IV. NEIGHBORHOOD RESOURCE CENTER FEASIBILITY STUDY UPDATE
Since the early 1990s, the Village of Mount Prospect has considered a
neighborhood center for South Mount Prospect, but did not have the resources to
implement the project. The 2000 Census identified South Mount Prospect as a port
of entry for foreign born residents and the number of foreign born residents
increased by 10% from the 1990 Census. The Neighborhood Resource Center has
been identified as a strategy to deliver services, integrate residents into the
community, and remove cultural and language barriers.
The Village of Mount Prospect received a grant of $50,000 from the Chicago
Community Trust to perform a feasibility study for a neighborhood center under the
Immigrant Integration Grant Initiative. The feasibility study was comprised of three
components:
· Needs Assessment,
· Development and Operating Budgets, and
· Sustainability Plan,

Millennia Consulting was retained by the Village of Mount Prospect to complete the
feasibility study. Information for the Needs Assessment was gathered through
interviews, focus groups, and research into best practices of neighborhood centers.
Budgets were developed based on two potential locations of the neighborhood
resource center. A strategic planning session was held with several community
partners and service providers to understand the commitments and interest in
participating with the Village of Mount Prospect in a neighborhood resource center.
The feasibility study concluded last month. Staff is requesting direction on the next
steps for the Chicago Community Trust grant and neighborhood resource center.
Appropriate staff will be on hand to answer questions and facilitate discussion.
V. EMERGENCY PREPAREDNESS PURCHASE
Following the local disaster that occurred on August 23, 2007 Village staff
conducted an extensive review of our response to the wind, flooding and loss of
electrical power emergency. The findings and recommendations of that review are
included in an After-Action Report that was presented to the Board on January 22,
2008. Staff requests Village Board approval to purchase equipment and supplies
recommended in the Report. Additionally, 339 public trees were destroyed during
the same storm. Staff also requests Board approval to purchase 339 replacement
parkway trees. Total cost of equipment, supplies and trees is estimated at
$100,000. The recommended funding source is from the recently received $698,000
reimbursement from FEMA for expenses incurred during the August 2007 Storm.
Appropriate staff will be on hand to answer questions and facilitate discussion.
