COFFEE WITH COUNCIL
Saturday, June 14, 2008
Community Center, Village Hall
The meeting convened at 9:00 a.m. Village Board members present were Mayor Wilks
and Trustee Juracek. Representing Staff was Village Manager Michael Janonis and
Community Development Director Bill Cooney.

Mayor Wilks opened the meeting with general remarks and introduced Trustee Juracek
and Staff in attendance. Mayor Wilks then moved to the resident portion of the meeting.
Mal Holec, Quince Lane - Mr. Holec complimented those involved with the Emerson
Street and Busse Avenue street improvements. He said the intersection looked great
and the whole area was coming together nicely. He then asked if the meeting on June
26 for Randhurst was a public meeting. Mr. Holec was advised that it is a public
meeting. Mr. Holec then questioned an article he read about the Neighborhood
Resource Center on the south side of town. He asked if the intent of the center was to
provide benefits for illegal immigrants. There was lengthy discussion regarding the
intent of the Neighborhood Resource Center and clarification that it would be available
to all residents of the Village. Mr. Holec inquired about the status of Levee 37. Mayor
Wilks indicated that she had a meeting next week to on this issue, and they are hopeful
that all funding sources and approvals would be in place in the very near future.
Louis Bowers, Boxwood Drive - Mr. Bowers inquired about the process of having
certain street signs removed throughout the Village. He stated that there is a "deaf child
in the neighborhood" sign on School Street between Louis and Thayer that has been
there for over 20 years and questioned the need for this sign. There was general
discussion of the value of those signs in neighborhoods and Mr. Bowers was advised
that Staff would look into the particular sign in question. Mr. Bowers then inquired about
the ability to get street cleaning vehicles in the Boxwood Drive area. He stated that
there is a segment of that area that has not been cleaned in many years because of
cars being in the way. Mr. Janonis stated that there were several homeowner
associations in that area and he would determine if there was a way to coordinate a
cleaning time with those associations.
Carol Tortorello, South Elmhurst Avenue - Ms. Tortorello stated on her walk to the
meeting this morning she saw two homes that could use some attention. She stated
702 Cathy Lane had long grass and several vehicles that looked like they had expired
licenses. And at 200 S. I-Oka, there were bushes overgrown on the sidewalk and
general upkeep of the property was in poor shape.
AI Engberg, Hopi Lane - Mr. Engberg inquired about the Village's stance on the
Canadian National purchase and utilization of the EJ&E train line. Mayor Wilks
indicated that the Village had sent a letter of support for the proposal. Mr. Engberg
stated he felt that the towns that were negatively affected by the proposal were much
more vocal than towns that were in support and he is concerned that the political
process may end up denying the proposal. There was general discussion regarding the
likelihood of the Canadian National purchase of the tracks and there is general belief
that the request would be approved. Mr. Engberg then followed up on his thoughts of
requesting that the State of Illinois collect the vehicle sticker fee for the Village. He felt
that it would be more efficient for the State to collect the fee and then reimburse the
Village rather than having individuals have to apply to both agencies for individual
licenses. There was general discussion regarding this matter with several individuals in
the audience concurred that it would be more efficient than the current process. Mr.
Janonis stated that he would discuss the matter internally and maybe it would be a
matter that the Northwest Municipal Conference could attempt to address.
Tom Psihogios, Wille Street - Mr. Psihogios asked what the status was of the
Randhurst redevelopment proposal. Mr. Cooney indicated that the matter would be
before the Planning and Zoning Commission at their June 26 meeting. The Village
Board would consider the matter in July and early August. If approved, demolition
would begin immediately and construction would take place through 2009 and 2010.
The center would likely re-open prior to the holiday season in 2010. Mr. Psihogios then
asked about an article he read about the Police getting several new guns and
questioned where they would be kept. Mr. Janonis indicated that the guns would be
located within the Police cars and locked up in the trunks and would be utilized in only
emergency cases.

Paul Henke, Wheeling Road - Mr. Henke indicated he lived across the street from the
Boxwood residential area and had concerns with the amount of loud noise and music
that emanates from the property sometimes until late in the evening. He stated in the
summer months that this problem is magnified because people are outside and playing
music. He asked if there was anything the Village could do to address his concerns.
There was general discussion regarding this matter and it was suggested that Mr.
Henke call the Police if there are particular evenings where the noise is problematic.
David Schein, Na-Wa-Ta Avenue - Mr. Schein inquired whether the Village continues
to enforce the lawn sprinkling regulations. Mayor Wilks indicated that the Village does
enforce and residents may sprinkle on odd days if they have an odd number mailing
address and even days for even numbered homes.
The meeting was adjourned at 10:50 a.m.
