The Transportation Safety Commission transmits their recommendation to prohibit
parking along the east side of Aspen Drive from 8:00 AM to 9:30 AM on school
days from Maya Lane to the school driveway at Frost Elementary School. This
timeframe is during morning student drop-off and will match the parking
regulations during the afternoon student pick-up period from 3:00 PM to 4:00 PM.
Aspen Drive is a Village -owned street in a residential area with residential homes,
Frost Elementary School and Aspen Trails Park are adjacent to the street. Aspen
Drive is a one-way northbound street for its entire length. During school drop-off
and pick-up times, Aspen Drive and the surrounding neighborhood become
congested with vehicles.
The Public Works Department Engineering Division received complaints in the fall
of 2022 from a concerned parent and member of the Parent Teacher Organization
(PTO) about school -related traffic on Aspen Drive and at the intersection of Aspen

Drive and Maya Lane. There has been in increase in the number of personal
vehicles evident during drop-off and pick-up at Frost Elementary School and this
has led to the typical queue of vehicles on Aspen Lane now extending onto Maya
Lane.
The existing parking regulations on Aspen Drive include no stopping, standing, or
parking on the west side of the street on school days between 8:00 AM and 9:30
AM and between 3:00 PM and 4:00 PM. No parking is allowed on the east side of
Aspen Drive between Maya Lane and the school driveway between 3:00 PM and
4:00 PM on school days in order to allow the queue of vehicles waiting to pick up
students to use the east side of the street. At school dismissal, students are
picked up in front of the school entrance and the queue of vehicles along the east
side of Aspen Drive moves forward over a 10 to 15 minute period. Parents are not
allowed to park and exit their vehicle. At school arrival, students can be dropped
off in front of the school entrance. Similar to the afternoon pick-up period, there is
a queue of vehicles along the east side of Aspen Drive waiting to access the school
driveway. Parking is currently allowed on the east side of Aspen Drive during
drop-off in the morning allowing parents to exit their vehicle should they choose.
• Vehicles will queue along the east side of Aspen Drive south of the school
waiting to drop-off and pick-up students.
• In the morning, some parents choose to park along the east side of Aspen
Drive south of the school and walk students to the school entrance. This
creates confusion as other drivers believe the vehicle is in the drop-off queue
and not parked. Once the driver realizes the car is parked instead of queuing,
they will aggressively cut in and out of the traffic lane to get around the
parked vehicle. This creates a conflict with thru traffic on Aspen Drive.
• In the afternoon, the queue of vehicles along Aspen Drive efficiently moves
forward as parents are not allowed to park on the street and exit their
vehicle.
• In the afternoon, vehicles begin queuing on the east side of Aspen Drive 30
minutes before school lets out. Approximately 15 minutes before school
dismissal the queue extends onto Maya Lane. Vehicles queuing on Maya Lane
can make two-way traffic difficult causing some vehicles to drive in the
oncoming traffic lane to navigate the intersection of Aspen Drive and Maya
Lane. Pedestrians crossing the street may not expect vehicles in the incorrect
lane decreasing safety at the crosswalks.
After observing the traffic issues, the Engineering staff, school representatives,
PTO and the Police Department held a meeting to discuss the concerns and
possible solutions. The school agreed to consider on-site improvements such as

expanding/reconfiguring their lots to reduce the queue and congestion on Village
streets, specifically on Maya Lane. The Police Department agreed to patrol the
area during drop-off and pick-up times to address any parking or moving
violations. The school then sent a letter to the Public Works Department
requesting no parking along the east side of Aspen Drive from 8:00 AM to 9:30
AM on school days from Maya Lane to the school driveway.
Affected residents and the River Trails Park District were solicited by letter for
input on the proposed parking changes on Aspen Drive. They were also invited to
attend the Transportation Safety Commission Meeting. No comments were
received and no one attended the meeting.
The issue was presented to the Transportation Safety Commission at their April
10, 2023 meeting. The Commission supported the parking regulation change to
address the issues on Aspen Drive. They agreed the inconsistent parking
regulations during drop-off and pick-up times along the east side of Aspen Drive
can create confusion about when parking is or is not allowed. Some parents in the
past, according to the school, have parked on Aspen Drive during the afternoon
pick-up period not realizing it is illegal and they must stay in their vehicle.
In addition, parked vehicles in the morning requires other vehicles to dart in and
out of the queue line resulting in conflicts with thru traffic. The Commission also
concurred that the school should explore options to expand/reconfigure their lots
to reduce the traffic congestion on Village streets.
By a vote of 6-0, the Transportation Safety Commission recommends to approve
the following for ordinance:
Prohibit parking on the east side of Aspen Drive from Maya Lane to the school
driveway from 8:00 AM to 9:30 AM on school days to match the parking
restrictions during the afternoon pick-up period.
Alternatives
1. Adopt an ordinance prohibiting parking on the east side of Aspen Drive from
Maya Lane to the school driveway from 8:00 AM to 9:30 AM on school days.
2. Action at the discretion of the Village board.
Staff concurs with the recommendation of the Transportation Safety Commission.
The Transportation Safety Commission recommends the Village Board enact an

