This contract requires treating susceptible ash trees, from Emerald Ash Borer with a preventative two (2) year insecticide treatment. Staff anticipates that approximately 7,500 diameter inches of ash trees will need to be treated this year (approximately 450 trees). BID RESULTS Four (4) sets of bid specifications for this work were mailed to qualified contractors. The bid was also placed on the Village's website and Onvia OnDemand bid clearinghouse website. Four (4) sealed bids were received. A copy of the bid document is attached. Bid results were as follows: DISCUSSION The apparent low cost bidder is Kinnucan Tree Experts, Inc. of Lake Bluff, Illinois (Kinnucan). Kinnucan has performed this work for the Village in the past. The firm completed the EAB Insecticide Application Contract for the Village in years 2015 through 2022. Also, Kinnucan provided additional municipal references including the City of Naperville and the City of Des Moines, Iowa. All references indicated that Kinnucan 1 performed the work satisfactorily. It is the opinion of staff that Kinnucan is qualified and capable to successfully execute this proposed contract. A copy of the firm's bid submittal is attached. Kinncan's bid price is a 19% increase when compared to 2021 rates for similar work. The contract documents include a provision which allows the contract to be extended for a third year at 2024 bid prices if both the contractor and Village agree. Staff recommends including a 10% contingency in the project award to allow for quantity variances and unanticipated conditions. In this instance, a 10% contingency added to the lowest cost bid would result in a total contract award of $36,300.00 (Base Bid: $33,000.00 + Contingency: $3,300.00 = Total Recommended Award: $36,300.00). Alternatives 1. Award of contract to the lowest qualified bidder, Kinnucan, Inc., in an amount not to exceed $36,300 in 2023, and in an amount that does not exceed the amount budgeted for 2024. Staff also recommends that the Village Board authorize staff to extend the contract for one (1) additional year at 2024 bid prices if both the Village and contractor agree to terms. 2. Action at discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the the lowest -cost, responsive bid submitted by, Kinnucan, Inc. of Lake Bluff, Illinois for the 2023-2024 Emerald Ash Borer Insecticide Application Contractor in an amount not to exceed $36,300 in 2023. Expenditures in the second year of the contract will be limited to funds budgeted for 2024. Staff also recommends that the Village Board authorize staff to extend the contract for one (1) additional year (2025) at 2024 bid prices if both the Village and contractor agree to terms.
