Meeting Fiscal Impact Dollar Amount Budget Source Category Type Information March 7, 2023 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD - true $155,000 General Fund CONSENT AGENDA Consent This proposed contract provides for concrete flatwork services following emergency repairs of underground utilities including water main and sewer repairs. It also includes concrete flat work generated by the Shared Cost Sidewalk Program. The Shared Cost Sidewalk Program is a public/private initiative in which the Village and the private property owners both participate in the cost of sidewalk replacement. Participants in this year's program can have sidewalk replaced at the rate of $103/square. Additional information about this program is available on the Village website. Staff has determined that the Municipal Partnering Initiative (MPI) joint bid for concrete flatwork provides the most competitive and cost effective means to procure these services. MPI is a regional collective of municipalities that jointly procure a range of commodities, services, and projects to better leverage economies of scale. The MPI joint bid includes approximately $2,000,000 of concrete work for 2023. The Village of Arlington Heights is administering the bid and the Village of Mount Prospect, Lincolnshire, Wheeling, Wauconda and Gurnee are participants. Participation in the MPI joint bid satisfies the Village's public bidding requirements. The contract is for a two (2) - year term. There is also an option to extend the contract for two (2) additional one (1) - year extensions for 2025 and 2026. Prices throughout 2023 remain fixed. For subsequent years, unit prices escalate on an annual basis equal to the 1 average monthly percentage change of the Chicago CPI -U for the previous twelve-month period with two (2%) minimum and four (4%) maximum. The following two (2) bids were publicly opened on February 10, 2023. The bid prices in the below table represent the estimated quantities in this bid that are applicable to the Village of Mount Prospect for concrete flatwork services and the Shared Cost Sidewalk Program sought from each bidder as follows: BIDDER SCHROEDER & SCHROEDER GLOBE CONSTRUCTION BID PRICE FOR VOMP QUANTITIES 2023 $154,750 $240,600 The lowest cost bidder is Schroeder & Schroeder, Incorporated of Skokie, Illinois. Schroder & Schroder has performed concrete flatwork for the Village of Mount Prospect in the past including concrete restoration work and shared cost sidewalk program work. All of their work has been acceptable. In addition, reference checks indicate that they have successfully completed work of this scale and scope in an acceptable manner. The 2023 budget allocation for this project is $155,000. Staff recommends that the contract be awarded in the amount up to the available budget. Alternatives 1. Accept Municipal Partnering Initiative Joint Bid Results for Concrete Flatwork. 2. Action at discretion of Village Board Staff recommends accepting the results of the Municipal Partnering Initiative joint bid for Concrete Flatwork and award a two (2) year contract with two (2) annual extensions for concrete flatwork to Schroeder & Schroeder, Inc. of Skokie, Illinois in an amount not to exceed $155,000 in 2023. 2 Expenditures in 2024 will be at the contract rates, but limited to funds appropriated in the 2024 budget.
