Kensington Road Mount Prospect, Illinois 60056 (847)870-5656 BOARD OF FIRE AND POLICE COMMISSIONERS SPECIAL MEETING OPEN SESSION MINUTES September 19, 2022 1 CHAIRMAN POWERS CALLED THE MEETING TO ORDER AT 2:03PM AT THE POLICE DEPARTMENT CONFERENCE ROOM 2 Roll Call:James Powers,Chairman Rockne Bork, Commissioner Jeanna Claussen, Commissioner Also Present: John Dolan, Fire Chief Thomas Wang, Deputy Fire Chief Michael Eterno, Police Chief Lisa Schillinger, BOFPC Secretary/Executive Assistant 3 CITIZENS TO BE HEARD – No one in attendance. 4 APPROVAL OF MINUTES Chairman Powers asked for a motion to approve the Open Session minutes of July 18, 2022. A motion was made by Commissioner Bork and seconded by Commissioner Claussen to approve the Open Session Minutes of July 18, 2022. Ayes: Powers, Bork, Claussen Nays: None Abstain: None Motion Carried 5 FIRE DEPARTMENT UPDATE Fire Chief Dolan stated that Firefighter Tim Tesch will be sworn in today at 4pm. The SAFER Grant recipients have begun to be notified. The Fire Department should know if they are awarded the grant by November. th – 249 applications were received and 200 The Fire Department conducted written testing on September 17 were eligible to test while 170 applicants completed the test. Chief Dolan believes the recruiting changes to the prerequisites helped to increase the number of applicants. Elk Grove Rural Fire Protection submitted a new IGA which the Village Managers declined. A counter proposal was submitted which was similar to the original IGA proposed. To provide service to that area, a fourth st ambulance will be at Station 12 beginning October 1. It will be staffed with overtime of current firefighters until the new list is created to fill the spots, which is expected to be mid-January with Board interviews shortly thereafter. th . He is doing well. The replacement of Batallion Chief, Dane Phenegar, was fulfilled by Joe Vena on August 16 Additionally, Firefighter Mitch Winkelman, who was seriously injured, is now back at the Fire Department and working in an office capacity. 6 POLICE DEPARTMENT UPDATE Chief Eterno updated the Board on Officer Andrew Ralston, who recently resigned from the Police Department. He felt that law enforcement was not a good fit for him. The department headcount is down 2 officers currently. The department should hear by the end of the month if they were selected for the Department of Justice COPS Grant. The department will be hiring 2 additional officers likely in January to fill those new positions as well, for a total of 4 openings. BOFPC Special Meeting Minutes 9-19-2022 Open Session rd Officer Alexander Roe is graduating from SLEA on September 23and he willbegin Field Training after graduation. Officer Zimmerman was extended for field training but is doing well and should be going to solo patrol soon. Officer Bolin is on solo patrol and doing well. Lateral transfer interviews with Command Staff were completed and 7 candidates have passed. Polygraphs and backgrounds are being completed currently. The next step will be Board Interviews. Due to a low number of applicants who passed the written test, Chief Eterno contacted Village Attorney Lance Malina, Chairman Powers and the testing provider to discuss accepting a score below 80, as noted in the Rules and Regulations. It was decided that no changes would affect the current testing cycle and that changes to the Rules and Regulations would be addressed by the Board at a future meeting. There was also discussion regarding the testing vendor and the possibility of changing vendors in the future. 7 CLOSED SESSION – CHAIRMAN POWERS ASKED FOR A MOTION TO GO INTO CLOSED SESSION 7.1 Personnel 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee of the public body for the public body to determine its validity. 7.2 Approve Closed Session Minutes of July 18, 2022. 7.3 Conduct Police Department Oral Interviews A motion was made by Commissioner Bork and seconded by Commissioner Claussen to go into Closed Session at 2:30 P.M.
