ORDINANCE NO. 651
PROVIDING FOR THE lvIAKING OF A LOCAL
IMPROVEMENT IN AND FOR THE VILLAGE
OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS
BE IT ORDAINED by the President and Board of Trustees of the
Village of MOUNT PROSPECT, Cook County, Illinois:
SECTION 1: That a local improvement shall be made in the
Village of MOUNT PROSPECT, Cook County, Illinois, the nature,

character, locality and description of which improvement is as follows:
That the roadway of Lonnquiest Boulevard from. the west line of
Elmhurst Avenue to a line one hundred and twenty-five (125) feet, more
or less, west of the west line of See-Gwun Avenue:
And the roadway of Wa~Pella Avenue from the south line of Lonnquist
Boulevard to a line five hundred and twent-one and one-half (521.5) feet
more or less, south of said line;
Be improvod according to the following schedule:
A. LONNQUIST BOULEVARD:
1. Widening the existing Portland cement concrete pavement
in the north lane between the west line of Elmhurst Avenue and the East
line of See-Gwun A venue by' constructing on the south edge thereof a
strip of fortland cement concrete pavement, eight (e) inches thick with
and including an integral curb, the total width of such widening to be
four (4) feet.
2. Widening the existing pavement in the south lane between the
west line of Can-Dota A venue and a line one hundrod and twenty-five
(125) feet, more or less, west of the west line of see-gwun Avenue
by constructing on the north edge thereof a strip of Portland cement
concrete pavement, eight (8) inches thick with the including an integral
curb and to be surfaced by bituminous concrete binder and surface
courses, having a total compacted thickness of two and one-half (2 ~)
inches. The total width of such widening to be four (4) ft.
3. Constructing in the south lane between the west line of
Can-Doate Avenue and the west line of Elmhurst Avenue, a pavement
twenty (20) feet ~de, as measured back to back of the proposed
Portland cement concrete combination curb and gutters, each eighteen
(18) inches wide; and consisting of a waterbound macadam base courses
having compacted thickness of eight (8) inches and bituminous concrete
binder and surface courses having a total compacted thickness two
and one-half (2 ~) inches.
B . WA -PELLA A VENUE
1. Widening the existing pavement between the south line of
Lonnquist Boulevard and a line three hundred and elev-en (311) feet,
more or less, south thereof on the west side by' constructing a water-
bound macadam base course having a complaced thickness of eight (8)
inches and bituminous concrete binder and surfacecoorses having a
total compacted thickness of two and one-half (2 ~r inches, together
with a Portland cement concrete combination curb and gutter of eighteen
(l8) inches width, such that the completed cross-section is increased
to thirty'-one (31) feet, as measured between the Backs of the existing
and proposed curbs.

2. Constructing between a line tree hundred and eleven (311)
feet; more or less, south of the south line of Lonnquiet Bouldevard and
a line five hundred and twenty-one and one-half (521.5) feet, more or
less, a pavement thirty'-one (31) feet wide, as measured back to back
of the proposed Portland cement concrete combination curb and gutter,
each eighteBIl (18) inches wide, and consisting of a waterbound macadam
base course having a compacted thickness of eight (8) inches and
bituminous concrete binder and surface cour~es having a fotal com-
pacted thickness of two and one-half (2!) inches.
All improvements enumerated hereinbefore shall be constructed
on a cushion of stone screenings or sand having a compacted thickness
of one (1) inch.
The improvements shall include all necessary' catch basins,
manholes, storm water inltts and connroting pipes to existing sewers,
cross walks, together with all necessary' adjuBtments and appurtenant
construction.
Details of the limits of the improvement, dimenBionB, positions,
and elevations of the variouB units of conBtruction are Bhawn on the
drawings attached hereto and by' reference made a part hereof, They'
aile entitle, ''MOUNT PROSPECT, ILLINOIS, LCNNQUIST BOULEVARD
& WA-PELLA AVENUE PAVING, SPECIAL ASSES~T NO. MOl'OR FUEL TAX SECTION
12 - CS", and conBist of seven (7) sheets.
Specifications governing the variouB poriions of the improve-
ments are the Standard SpecificationB for Road and Bridge ConBtruction
adopted by' the Illinois Division of Highways, January' 2, 1958, which
specificationB are on public file in the office of the Secretary' of the
Board of Local Improvements and by' reference made a part hereof.
Whenever the expresBions, "Type A", "'fype B", Type 1", etc.
appear herein, thElT refer to itemB specifically set forth in detail in
a said Standard Specifications of the Illinois Division of Highway'B.

