if bridge construction did not ultimately move forward; he
would have voted “Aye” on the lead service replacement.
Motion by Colleen Saccotelli, second by Vince Dante to waive the rule requiring two readings of an
ordinance;

9. VILLAGE MANAGER'S REPORT
Village Manager Michael Cassady announced next week's Committee of the Whole will be held at
Lion's Park Recreation Center from 6:00 p.m to 8:00 p.m. The topic for discussion is an update
on downtown development.
10. ANY OTHER BUSINESS
Mayor Hoefert reminded that Coffee with Council is scheduled for Saturday, June 10 at 9:00
a.m.
Trustee Grossi thanked everyone who attended last Sunday's opening day of the Farmer's
Market. The market is sponsored by the Lions Club and is open every Sunday through October.
Trustee Grossi also invited everyone to attend the Lions Club's Cruise Nights every Saturday
from 3:00 p.m. to 6:00 p.m.
Mayor Hoefert encouraged residents to attend the Village-sponsored Fridays on the Green
summer concert series. Mayor Hoefert added it is a fun, family-friendly community event.

11. ADJOURNMENT
With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee
Saccotelli, seconded by Trustee Grossi motioned to adjourn the meeting. By unanimous voice call
vote, the June 6, 2023 regular meeting of the Village Board of Trustees adjourned at 8:20 p.m.
