Meeting June 20, 2023 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD - Fiscal Impact true Dollar Amount $83,954.00 Budget Source Capital Improvements Fund Category CONSENT AGENDA Type Consent Staff is seeking to enter into a construction engineering contract to facilitate construction of the Central Road & Cathy Lane Crosswalk Improvement Project. The selected consulting engineer will coordinate construction activities and preconstruction activities, provide geometric control (layout), ensure work is constructed per the plans and specifications through field observation and documentation, oversee material testing, prepare pay estimates, perform a final inspection, develop as -built drawings, and complete final paperwork. GHA will serve as a Village liaison communicating with IDOT, the Mt. Prospect Park District, nearby businesses, and residents throughout construction. Work is expected to begin in August and be completed in the spring 2024. As the project designer, GHA has been intimately involved in development and permitting for this project. As a consequence, the firm is uniquely informed and qualified to provide observation and quality assurance services during the 1 construction phase. GHA has also provided engineering services on several similar projects in Mount Prospect including the Central Road & Emerson Street Crosswalk Project. On that particular project, they provided both design engineering and construction engineering services. In addition, GHA is currently designing the Main Street (IL Route 83) & Busse Avenue Crosswalk Project. The firm has ample experience designing and constructing crosswalk improvements on IDOT roadways. Their work has met Village staff's expectations and achieved project goals. GHA has provided a proposal to provide construction engineering services in an amount not to exceed $83,954.00. This represents 9.4% of the low construction bid, which is within a typical range per industry standards for street improvement construction engineering. In addition, the hourly rate ($136/hour) is reasonable and competitive for this type of work. Alternatives 1. Accept proposal for Central Road & Cathy Lane Crosswalk Improvements construction engineering services. 2. Action at the discretion of the Village Board. Project Understanding The Village of Mount Prospect is proposing to construct a new pedestrian crosswalk and intersection improvements at Central Road and Cathy Lane. The proposed pedestrian crosswalk will feature a pedestrian activated crosswalk warning system and new LED illuminated crosswalk signs to improve pedestrian safety and promote alternative modes of transportation. The intersection improvements will include widening of the existing roadway width on Central Road for approximately 830 linear feet to accommodate new dedicated left -turn lanes onto Cathy Lane from both directions of travel. In general, the work includes earth excavation, pavement widening, minor drainage improvements and utility structure adjustments, aggregate subbase installation, new concrete curb and gutter, hot - mix asphalt surface removal and replacement, concrete median installation, sidewalk removal and replacement, accessible pedestrian signals, new pavement markings, sod placement, and other associated improvements. It is anticipated that this project will commence in late August 2023 and be substantially completed by the end of the 2023 construction season. II. Scope of Services: Construction Engineering The scope of services is based upon our knowledge of the Village, our familiarity with the project, and our experience in performing resident engineering services on comparable pedestrian crossing and intersection improvement projects for area communities. GHA currently anticipates the Central Road and Cathy Lane Pedestrian Crossing and Intersection Improvements project taking approximately thirty-five (35) working days or seven (7) weeks to substantially complete. We anticipate fifty (50) hours per week of full-time construction observation of the necessary construction operations and processes to ensure all materials and procedures are in conformance with Village and permitting agency requirements. GHA will also contract and coordinate with an IDOT prequalified geotechnical and material testing subconsultant for material testing on subgrade, concrete, and HMA pavement. If construction activities extend beyond the estimated seven (7) weeks, due to tasks out of GHA's control, we will request additional services. It is our practice to adhere to construction industry standards and compliance with the project plans and specifications to efficiently produce a quality project. As such, GHA's Construction Engineering Services will be performed in accordance with the following services: 1. Prior to construction commencement, GHA will coordinate and provide written communication to nearby project stakeholders such as park districts, local businesses, and residents. We anticipate preparing and hand distributing one resident notification prior to the start of construction. 2. GHA will oversee a scheduled pre -construction meeting with project stakeholders prior to the start of construction and provide the meeting attendees with a summary in the form of Minutes for their records. June 15, 2023 GHA Proposal No. 2023.CS064 Page 1 of 4 4 3.