issues on Aspen Drive during the morning drop-off period.

A. Aspen Drive Parking Request (Frost Elementary School)

provide comments and attend the TSC meeting via letters sent to each address.

Current Layout: 1. Aspen Drive is approximately 24' wide (edge to edge).
2. No parking is allowed on the west side of Aspen Drive during drop off and
pick-up.
3. No parking is allowed on the east side of Aspen Drive during pick-up. Parents
are allowed to stay in their car as part of the pick-up process.
4. Aspen Drive is one-way northbound between Maya Lane and Aztec Lane.
Current Traffic: 1. Vehicles will queue along the east side of Aspen Drive south of the school
Conditions: waiting to pick-up and drop-off students.
2. In the AM cars can park along the east side of Aspen Drive south of the school
and leave the cars to walk students to school. This creates confusion because
other drivers think the car is in the drop-off queue instead of parked. Once
the driver realizes the car is parked instead of queuing, they will aggressively
cut in and out of the traffic lane to get around the parked car.
3. In the PM, cars will begin queuing up to half an hour before school lets out.
By 15 to 20 minutes before school lets out the queue reaches Maya Lane and
cars begin queuing on the north side of Maya Lane east of Aspen Drive and
queuing on the south side of Maya Lane west of Aspen Drive.

Concerns: 1. The inconsistent parking regulations during pick-up and drop-off times along
the east side of Aspen Drive creates confusion about when parking is or is not
allowed. This impacts the queue, especially when a car is parked illegally in
the PM, by causing cars to dart in and out of the queue line to avoid the
parked car.
2. Cars queuing on Maya Lane prevent two-way traffic and causes cars to drive
in oncoming traffic lanes to navigate the intersection of Aspen Drive and
Maya Lane. The intersections of Maya Lane with Buckthorn Drive and Aspen
Drive have three crosswalks in succession that students use to get to and from
Frost Elementary School and Aspen Trails Park. Pedestrians may not expect
vehicles to approach the crosswalks in the incorrect lane decreasing safety at
the crosswalks.
Observations: 1. Public Works observed legal parking in the morning and illegal parking in the
afternoon greatly affecting the efficiencies of student drop-off and pick-up.
2. Vehicles parked on Maya Lane caused the queue of cars to serpentine around
the parked cars which prevented a bus from traversing Maya Lane.
3. Vehicles, in general, drive aggressively near the school.
Action: Public Works, the School, the PTO and the Police Department had a meeting at the
school to discuss the issues and possible solutions. The School then sent a letter
to Public Works requesting the sign changes. The School will also consider on-site
improvements to reduce the queue and congestion on Village Streets.
Resident Survey: Residents, the School, and the Park District were solicited by letter for input on the
proposed parking changes on Aspen Drive. They were also invited to attend the
Transportation Safety Commission Meeting. No comments have been received.
Recommendation:
Aspen Drive is a street in a residential area that becomes congested each school
day during drop-off and pick-up times. Inconsistent parking regulations along the
east side of Aspen Drive during drop-off and pick-up creates confusion and
congestion during drop-off and pick-up. Additionally, parents using personal
vehicles to pick-up and drop-off students has increased greatly in recent years.
This has caused the queue of parents waiting to drop-off or pick-up students to
stretch onto Maya Lane, creating traffic issues on Maya Lane, especially at the
intersection with Aspen Drive where there are many pedestrian crossings for the
School and park.
Recommendation: Prohibit Parking on the east side of Aspen Drive from Maya
Lane to the School from 8:00 AM to 9:30 AM for student drop-off to match
parking restrictions during pick-up.
Recommendation: The School should investigate physical changes to their
parking lots and student drop-off/pick-up locations to allow the queue for drop-
off and pick-up to be contained to School Property and Aspen Drive.
Options: Add a white lane line 8' from the edge of pavement on the east side of Aspen Drive
between Maya Lane and the School to delineate the queue line from the travel
lane. When parking is allowed, it will act as a parking lane designation.

