CALL TO ORDER Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:05 p.m. in the Board Room at Village Hall, 50 S. Emerson St. 2. ROLL CALL Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Agostino Filippone, Trustee Terri Gens, Trustee John Matuszak Trustee Richard Rogers, Trustee Colleen Saccotelli and Trustee Michael Zadel Absent: None a. Pledge - Pledge of Allegiance led by Trustee Saccotelli b. Invocation – Trustee Gens provided the Invocation 3. APPROVAL OF MINUTES 3.1 Minutes of the regular Meeting of the Village Board – April 5, 2023 Motion by Michael Zadel, second by John Matuszak to approve the meeting minutes of April 5, 2023: Yea: Agostino Filippone, Terri Gens, John Matuszak Richard Rogers, Colleen Saccotelli, Michael Zadel Nay: None Final Resolution: Motion Passed 4. MAYORS REPORT 4.1 PROCLAMATION: National Library Week - April 23-29, 2023 Mayor Hoefert read the proclamation acknowledging National Library Week and presented it to Mount Prospect Public Library Executive Director Su Reynders. Ms. Reynders thanked the Village Board and shared information about the many programs and services available through both branches of the Library. Mayor Hoefer read the following proclamations into record: 4.2 PROCLAMATION: Earth Day - April 22, 2023 4.3 PROCLAMATION: Arbor Day - April 28, 2023 Mayor Hoefert presented the proclamations to Public Works Director Sean Dorsey. Mr. Dorsey thanked the Mayor and Village Board for their continued support of the Village's forestry 3 programs and extended an invitation to the Village's 39th Arbor Day celebration and tree planting on Friday, April 28 at 10:00 am. at Robert Frost Elementary School. 4.4 REAPPOINTMENT TO BOARDS AND COMMISSIONS Mayor Hoefert presented the following reappointment for Board approval: Board of Fire and Police Commission reappointment - William Knee; term to expire April 2026 Motion by Richard Rogers, second by Agostino Filippone to ratify the reappointment of William Knee to the Board of Fire and Police Commission: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli, Richard Rogers, Michael Zadel Nay: None Final Resolution: Motion Passed Mayor Hoefert acknowledged Scout Danny Petricca from Troop 155 who was in the audience and working toward his Citizenship in Community badge. 5. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Mount Prospect Lions Club President Vince Dante and members Bill Grossi and Fred Steinmiller addressed the Board to request the waiving of Village fees for this year's Lions Club 4th of July Festival. Motion by Richard Rogers, second by John Matuszak to waive Village fees for the 2023 Lions Club th 4of July Festival. Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli, Richard Rogers, Michael Zadel Nay: None Final Resolution: Motion Passed Mayor Hoefert thanked the Lions Club for their commitment to the community. Mr. Dante announced the Farmer's Market returns on Sundays from June 4 through October 29. Cruise Nights begins Saturday, May 14. Both events will take place in the West Commuter Lot. 6. CONSENT AGENDA 6.1 Monthly Financial Report - February 2023 6.2 List of Bills - March 29, 2023 to April 11, 2023 - $4,008,337.65 6.3 Waive the rules requiring two readings of an ordinance and adopt AN ORDINANCE AUTHORIZING THE TERMINATION OF SPECIAL SERVICE AREA NUMBER 5 IN THE VILLAGE OF MOUNT PROSPECT Ordinance No. 6675 6.4 Motion to accept bid for the 2023-2024 Emerald Ash Borer (EAB) Insecticide Application Contract for an amount not to exceed $36,300. VBA 23-23 7. OLD BUSINESS None 8. NEW BUSINESS None 9. VILLAGE MANAGER'S REPORT 9.1 Motion to purchase seven (7) Bullard Thermal Imaging Cameras (TIC) at a price not to exceed $53,815. 4 Mount Prospect Fire Chief John Dolan presented a proposal to purchase seven thermal imaging cameras at a cost not to exceed $53,815. Deputy Chief Tom Wang provided thermal imaging cameras for the Board to examine; the cameras are similar to the ones being considered for purchase. Chief Dolan explained thermal imaging technology uses heat signatures to produce an image in zero visibility conditions. Chief Dolan stated thermal imaging cameras are crucial equipment for a firefighter. Thermal imaging cameras are multi-functional and have many uses including identifying victim location, fire location and ventilation options and can also alert crews for structural integrity, roadway crash responses and firefighter self-rescue. Chief Dolan stated prior to 2019, the Department used thermal imaging cameras from MSA. In 2019, the Department's Tools and Equipment Committee field tested cameras from MSA, Scott and Bullard. The committee unanimously chose the Bullard model based on performance and durability and it was also the lowest cost among the three models tested. The Department purchased seven (7) Bullard QXT TIC in 2019 and the existing MSA thermal imaging cameras were placed on reserve apparatus. The Tools and Equipment Committee recommend purchasing an additional seven (7) units to replace the MSA models that were purchased in 2014. Chief Dolan stated $54,000 is budgeted in the 2023 Capital Improvement Plan to cover this purchase. If approved, the seven new Bullard Thermal Imaging Cameras will be placed on all frontline apparatus. The anticipated life expectancy of the cameras is 8-10 years. Chief Dolan stated staff recommends the purchase of seven (7) Bullard Thermal Imaging Cameras for an amount not to exceed $53,815. Motion by Richard Rogers, second by Michael Zadel to approve the purchase of seven Bullard Thermal Imaging Cameras for an amount not to exceed $53,815. Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli, Richard Rogers, Michael Zadel Nay: None Final Resolution: Motion Passed VBA 24-23 9.2 As submitted Village Manager Michael Cassady introduced Hoover, the Human Service Department's newly certified Comfort Dog. Director of Human Services and owner Julie Kane stated Hoover spreads cheer and comfort to residents including seniors and clients of the Human Services department. 10. ANY OTHER BUSINESS Trustee Gens reminded residents that the Public Works Open House is scheduled for May 20 from 9:00am to 1:00pm. Village Manager Michael Cassady congratulated Mount Prospect Police Detective Alexa Kiess who was awarded the Illinois Law Enforcement Training and Standards Board Executive Institute's 2023 Women in Criminal Justice Female Officer of the Year. Deputy Chief Griffin provided additional details. Trustee Rogers congratulated Trustees Saccotelli and Matuszak on their re-elections to the Village Board and welcomed Trustees-elect Bill Grossi and Vince Dante. With no further regular business to conduct, Mayor Hoefert announced there is a need for the Board to enter closed session for the following reason: 5 LITIGATION 5 ILCS 120/2 (c) (11) - Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. Motion by Richard Rogers, second by Agostino Filippone to enter closed session: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli, Richard Rogers, Michael Zadel Nay: None The Board entered Closed Session at 7:41p.m. The trustees stepped down from the dais and convened in the Executive Conference Room. Before leaving the dais, Mayor Hoefert announced the regular meeting of the Village Board will adjourn upon adjournment of the closed session. The Board will not return to open session and no further action by the Village Board will be taken. 11. ADJOURNMENT Motion by Michael Zadel, second by Agostino Filippone to adjourn closed session and regular meeting of the Village Board.