GRADING
The necesBary' grading Bhall first be done BO that the pavement
will be contructed to a Buitable finished grade.
Grading Bhall include all cutB, fillB and all earth and exiBting
pavement or rock or other material moving, and the removal of all
obBtructions in the lineof the improvement neceBsary' to construct
the roadway'to the creSB BectionB showm on the cirrpdngs. The sub-

grade Bhall be brought to the proper form and grade and Shall be
brought to' aft rm compacted Burface by' rolling, tamping or, other
sui table meanB. All Boft and spongy spotB and all organic or
perishable matter Bhall be completely removed from the Bub-grade
and the space filled with gravel, broken stone, broken concrete or
other Buitable materialB.
A transverBe Bection of the finiBhed suface of the pavement
shall be an arc of a circle paBsing one-quarter inch above the upper
roadway' edge of the gutter flag and the elevations of the crown line
of Baid finiBhed roadway at every point of the roadway' of Baid street
between said termini.
At Btreet interBectionB the grade of said top Burface Bhall be
modified to such a degree only aB is neceBBary to make the t:bp surface
of said interBecting roadways conform to each other and to produce a
smooth, even Burface.
The pavement shall be constructed on the prepared Bub-grade
between the curb and gutter,
All organic material (black dirt or top Boil) which is removed
in the area to be improved, as hereinbefore set forth, shall be stock-
piled on' the Bite and used for the final dreBsing and grading of the
parkways, If, in the opinion of the Engineer, the amount of organic
material (top Soil) avaibalabe on the site is not Bufficient to properly
dress the parkways, additional organic material (top soil) shall be
brought to the site and spread over the parkway's, between the sidewalks
and the back of the proposed curb. The tickness of the organic
material (topsoil) shall be not ~ess than four (4) inches.

The parkways, when completed, shall be free of all stones,
sticks, gravel, clay material and all other debris and shall be graded
in such a manner that property owners adjacent to the improvements
may sow grass seed without further grading of the parkways, Seed-
ing of thf3 parkways will not be included in this improvement.

On each side of the roadway to be improved, there shall be
constructed a Portland cement concrete combined curb and gutter.
The back of the curb shall be vertical, three (3) inches in height
above the gutter line, and nine (9) inches in depth belOW the gutter
line. The top face shall be constructed at right angles to the back
of the curb, and shall be one and rive-eights (1-5/8) inches wide.
The roadway face of the curb shall be in the form of a reverse
vertical curve connecting the top face of the curb with the upper
surface of the gutter flag, with two (2) arcs of circles having radii
of four (4) inches. The width of curb from gutter line to back of
curb shall be eight (8) inches. The gutter flag shall be ten (10)
inches in width and ten and one-half (10-!) inches in thickness,
and shall be laid with a rising incline toward the center of the roadway
of one-half (!) of and inch.
Construction joints shall be installed in said curb and gutter
at twenty (20) feet intervals. The joints shall be Formed by steel
templates, one-eight (1/8) inch in thickness, of a length equal to
the width of the combined curb and gutter, and with a depth of at
least two (2) inches greater than the depth of the curb and gutter.
These templates shall be left in place until the concrete has set
sufficiently' to hold its shape but shall be removed while the forms
are still in place.
Concrete for the combined curb and gutter shall be composed
of one (1) part' Portland cement, two (2) parts of fine aggregate and
three and one-half (3 ~) parts of coarse aggregate, With only'
enough water added to make a workable mix.
The cement shall be of good grade Portland cement which meets I
the latest requirments of the American Society' for Texting Materials.
Mixing water shall be clean and shall be free of oil, acid or
injurious, amounts of organic matter, alkalies or other salts.
Fine aggrega~e shall consist of a sand having clean, hard
durable, uncoated grains free from deieterious substances. One
hundred per cent (100%) shall pass a one-fourth (1/4) inch screen
and ninty-fi ve per cent (95%) shall be retained on a 100 mesh
screen. Not more than twenty' per cent (20%) shall pass a 50 mesh
screen. It shall be well graded from coarse to fine, and shall not
contain more than five per cent (5%) by weight of clay or loam,
none of which shall be in lumps.
When the aggregate is mixed with Portland cement in the
proporitions of one (1) part cement to two (2) parts fine aggregate by
wieght according to the standard method of making briquettes, the
resulting mortar at the age of 7 arid 28 days shall have a tensile
strength. At least equal to that developed in the same time bymortar
of the proporations and consistency, made of the same cement and
standard Ottawa sand.
Coarse aggregate may be broken stone or gravel. The broken
stone or gravel shall be clean, hard, durable rock. It shall contain
no organic or other deleterious matter and shall be free from sort,
thin, Elongated or laminated piecex .
One hundred per cent (100 %) of the coarse aggregate shall pass
a one and one-half (1 ~) inch screen, and at least ninety-fis-e per
cent (95%) shall be retainedon a one-fourth (1/4) inch screen, with
all intermediate sizes retained.
These ingredients shall be mixed in a batch mixer, and the
mixing shall continue until the same are uniformly distrilrnted and the
concrete ix uniform in color and bomogenous, and suffieint water
shall be added so as to prodice concrete which can be spread into

