AN ORDINANCE 7/0
An Ordinance to provide for Successor in office under certain
!&ergencT Conditions
WHEREAS, a disaster due to hostile action, e::xp1osion of
atomic or other bombs or missiles whether by means of sabatoge
or other disloyal actions, fire, nood,eart.hquake or other natural causes
may strike the Village of Mount Prospect; and
WHEREAS, normally, the Village President is responsible for the
health, safety and welfare of the Village population, therefore, he is
charged generally with the responsibility of Civil Defense; and
WHEREAS, it would be in the best interest of public health, safety,
morals and general welfare of the residents of the Village of Momt Prospect
to provide an official line of succession in the event of the Village
President becoming a casualty, dead, absent, or otherwise incapacitated.
Now, THEREFORE, be it ordained by the President and Board of
Trustees of the Village of MO\mt Prospect, Cook County, Illinoi,s:
Section 1. In the event that at the time of or as of constftuence
due to hostile action, e::xplosion of atomic or other bombs or missiles
whether by means of sabatoge or other disloyal actions, fire, nood,
earthquake or other natural causes may strike the Village of Momt Prospect
the incumbent of any mtmicipal office, position or place of employment
shall be killed or rendered incapable of performing the duties of such office
or position, s'UCh office or position shall be fill~,~, until such time as
a successor can be selected in the manner prescribed by law in the following
manner:
Any such vacancy shall for the emergency period be filled by
appointment by the following in order of preference:
The Village President, the remaining members of the Board of
Trustees, the Village Manager, the Deputy Director of Ci vU Defense,
the Chief of POlice, the Chief of the Fire Department.
Section 2. The person appointed in the manner prescribed herein
to fill any such office ot position shall exercise all the duties and

powers of that position during the emergency and mtil such time as a
successor can be appointed or selected in the manner provided by law.
Section 3. That this ordinance shall be effective from and after
its passage and approval according to law.
Section 4. That all ordinances or parts of ordinances in
conflict herewith be and the same are hereby repealed, reserving however, to .
the Village of Momt Prospect any rights which have accrued to it
against any person, firm or corporation under any ordinances, or sectiens
of ordinances which may be and are hereby repealed.