Discussion There was general discussion on the request, history of traffic issues in the area
and what this change is attempting to help. Civil Engineer Foresman reiterated
that this parking change would help the pick-up and drop-off process on Aspen
Drive by having the same parking regulations in effect for both the AM and PM
periods, but this would not help traffic issues at the intersection of Maya Lane and
Aspen Drive. To correct traffic issues at that intersection, the queue of cars needs
to be contained to school property. The School is aware of this and will be looking
into changes they can make. There was general agreement with making the
parking regulations consistent.
Vice Chairman Prosperi started the discussion on the option to add a pavement
marking line to delineate the queue line from the through traffic on Aspen Drive.
He was concerned that adding the pavement marking line may confuse drivers into
thinking parking is allowed. Village Engineer Lawrie added that this could be an
iterative process where a pavement marking line could be added in the future after
the parking regulation changes if wanted. The Commission agreed to not install a
pavement marking line at this time.
Commissioner DeAragon motioned to approve the parking regulation changes
without installing a pavement marking line and Chairman Kuehlthau seconded.
The motion was approved by a vote of 6-0.
B. Business Center Drive Road Diet
Staff Liaison Foresman presented the following to the Commission for consideration.
Summary: The Village is resurfacing Business Center Drive from Rand Road to Feehanville
Drive and Wheeling Road from Business Center Drive to Kensington Road as part
of the 2023 Street Resurfacing Program. The Village would like to use this as an
opportunity to reconfigure Business Center Drive to create Buffered Bike Lanes in
order to enhance safety and promote biking and walking. Buffered bike lanes are
a painted 4' to 5' bike lane with a painted 2' to 3' buffer between the vehicle lane
and the bike lane. Plastic bollards will not be included in the buffer area.
Additionally, the Village would like to widen the sidewalk on the west side of
Business Center Drive from Rand Road to Harvest Lane and install a new path on
the north side of Harvest Lane from Business Center Drive to the existing business
center path system. This project is in support of two key components of the
Village's Strategic Plan; to have well-designed roads and to create a complete
pedestrian infrastructure network that promotes multi -modal transportation
options and meets the goals of our Complete Streets Policy.
Existing Business Center Drive is one of the main access points to the Kensington Business
Conditions: Park. Business Center Drive is typically 48 feet wide (e -e) with two 12 foot wide
through lanes in each direction. Business Center Drive widens to five lanes at the
intersection with Rand Road and has two southwest -bound left turn lanes, one
southeast -bound right turn lane and two northeast -bound through lanes.
Approximately 9,600 vehicles per day use Business Center Drive. The existing
speed limit on Business Center Drive is 30 MPH. On street parking is not allowed
anywhere within the project limits.

Business Center Drive east of Wheeling Road is 48 feet wide (e -e) with one 19 foot
through lane and one five foot wide bike lane in each direction. Wheeling Road
between Business Center Drive and Kensington Road is 39 feet wide (e -e) with one
14.5 foot wide through lane and one five foot wide bike lane in each direction.
Proposed Roadway Improvements
Conditions:
Business Center Drive between Harvest Lane and Wheeling Road is proposed to
undergo a "road diet" meaning it will be converted from four travel lanes (two in
each direction) to one travel lane in each direction, a shared left turn lane or
median, and buffered bike lanes. The width of the roadway will not change. The
proposed typical section includes one 11 -foot wide through lane in each direction,
a 12 -foot wide center shared left turn lane or median lane and 7- foot wide
buffered bike lanes (3 -foot buffer, 4 -foot bike lane) in each direction.
Wheeling Road from Business Center Drive to Kensington Road and Business
Center Drive from Wheeling Road to Feehanville Drive will maintain the existing
lane configuration, but the bike lanes will be restriped as buffered bike lanes,
reducing the width of the through lane for vehicles.
At the intersection of Rand Road and Business Center Drive the southwest -bound
lane configuration will remain the same, but there will only be one entering lane
from Rand Road onto Business Center Drive. This will allow for a left turn lane to
be installed for left turns into Northwest Electrical Supply and for a right turn lane
to be installed onto Harvest Lane. The lane configuration at other intersections
within the project limits will remain the same, except at Wheeling Road and
Business Center Drive where the northeast -bound bike lane will be maintained
through the intersection.
Pedestrian Improvements:
As mentioned in the roadway section, buffered bike lanes will be installed on
Business Center Drive between Harvest Lane and Wheeling Road where sharrows
currently exist. Sharrows will be removed on Business Center Drive between Rand
Road and Harvest Lane with the intention that bikes will use the new wider path
on the west side of Business Center Drive and the new crosswalk on the north leg
of the Harvest Lane and Business Center Drive intersection to access the buffered
bike lanes.
The sidewalk on the west side of Business Center Drive between Rand Road and
Harvest Lane will be widened to an 8 -foot wide path. This will provide an off-
street connection from the Kensington Business Park bikeway system to the future
bike path on the southwest side of Rand Road and the existing major east -west
on -street bike route on Gregory Street. Easements will be required from
Northwest Electrical Supply and 400/410 Business Center Drive for the widened
sidewalk.
A new 8 -foot wide path will be installed on the north side of Harvest Lane from
Business Center Drive to the existing path system. An easement from 411 Business
Center Drive will be needed for this path.