position with a template, but the amount of water used shall not be
sufficient to cause a separation of the coarse aggregate from the
mortar in handling the concrete; said con':rete shll be of a con-
sistency' such that the mortar will flush to the surface under light
tamping. The mixing of said concrete shall continue in the drwn of
the mixer not less than one (1) minute, and the drum shall be com-
pletely' emptied before receiving material for the succeeding batch.
The fiI'WIl shall revolve at a rate ofl3Peed not less than twelve (12) t
revolutions per minute.
The method of measuring the materials for concrete, including
wate, shall be one which shall insure uniform proportion of each
of the materials at all times.
The cement mortar used in the connection pipe joints or for
other pUrp08es in this improvement shall be composed of one (1)
part of Portland cemenJt and two (2) parts of fine aggregate as
hereinbefore described.
WATERBOUND MACADAM BASE COURSE:
The base course shall be constructed between the combined
curb and gutters on each side of the street roadway's to ne improved,
by fi"'st spreding the compacting Cl one (J) inchthick layer of sand
Or stone screenings and then spreading, rolloing and compacting
crushed stone and stone sCTeenings to an eight (8) inch compacted
thickness, constructed in two (2) separte layers, each four (4)
inches in thickness.
The top of each four (4) inch layer of the macadam base course
shall be water bound by saturating with wate"") adding screenings and
rolling until all surface voids are completely' filled, and the top
surface of the base presents a rough, tight, granular surface.
The crushed stone shall be of good quality' limestone graded in
size so that the maximum size of crushed stone fragments used for
the construction of the waterbound base course shall pass a three (3)
inch opening, and not over five (5) per cent of crushed stone fragments
shall pass a three - quarter 0/4) inch opening. The percentage of
wear, as determined by' the Los Angeles abrasion method, shall not
exceed 35.
The stone screenings shall be of good quality' limestone and
shall pass a three-eight (3/i) inch opening. Not more than thirty'
(30) per cent of less than (10) per cent shall pass a sieve having one
hundred (100) meshes per lineal inch.
The finished surface of said waterbound macadam base
course after compaction shall be two and one-half (2 ~) inches
below the surface of the completed pavement.
PRIME COAT:
As soon as the base course is completed, and initial asphalt
prime coat shall be applied to said nase course at a rate of twenty-
fi ve hundredths (0.25) of a gallon per square yard, Before applying
the initial coat, the a"'ila shall be dry' and swept clean of all dust
and debris.
Said asphalt prime shall be applied with a pressure distributor
and shall be what is known as MC-O, a meduim curing cut - back
asphalt consisting of a petroleum residum with a suitable distillate.
It shall be free from water, show no sparation on staning, and
shall conform to the fOllOWing requirements:

DRESSING OF BASE COURSE:

The Base course shall then be opened to traffic for a period
of time sufficient to permeit additional settlement and compaction,
if any, of the sub-base and base. The said period of time shall be
as directed by' the Engineers but shall not exceed one (1) y'ear.
After the above waiting period has terminated, and just prior
to the construction of the bituminous surface sourse, the base
course shall be reshaped, rolled and dressed with ~ufficient crushed
stone as necessary to bring the completed base to proper grade and
section. The additional stone utilized shall conform to the following
gradations.

All potholes, deep depression, or ruts in the surface of the
base shall be repaired by lightly scarifying Sr removing any foreign
material and filling with the aggregate set forth above.
The repaired areas shall be compacted thoroughly by means
of a pneumatic tired roller. Water shall be added, if it is necessary
to obtain the desired compaction.
After the repairs have been made, the base course shall be
brought to the proper grade and crown by repeately wetting with water,
by' means of a sprinkler, blading with a road grader or multiple-blade
maintainer, adding addtional aggregate and rolling with a pneumatic
ti red roller.
After the surface of the base course has been brought to the
proper grade and crown, it shall be compacted by' repeated wetting and
rolling with a pneumatic tired toller. During this time the surface
shall be kept in a damp condition.
BINDER COURSE AND SURFACE COURSE:
The bituminous concrete top courses, including a second prime
coat, shall be constructed upon the settled and reconditioned water-
bound macadam base course, between the concrete gutters, by'
spreading, rolling and compacting thereon, to a compacted thiclcneass of
two and oneehalf (2 ~) inches, a combination of crushed stone, stone
screenings, miner.al filler and hot asphalt cement.
The second prime coat shall be of the materials and with the
methods hereinbefore stated for the intial prime coat.
The asphaltic top courses shall be what is commonly known
as Sub-Class I-II, being a hot mix bituminous concrete surface
course of compacted thiclmess of two and one-half (2 ~) inches,
The materials used the methods of preparation and laying for the
top courses shall conform to the following Specifications:
The aggregates to be used in the binder and surface cou~se
shall be heated to a temperature of 2500 to 3500 F. The heated
aggregates shall be mixed in the pug mill mixer for a period of not
less than fiye (5) seconds. The asphalt cement shall then be added
and the mixing continued, The time required to add the asphalt
cement shall be not more than fifteen (15) seconds. The total time
required for adding the asphalt cement and completing the wet'mixing
period shall be not less than thirty (30) seconds, or longer if
necessary' to provide a homogenous mixture in which all particles
of aggregate are ooated uniformly.

The ingredients of the binder course shall be combined in such

The ingredients of the surface course mixture shall be combined
in such proper proportions as to produce a mixture conforming to the

The binder course mixture shall be delivered at a temperature'
of 2500 to 3250 F. and the surface course mixture at a temperature
of 2500 F. to 3500 F. The bituminous milxture shall be placed true
to crown and grade with a spreading and finiShing machine . Bituminous'
mixtures may be spread and finished by' hand methods where machine
methods are impracticable.
Placing of the bituminous mixtures shall be as continuous as
possible. Not more binder course mixture shall be placed in advance
of the laying of the surface course than can be covered by two (2) day's'
run of the paving plant. The binder course shall be kept clean until
covered with the surface course. Any foreign material on the surface
of the binder course shall be removed before the surface crourse is placed.
The machine shall spread the bituminous mixtures without leaving
the surface and shaii strike a finish that is smooth, true to cross
section, uniform :in density and texture, and free from hollows, trans-
verse corrugations, and other irregularties.
In areas not accessible for machine spreading, hand spreading
shall be used and shall comply with the follOWing:
Upon arrival at the work, the binder and surface course
mixtures shall be dumped upon approved steel dump pans outside of
the area on which they' are to be spread. Innnediately' thereafter,
they' saall be distributed in place with shovels and spread with rakes
in loose lay'ers of uniform density' and correct depth.
Innnediately after the binder' course mixture or surface course
mixture is placed, it shall be compacted thoroughy' and uniformly'
with a three-wheel roller. Where intial rOlling causes undue dis;"
placement, hair-cracking or checking in either the binder course
or the surface course, the time of rolling shall be adjusted to correct
these conditions.
Rollers shall be operated at a speed of not more than 150 feet
per minute and shall weight from 8 to 12 tone and have a unit com-
pression of not less than 250 nor more than L.oo puunds per inch of
roller width.
After final compression', the finished surface COUrse shall at no
point have a density less than 95% of the maximum possible density'
of a vnidless pavement composed of the same materials in like
proportions, If the density of the finished pavement is less than 95%
additional rolling will be required.

Rolling of the binder and surface courses shall start longitudinally'
at the sides of the pavementi overlapping unifonnly on successive
trips by' at least ane~half (2) the width of the rear wheels.
Succfleding trips of the roller shall be terminated at least three (3)
feet from the preceding stop. Each stop shall be regulated to prevent
trapping of water on the rolled surface, The roller shall not pass over
an unprotected edge of the freshly' laid bituminous mixture, except
when the laying of this course is to be discontinued for an extended
lenght of time.
The speed of the roller at all times shall be slow enough to avoid
displacement of the bituminous mixture, if displacement occurs, it
shall be corrected at once by raking and applying fresh bituminous
mixture where required. To prevent adhesion of the bituminous
mixture to the roller, the wheels shall be kept moistened, but an
excess of water will not be permitted.
Immediately after the initial rolling of the surface eourse, a
test shallbe made for smoothness, with a ten (10) foot straightedge
to locate high and low spots so that they may be altered while the
mixture is still fresh. Binder course shall also be straightedged
in the manner described for the surface course. Rolling of the binder
and surface course shall be continued until all roller marks are
eliminated and the bituminous mixture is thoroughly compacted.
In all places inaccessible to the roller, such as locations
adjacent to curbs, guttersm headers, manholes, and similar structures,
the required compression shall be accured with hot tampers.

PROVIDING FOR THE MAKING OF A LOCAL
IMPROVEMENT IN AND FOR THE VILLAGE
OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS
BE IT ORDAINED BY the President and Board of Trustees of the
Village of MOUNT PROSPECT, Cook County, Illinois:
SECTION 1:
That a local improvement shall be made in the
Village of MOUNT PROSPECT, Cook County,
Illinois, the nature, character, locality and description of which improvement is as
follows:
That the recommendation of the Board of Local
Improvements of the Village of MOUNT PROSPECT,
providing for the improvement, and the estimate of the cost thereof made by the
President of the Board of Local Improvements, both hereto attached and made part

hereof, be, and the same are hereby approved.
That said improvement shall be made and the whole
cost thereof, together with an amount not exceeding
six per cent (6%) of the estimated cost, to-wit: SEVENTY FOUR THOUSAND THREE
SECTION 3:
HUNDRED FIFTY THREE and 76/100 DOLLARS ($74,353.76), which is hereby
provided for to apply towards the cost and expense of making, levying, and
collecting said special assessment and all other expenses allowed by law, being
the amount included in the estimate therefor, shall be paid by special assessment,
in accordance with the Revised Cities and Villages Act, approved August 15, 1941, and
amendments thereto, not including Sections 84. 1-1 to 84. 1-49 of said Act.
That the aggregate amount herein ordered to be
assessed against the property and against the
municipality, if any, and also the assessment on each lot and parcel of land herein

assessed shall be divided as follows:
The said assessment to pay the cost of construction of said improvement
and the cost of levying, making and collecting said assessment and all expenses allowed
by la~, shall be divided into ten (10) installments, in the manner provided by the
statute in such case made and provided.
So much of the aggregate amount of the assessment as represents the
cost of levying, making and collecting the special assessment and all expenses
allowed by law, together will all fractional amounts so as to leave the remaining
installments of the aggregate assessment equal in amount and each in multiples of
$100. shall be apportioned to the first installment of the said special assessment.
The first installment shall be due and payable on the 2nd day of January next after
the filing of the first voucher issued on account of work done on the said improvement.
The second installment of said assessment shall be due and payable one year thereafter,
and so on annually until all assessments have been paid.
IT IS HEREBY made the duty of the Board of Local Improvements of the
Village of MOUNT PROSPECT to file in the office of the Clerk of the Court in which
such assessment was confirmed, a certificate signed by the Secretary of the Board
of Local Improvements of the Village of MOUNT PROSPECT of the date of the first
voucher and the amount of the said voucher, within thirty (30) days after the issuance
of the said first voucher. All installments shall bear interest until paid at the rate
of six per cent (6%) per annum. Interest on all installments shall begin to run from
the date of the first voucher issued on account of work done. Interest on such first
installment shall be due and payable and shall be collected at the same time as the
first installment. Interest on the second and succeeding installments shall be due
and payable and shall be collected with the installments respectively as in said Act
relating to special assessment provided.
That for the purpose of anticipating the collection of
the second and succeeding installments of said
assessment for the cost of said improvements, the Village of MOUNT PROSPECT
SECTION 5:
shall issue bonds payable out of said installment, bearing interest at the rate of six
per cent (6%) per annum, payable annually, signed by the President of the Board of
Trustees of the Village of MOUNT PROSPECT, and attested by the Village Clerk of
said Village. Said bonds shall be issued in accordance with and shall in all respects
conform to the provisions of the Revised Cities and Villages Act, approved August
15, 1941 and amendments thereto, not including Sections 84. 1-1 to 84. 1-49 of said Act.
That the President of the Village of MOUNT PROSPECT,
be, and he is hereby directed to file a petition in the
Circuit, Superior or County Court of Cook County, Illinois, in the name of the

people of the Village of MOUNT PROSPECT praying that steps may be taken to levy
a special assessment for the purpose of defraying the expense of said improvement
so far as the same may lawfully be done and to ascertain what property will be
benefited, in accordance with the provisions of this ordinance, and in the manner
prescribed by law.
SECTION 7:
That all ordinances, or parts of ordinances, in
conflict with this ordinance, be, and the same are
hereby repealed.
SECTION 8:
That this ordinance shall be in full force and effect
from and after its passage and approval, thereof,
according to law.
