Information
As part of the strategic plan for the Village, the evaluation and recommended
adoption of code updates for residential electric vehicle charging has been
identified. Building & Inspection Services staff spent significant time reviewing
options for electrical vehicle charging improvements within the code. Staff found
that developers and contractors are concerned with any additional level of code
requirements within the Village. However, they are supportive of planning for
future improvements in vehicle charging and offering charging capabilities on
new/significantly remodeled single family homes and garages.
Staff proposes the following code improvements and updates to our existing code
which was recently adopted in 2022.
Proposed (2) two code updates:
1. All new single family homes (detached or attached homes) and homes that
are being renovated in excess of 750 square feet of remodeled square
footage shall be equipped with a minimum of a level 2 vehicle charging
circuit that is equipped with a minimum of a 40 -amp receptacle or electric
vehicle charging station equipment. The single family home electrical service
panel shall be capable of maintaining that car charging circuit without
impacting any circuit serving the property. The circuit shall be dedicated for
vehicle charging use only and shall not be cross -utilized. The installation
shall be fully compliant with the current National Electric Code standards.
a. The Village shall grant a one-time $500 credit on the permit fee for the

aforementioned new single family home or remodeled home as
described within this code section. The designer shall be prepared to
provide panel calculations. The circuit shall be included in the original
construction permit for the project and shall be completed prior to
occupancy. This credit shall be in effect until July 1, 2026.
2. In addition to all the minimum electric circuits and devices in new attached
garages, all new detached garages shall be installed and equipped with a
minimum of two additional electric (spare) conduits underground that shall
be installed to prepare the garage to be EV -ready. The conduits shall
terminate inside the existing home in reasonable proximity of the electric
service panel and shall terminate within junction box/termination box/sub-
panel within the new garage. No conductors (wires) are required to be
installed at the time of occupancy of the new garage. The Village encourages
electrical vehicle charging stations to be installed. The installation shall be
fully compliant with the current National Electric Code standards. If charging
station(s) are installed in the detached garage, the single family home
electrical service panel shall be capable of maintaining that car charging
circuit(s) without impacting any circuit serving the property. The designer
shall be prepared to provide panel calculations. The future circuit(s) shall be
dedicated for vehicle charging use only and shall not be cross -utilized. A
sub -panel may be necessary, consult your electrician and load calculations.
a. The Village shall grant a one-time $200 credit on the permit fee for the
aforementioned new detached garage described within this code section.
The designer shall be prepared to provide panel calculations. The spare
conduits shall be included in original construction permit for the project
and shall be completed prior to occupancy. This credit shall be in effect
until July 1, 2026.
Staff are of the opinion that the proposed code improvements provide reasonable
approaches to requiring vehicle charging in new homes, significantly remodeled
homes, and new detached garages.
There is an increasing demand for electric vehicles and increasing number of
communities are now requiring some form of vehicle charging or electrical vehicle
(EV) ready within their codes. The Village is proposing to take this requirement
one step further by offering incentives to offset some of the cost of the
installation. In a normal year, staff anticipates these code incentives to reduce
building permit revenue by approximately $20,000-$25,000 a year.
Alternatives
1. Approve the attached ordinance amending Chapter 21, "Building Code," of
the Village Code of Mount Prospect, IL

AN ORDINANCE AMENDING CHAPTER 21, "BUILDING CODE," OF THE
VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS
BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, ILLINOIS:
Section 1: Section 21.107, "Electrical Code Adopted," of Chapter 21, "Building
Code," of the Mount Prospect Village Code shall be amended to add the following text:
B. In addition to and in supplement of the 2020 edition of the National Electric
Code and the various changes thereof adopted by this section, there is hereby
adopted Sections 210.52(G)(1)(a)(1) and 210.52(G)(1)(a)(2) of the 2020 National
Electric Code, as outlined in Section 21.230 of this Code.
Section 2: Chapter 21, "Building Code," of the Mount Prospect Village Code
shall be amended to add a Section 21.230, as follows:
21.230: ELECTRIC VEHICLE CHARGING STATIONS REQUIREMENTS FOR
NEW RESIDENTIAL CONSTRUCTION:
A. In addition to and in supplement of the 2020 edition of the National Electric
Code and the various changes thereof adopted by Section 21.107, "National
Electric Code Adopted", herein, there is hereby adopted Sections
210.52(G)(1)(a)(1) and 210.52(G)(1)(a)(2) of the 2020 National Electric Code, as
included below:
