AN ORDINANCE providing for the submission
to the voters of the Village of Mount
Prospect, Cook County, Illinois, of the
question of issuing $250,000 Public Library
Building Bonds, at a special election to be
held in and for said Village on the 21st
day of November, 1959.
WHEREAS, the Board of Library Directors of the public
library of the Village of Mount Prospect, Cook County, Illinois,
has by proper proceedings heretofore determined that it is
necessary that additions be erected and that necessary remodel-
ling, repairs and improvements be made to the existing library
building, and that necessary equipment for said existing library
building and said additions to be erected thereto be purchased
and furnished and that the existing library site be improved
and enlarged by the purchase of additional lands lying adja-
cent thereto and said Board of Library Directors has heretofore
submitted to the President and Board of Trustees of the Village
of Mount Prospect plans and an estimate of the cost of so im-
proving the library facilities of the Village; and
WHEREAS, the said Board of Library Directors of the
public library of the Village of Mount Prospect has estimated
the cost of erecting said additions to the existing library
building, remodelling, repairing and improving said existing
library building, purchasing and furnishing necessary equipment
for said existing library building and the additions to be
erected thereto and improving and enlarging the existing library
site by the purchase of additional lands lying adjacent thereto,
to be Two Hundred and Fifty Thousand ($250,000.00) Dollars; and
WHEREAS, the President and Board of Trustees of said
Village has.heretofore approved the said plans for the erection

of said additions to and the remodelling, repairing and im-
proving of the existing library building and the estimated cost
thereof including the estimated cost of purchasing and furnish-
ing necessary equipment for said additions and said existing
library building and including the cost of improving and en-
larging the present library site by the purchase of additional
lands lying adjacent thereto, as said plans and estimate of
cost were heretofore submitted to this President and Board of
Trustees by said Board of Library Directors; and
WHEREAS, it is deemed advisable and necessary and
for the best interests of the Village of Mount Prospect that
such additions be erected and that necessary remodelling, re- .
pairs and improvements be made to the existing library building,
that necessary equipment for said existing library building and
said additions to be erected thereto be purchased and furnished
and that the existing library site be improved and enlarged
by the purchase of additional lands lying adjacent thereto; and
WHEREAS, the President and Board of Trustees of said
Village has estimated that the cost of the making of the improve-
ments to the existing library facilities of the Village, as
above referred to and described, will be not less than Two Hun-
dred and Fifty Thousand ($250,000.00) Dollars; and
WHEREAS, funds are not available for the purpose of
paying the cost of so improving the existing library facilities
of the Village, as hereinabove referred to and described, and it
will therefore be necessary to borrow money and in evidence
thereof issue bonds of said Village for the purpose of paying
the cost thereof; and

WHEREAS, before bonds of said Village can be issued
for such purpose, as above referred to and described, the ques-
tion of issuing said bonds must be submitted to the electors of
said Village and be approved by a majority of the electors vot-
ing on said question at an election called for that purpose:
NOW, THEREFORE, Be It Ordained by the President and
Board of Trustees of the Village of Mount Prospect, Cook County,
Illinois, as follows:
Section 1: That it is hereby determined that it is
for the best interests of the Village of Mount Prospect that
additions be erected and that necessary remodelling, repairs
and improvements be made to the existing library building, that
necessary equipment for said existing library building and said
additions to be erected thereto be purchased and furnished and
that the existing library site be improved and enlarged by the
purchase of additional lands lying adjacent thereto, all as
hereinabove described in the preamble hereof, and for the pur-
pose of paying the cost thereof it will be necessary that this
Village borrow money and in evidence thereof issue the bonds
of said Village.
Section 2: That there be borrowed by, for and on be-
half of said Village the sum of $250,000 for the purpose of
paying the cost of erecting said additions to the existing
library building, remodelling, repairing and improving said
existing library building, purchasing and furnishing necessary
equipment for said existing library building and the additions
to be erected thereto and improving and enlarging the existing
library site by the purchase of additional lands lying adjacent

thereto, all as hereinabove described in the preamble hereof,
and that to evidence said loan, negotiable bonds of said Vil-
lage be issued and that said bonds be of the denomination of
$1,000 each, be designated "Public Library Building Bonds,"
become due serially $lO,OOO on March 1 of each of the years
1962 to 1965, inclusive, and $15,000 on March 1 of each of
the years 1966 to 1979, inclusive, and bear interest at the
rate of not to exceed five per cent (5%) per annum, such inter-
est to be payable on September 1, 1960 and semiannually there-
after on the first days of March and September in each year
until paid.
Section 3: That the question of issuing said $250,000
Public Library Building Bonds of said Village, as hereinabove
described in Section 2 hereof, be submitted to the legal voters
of said Village at a special election which is hereby called to
be held in and for said Village on Saturday, the 21st day of
November, 1959, between the hours of 6:00 o'clock A. M. and
6:00 o'clock P.M. Central Standard Time of said day.
Section 4: That for the purpose of said election the
Village of Mount Prospect shall be divided into two election
precincts, the boundaries of each election precinct and the name
of the polling place designated for each election precinct shall
be as hereinafter set forth in the form of the Notice to be
given of said election as hereinafter prescribed in Section 5
of this ordinance.
Section 5: That the Village Clerk of said Village be
and he is hereby ordered and directed to cause notice of said
election to be given by publishing notice thereof once in the
Mount Prospect Herald, the same being a newspaper published in

said Village. The date of such publication of said notice
shall be not more than thirty days nor less than fifteen days
prior to the date set for said special election and said
notice shall be in substantially the following form:

Public Library Building Bonds of the
Village of Mount Prospect, Cook County,
Illinois.
Public Notice is hereby given that a special election
will be held in and for the Village of Mount Prospect, Cook
County, Illinois, on the 21st day of November, 1959, at which
time there will be submitted to the electors of the said Vil-
lage the following question:
Question to issue $250,000 Public Library
Building Bonds.
Shall bonds in the amount of $250,000 be issued
by the Village of Mount Prospect, Cook County,
Illinois, for the purpose of paying the cost
of erecting additions to the existing library
building of the Village, remodelling, repairing
and improving said existing library building,
purchasing and furnishing necessary equipment
for said existing library building and the
additions to be erected thereto and improving
and enlarging the existing library site by the
purchase of additional lands lying adjacent
thereto, said bonds to mature serially $10,000
on March 1 of each of the years 1962 to 1965,
inclusive, and $15,000 on March 1 of each of
the years 1966 to 1979, inclusive, and to bear
interest at the rate of not to exceed five per
cent (5%) per annum?
That for the purpose of said election said Village
has been divided into two (2) election precincts, the boundaries
of each election precinct and the polling place designated with-
in each election precinct being as follows:
ELECTION PRECINCT NUMBER 1.
Shall consist of all that part of the Village
of Mount Prospect lying north of the center
line of Central Road from the western boundary
of said Village to the intersection of Central
Road and the center line of the right-of-way
of the Chicago and Northwestern Railroad and
that portion of the Village of Mount Prospect

north of the center line of the Northwestern
Railroad right-of-way to the eastern boundary
of said Village.
POLLING PLACE: Central School,
Central Road and Main Street
in the Village of Mount Prospect
ELECTION PRECINCT NUMBER 2.
Shall consist of all that part of the Village
of Mount Prospect lying south of the center line
of Central Road from the western boundary of
said Village to the intersection of Central Road
and the center line of the right-of-way of the
Chicago and Northwestern Railroad and that por-
tion of the Village of Mount Prospect south of
the center line of the Northwestern Railroad
right-of-way to the eastern boundary of said
Village.
POLLING PLACE: St. Raymond School,
Milburn and Elmhurst Avenue
in the Village of Mount Prospect.
The polls at said election will be open at 6:00
o'clock A. M. in the morning and will be closed at 6:00 o'clock
P. M. Central Standard Time, on the date of the election. All
persons qualified to vote at regular Village elections are
qualified to vote on said question and voters must vote at the
polling place designated for the election precinct within which
they reside.

Section 8: That the Village Clerk is hereby ordered
to cause a sample of the ballot to be published once in the
MOUNT PROSPECT HERALD, the same being a newspaper published in
said Village, the date of such publication to be not less than
five days prior to the date set for said election, and to procure
and prepare all necessary election materials and supplies for
the holding and conducting of said election.
Section 9: That the results of said election shall be
canvassed in the manner and form as provided by law.
Section 10: That this ordinance shall become effective
immediately upon its passage and approval.