The existing crosswalk on Business Center Drive south of Harvest Lane will be
shifted to north of Harvest Lane. A bump out will be added to the west side of
Business Center Drive to reduce the crossing width. This will allow pedestrians
and bicyclists to cross Business Center Drive while avoiding traffic turning left from
Harvest Lane onto Business Center Drive.
A landscaped median will be installed on Business Center Drive between the
driveways to 400/410 Business Center Drive. This will provide a pedestrian refuge
island for the existing mid -block crosswalk that leads to the business park trails.
Concrete pads will be constructed for bus stops within the project limits. New
crosswalks will be installed where necessary to access bus stops on the east side
of Business Center Drive.
Bicycle "on ramps" and "off ramps" will be constructed at the intersection of
Wheeling Road and Kensington Road to facilitate transitioning bicyclists from on -
street to off-street facilitates. This will allow easy access for bikes to the
pedestrian push buttons to trigger the traffic signal. A similar off -ramp will be
constructed on south bound Business Center Drive at Harvest Lane.
Street lights will be relocated to better light the crosswalks on Business Center
Drive.
Report Results: Sam Schwartz Engineering completed a traffic study to determine if there would
be any adverse effects caused by reconfiguring Business Center Drive to have one
through lane in each direction instead of the existing two.
Sam Schwartz collected peak hour traffic counts at the intersections of Business
Center Drive with Rand Road, Harvest Lane and Wheeling Road. They also
completed a 72 -hour traffic count on Business Center Drive between Harvest Lane
and Wheeling Road. They then used this traffic data to model the existing and
proposed conditions to determine any change in delay for vehicles traveling along
Business Center Drive.
The following are results of the study:
• Traffic Volumes are expected to remain steady over time due to the
surrounding area being completely built up and little vacancy within the
business park itself, however Sam Schwartz assumed slight traffic growth
to be conservative in their analysis.
• Delay at the intersection of Business Center Drive and Rand Road is
expected to increase slightly, due to planned traffic signal interconnect to
other traffic signals on Rand Road and is unrelated to the proposed
changes on Business Center Drive.
• Delay for the left turn movement from Harvest Lane to southwest -bound
Business Center Drive increases slightly due to less gaps in traffic on
Business Center Drive because there will be one through lane instead of
two.
• Delay at the intersection of Business Center Drive and Wheeling Road
increases slightly due to a small increase in traffic predicated by the study,
but the approach lane configuration remains the same, limiting the impact
the road diet has on traffic.

