SUBJECT: DISASTER PREPAREDNESS PURCHASE
Overview
Following the August 23, 2007 disaster staff conducted an extensive review of our response to the
wind, flooding and loss of electrical power emergencies. The findings and recommendations of that
review are included in an After-Action Report that was presented to the Board on January 23, 2008.
These recommendations include the development of policies, training, and the purchase of
equipment and supplies. The purpose of this memorandum is to request Village Board approval to
purchase some equipment and supplies recommended in that Report. Additionally, 339 parkway
trees were destroyed during the same storm. Staff requests Board approval to purchase these
replacement trees.
Equipment & Supplies
A detailed list of items recommended for purchase is included (Attachment "AU). The vast majority of
the equipment and supplies are intended to support village employees while at work when a disaster
strikes. Specific items include: flashlights, first aid kits, bottled water, food and storage containers.
Communication equipment is also included. Radio equipment designed to monitor police and fire
department activity, weather radios and walkie-talkies will enable employees sheltered in the
basement of the village hall to communicate within and outside the building.
The purchase of a portable message sign board is also included. This sign board can be used to
notify residents with special instructions during a wide-spread emergency or in a localized event.
The estimated cost of the equipment and supplies is $30,000.
Replacement Trees
The high winds and saturated soil contributed to the destruction of hundreds of trees throughout the
Village. A total of 339 Village-owned parkway trees were completely destroyed. It is recommended
to purchase 339 1 W' replacement parkway trees at an approximate cost of $70,000.

The recommended funding source for the estimated $100,000 proposed purchase of disaster
preparedness equipment, supplies and replacement trees is from reimbursement funds received by
the Federal Emergency Management Agency (FEMA). The Village recently received $698,000
reimbursement from expenses incurred as a result of the August 2007 storm event. Provided Village
Board approval, any items indicated above that cost more than $10,000 will be subject to our
purchasing policy and will ultimately come back in front of the Board for specific approval.
Staff will be present during the June 17th Village Board meeting to answer questions.
