The minutes were approved 4-0 with Joseph Donnelly abstaining. After hearing two previous cases, Chairman Rogers introduced Case PZ-17-08, a Special Use (Electronic Message Board Sign) request at 320 E. Northwest Highway, at 8:02 p.m. Patrick Ainsworth, Planning Intern, stated the building at 320 E. Northwest Highway was once Busse Florist and is now in process of becoming the Mount Prospect Branch of Ravenswood Bank. The applicant, Parvin-Clauss Sign Company on behalf of Ravenswood Bank, submitted an application to construct an electric message board sign on the frontage of Northwest Highway. Mr. Ainsworth said all message board signs to be constructed in Mount Prospect are subject to a Special Use requirement to acquire a permit. Mr. Ainsworth stated the new sign has been proposed to be constructed in the same location as the old Busse Florist Sign. Ravenswood Bank has temporarily placed a sleeve with their information over the existing sign. Mr. Ainsworth said the proposed sign is fully described as a "Deep Double Faced Internally llluminated Pylon Sign" with LED message board (so essentially there are two components to this sign, one is illuminated with the name of Ravenswood Bank and the other is a LED message board that will project messages of time, temperature and banking services to traveling motorists for both directions of travelers on Northwest Highway.) Mr. Ainsworth stated the dimensions of the sign in its entirety are 12 feet tall, by 10 feet wide, by 3 feet deep with a signage area equaling 48.75 square feet. This is permitted because it falls under the 60 square foot maximum as described in the municipal code. After review of the plans Staff recommends to the Planning and Zoning Commission APPROVE this measure with conditions to be met as described in the Staff Report: Richard Rogers, Chair Planning & Zoning Commission Meeting June 26, 2008 PZ-17-08 Page 2 "To approve a Special Use to permit an electronic message board for the freestanding sign subject to the following conditions: 1. Remove the existing 'Busse Florist' Sign; 2. The intensity of the LED lights shall not be excessively bright as described in Sec. 7.405.H.2 3. The text shall be a static message that changes no less than every two seconds; and 4. The proposed sign shall comply with the standards listed in Sec. 7330.A of the Sign Code." Mr. Ainsworth said the only difference for the conditions is the message board can change for a rate of 1 message per every two seconds. The Staff report stated the condition was for 1 message for every 15 seconds which was incorrectly cited. Chairman Rogers swore in Brian Newton, representing Parvin-Clauss Sign Company, 165 Tubeway Drive, Carol Stream, IL and Ron Tragasz, representing Ravenswood Bank, 1006 E. Cooper, Palatine, IL. Mr. Newton stated that they were trying to obtain a Special Use permit to market the services of the bank. The signs meet all codes as far as size, overall height, and setbacks. Chairman Rogers asked the Petitioners if they were aware of the requirements on the message center regarding time and temperature and the number of lines of type. The Petitioners stated yes. Chairman Rogers asked if the sign would have any graphics. Mr. Tragasz said there was no plan of using graphics. He stated that the sign would be similar to the Village sign (at Elmhurst and Northwest Highway) with an electronic message center. Chairman Rogers asked if public information would be included on the sign. Mr. Tragasz said time and temperature and public service messages would be displayed. Joseph Donnelly asked if this was an LED sign. Mr. Newton confirmed that the sign is LED with an amber color and automatic dimmer at night. There was a general discussion regarding the time limit on the sign. The consensus between the Planning and Zoning Commission and the Petitioners were eight seconds per message. Chairman Rogers asked if the Petitioners were aware ofthe landscape requirements. Mr. Tragasz said yes and he agreed to it. Chairman Rogers called for additional questions or comments; hearing none, the public hearing was closed at 8:08 p.m. Joseph Donnelly made a motion to accept the proposal with the four requirements outlined in the Staff report with the third requirement be changed to eight seconds. The third requirement would read: "The text shall be a static message that changes no less than every eight seconds." Marlys Haaland seconded the motion. UPON ROLL CALL: AYES: Donnelly, Floros, Haaland, Roberts, Rogers, NAYS: NONE Motion was approved 5-0. After hearing one additional case Joseph Donnelly made a motion to adjourn at 11: 12 p.m., seconded by Ronald Roberts. The motion was approved by a voice vote and the meeting was adjourned.