• Sam Schwartz indicated the proposed lane configuration would
adequately accommodate demand under year 2033 conditions. Slight
increases in delay are an expected trade off and should be considered
against the benefits gained with added pedestrian and bicycle
infrastructure and increased safety.
Survey: Business Owners and Tax Payers directly impacted by the proposed project were
mailed a letter detailing the project and it directed them to the Village Website
where full plans for the project could be viewed. The letter also solicited
comments from the businesses and invited them to attend the Transportation
Safety Commission Meeting. No comments were received from the businesses
impacted by the project. One comment was received from a resident related to
bicycle accommodations for the project and is included as an attachment.
Easements: Easements are required from three properties for the pedestrian improvements.
Recommendation:
600 East Rand Road
• A 5' permanent easement is required for sidewalk widening along
Business Center Drive.
• A temporary easement is required for driveway reconstruction and ADA
compliance with the widened sidewalk.
411 Business Center Drive
• A 15' permanent easement is required along Harvest Lane for new path
construction.
• A temporary easement is required beyond the permanent easement to
the parking lot back of curb for grading.
• A permanent easement is required at the northeast corner of the
intersection of Harvest Lane and Business Center Drive to accommodate
crosswalk improvements.
412 Business Center Drive
• A 10' permanent easement is required for sidewalk widening along
Business Center Drive.
The Village has the opportunity to enhance the existing pedestrian and bicycle
network along Business Center Drive in conjunction with the scheduled roadway
resurfacing project. This project will complete a gap in the existing network and
will connect to future bike and pedestrian improvements along Rand Road. A
traffic study shows that there will be minimal impact on Business Center Drive
traffic as a result of these proposed changes.
Recommendation: Support for the project as presented. No changes to the
Village Code (new or deleted ordinances) are necessary.
Options: Changes to the plans as directed by the Transportation Safety Commission.

Discussion: There was open discussion on the plans. The Commission then went sheet by
sheet discussing the proposed plans. Below is the summary of recommended
changes to the plan made by the Commission:
• Vice Chairman Prosperi asked about adding a right turn green arrow to the
intersection of Rand Road and Business Center Drive. This is out of the
scope of this project, but Village Engineer Lawrie indicated that IDOT
would be improving the intersection at some point in the future and the
Village will reach out to IDOT at that time with this request.
• Superintendent Moe asked that the concrete median on Business Center
Drive at Rand Road be removed to improve snow removal operations.
• Superintendent Moe asked that the bump -out angle be adjusted to
improve snow removal operations.
• Superintendent Moe questioned the new striped mid -block crossing on
Harvest Lane. Civil Engineer Foresman indicated it was to allow access to
the new path for bikes transitioning from the on -street bike route on
Harvest Lane to the new path. Civil Engineer Foresman indicated the
Village will review that crossing and it may be removed in the final design,
and instead replaced with a bike transition ramp only.
• Superintendent Moe asked about sight lines with the proposed trees in
the new landscaped median, Civil Engineer Foresman indicated those will
be reviewed before final landscaping design is determined and trees may
not be appropriate in the median pending that review.
• Battalion Chief Novak suggested extending off-street bike facilities on the
west side of Wheeling Road from the intersection with Kensington Road
to the start of the bike lane to reduce conflicts between bikes and turning
vehicles.
Vice Chairman Prosperi motioned to approve the proposed design with
consideration given to the comments the Commission provided and
Commissioned DeAragon seconded.
The motion was approved by a vote of 6-0.
COMMISSION ISSUES
Commissioner DeAragon asked about timing for the Rand Road, Central Road and Mount Prospect Road
Intersection Improvement Project. Civil Engineer Foresman indicated construction was currently
underway with temporary traffic signals being installed. Major work is expected to be completed this year
with minor work remaining for the spring of 2024 depending on how utility relocations progress. There
will be a winter shutdown of the project where the contractor will secure the site and little work will be
done.
Village Engineer Lawrie informed the Commission that the Village had received a $3 million ITEP Grant for
the Melas-Meadows Pedestrian Bridge project. $3 million is the maximum award for an ITEP-funded
project. We are set to receive $240,000 (80%) for Phase II Design Engineering and $412,800 (80%) for
Phase III Construction Engineering. The remaining $2,347,200 is for Construction and represents
approximately 50% of the construction costs. Village staff has also recently submitted applications for the
STP and CMAQ Programs to close the funding gap for Construction in order to reach the 80% federal limit.

My name is Catherine Joy, and I am the Robert Frost Elementary School principal in
CCSD21. Since the first day of school, the staff and I have been working diligently to
improve traffic flow and safety during arrival and dismissal at our school. Staff and parents
have expressed concerns about the actions of people in vehicles or on foot during arrival
and dismissal on the school property and the surrounding streets. These concerns include
the following:
• Vehicles disobeying traffic signs
• Vehicles unsafely passing other cars on one-way and two-way streets
• Vehicles double parking on city streets
• Pedestrians cutting through a line of cars or crossing at spots not designated for
pedestrians
We have collaborated with Luke Foresman from your civil engineering department and the
Mount Prospect Police Department. Based on those discussions, we are asking the village
to add the following street signs.
1. No parking on school days 8-9:30 AM and 3-4 PM. Post on the south side of Aspen.
We understand that this is only one measure to improve the situation. Please let us know if
there is any further information you need.
