A Request for Proposals (RFP) was sent to landscape companies for maintenance
of selected sites. Proposals were received and opened on February 6, 2023. The
work required by the specifications includes a wide range of maintenance activities
including spring clean-up, mulching, weed control, turf mowing, turf
herbicide/fertilization/aeration treatments, and shrub pruning at all sites as
needed.
The majority of these sites are high-profile locations such as public buildings,
greenspaces in the downtown area, as well as the entire Union Pacific Railroad
right of way. The personnel who work on this job need to interact frequently and
professionally with the general public as well as business owners. With the
diversified landscapes planted at many of these sites, the contractor's personnel
must also possess a high degree of knowledge about plant identification and the
maintenance needs of various plant species.
The contract specifications support environmentally friendly and sustainable plant
care. Lawn applications (fertilizer and broadleaf control) are done three times per
growing season; which is a reduction from the five times it was done under the

past specifications. In addition, perennial beds get only one treatment with a pre -
emergent to control weeds. After that, all weeds are controlled manually. Finally,
these specifications require hand pruning on most sites and does not allow for
shearing; which reduces the amount of 2 -cycle equipment used for the
maintenance.
Additionally, these contract specifications follow Integrated Pest Management
(IPM) practices which means the contractor is not allowed to apply pesticide or
insecticide treatments unless they are treating an identified issue and have been
specifically authorized by Village staff to do so.
The specifications describe awarding the contract for calendar years 2023 through
2024 with a provision to extend the contract for a third year, 2025, at the same
bid prices as 2024, if both the contractor and the Village agree.
Eight (8) invitational proposals were mailed to landscape companies that have the
expertise to complete the work. Staff asked that submittals be made to maintain
ninety (90) sites (consisting of approximately 24 acres of turf and 5 acres of
improved bed space) for inclusion in the 2023 - 2024 contract.
Four (4) proposals were received. Two (2) firms called to decline the opportunity
due to 2023 workload. All four (4) contractors that submitted a proposal were
contacted for clarifications within their proposal and in person meetings were held
with two (2) of the contractors (Cornerstone and Sebert). Each proposal was
evaluated based on the background of the firm, related project experience,
proposed services and scope of work, schedule work effort and proposal content.
Each firm received a point ranking (total points = 100) for each criterion. The
table below summarizes this analysis:

As explained earlier, this contract is for skilled work at high-profile locations. Over
the years the Village has spent many thousands of dollars on landscaping to
improve the appearance of the downtown and other highly visible locations.
Frequent, knowledgeable and discretionary maintenance is imperative to maintain
the health and appearance of these landscapes so they continue to reflect
favorably on the community's image. The contract has grown in size and scope
over time, as additional high -maintenance landscapes have been installed. One of
the challenges of contracting out this work is finding a company large enough and
skilled enough to commit an adequate number of well-trained staff to this contract
for a long period of time.
The technical proposals indicated all the participating firms were qualified to
perform the work. All firms had adequate experience and appropriately trained
staff. Accordingly, the evaluation results were closely distributed.

The highest rated contractor was Cornerstone Partners of Saint Charles, Illinois
(Cornerstone). The firm has ample qualified and experienced personnel, relevant
experience, sufficient resources, and online communication with crew personnel to
improve communication and react to emergent issues more quickly.
Cornerstone also submitted the lowest overall cost.
Staff checked all references submitted and found that the firm has completed
projects of similar scope and size with good results. Cornerstone also held this
contract for the Village during years 2020 through 2022 with acceptable results.
Staff recommends including a 5% contingency in the project award to allow for
quantity variances and the ability to add additional areas should the need arise. In
this instance, a 5% contingency added to the lowest cost bid would result in a
total contract award of $211,477.00 (Base Bid: $201,407.00 + Contingency:
$10,070.00 = Total Recommended Award: $211,477.00).
Alternatives
1. Accept proposal from Cornerstone Partners, Inc. for 2023/2024 Landscape
Maintenance Contract.
2. Action at the discretion of the Village Board.
Staff recommends the award of a two-year contract and possibly a third, to
Cornerstone Partners, Inc. in an amount not to exceed $211,477.00 in year one
(1). Expenditures in future years will be limited to funds appropriated for this
purpose. In addition, staff recommends that the Village Board authorize staff to
extend the contract for one (1) additional year provided the contractor agrees to
honor 2024 prices and both parties otherwise agree to the extension.

General Scope of Work
1. Overview
The Village of Mount Prospect is seeking proposals for the management and execution of general
landscape maintenance of publicly owned sites during the calendar years 2023 and 2024. The term
of service should begin March 1" 2023 and remain in effect until November 30" 2024.
2. Scope of Seasonal Services
a. Spring Clean -Up of all sites to prepare the grounds for regular mowing and remove debris that
has accumulated over the dormant season from all turf, planting beds, tree rings, hard
surfaces, etc. Any perennial plants whose foliage still remains shall be but back at this time.
b. All sites should be policed weekly (March through November), in entirety, for litter and debris.
Litter should then be disposed of off site.
c. Turf mowing is to occur at all sites minimum once every seven days during growing season
unless otherwise directed by Village representative. Mowing should begin when grass reaches
a height greater than 3.5". Sites are expected to be free from clippings on hard surfaces,
structures, buildings, as well clumps in turf areas.
d. Turf fertilizer and weed control applications in all turf areas will provide a weed free and
healthy turf appearance.
e. Hard surfaces including but not limited to, paver areas, sidewalks, curb lines, tree grates, and
parking lots should remain weed free. Acceptable weed control methods include manual
removal as well as pre and post -emergent herbicides where applicable.
f. Planting bed and tree ring maintenance should be addressed weekly at a minimum to
maintain a weed free appearance. Acceptable weed control methods include manual removal
as well as pre and post -emergent herbicides where applicable. The edges of beds and tree
rings should be maintained so that they are clearly defined and cut vertical to the turf edge.
Any debris created from edging should not be allowed to accumulate in tree rings. All beds
and tree rings should be mulched once per season prior to May 15th. Mulch will be provided
by the Village of Mount Prospect and made available to the contractor to pick up from the
Public Works facility Monday through Friday from 7:OOam to 3:30pm.
g. Pruning of shrubs and groundcovers is to be included for all locations that have applicable
plant material. Shrubs should be pruned in a manner that produces a maintained appearance
while remaining as true to their natural form as possible. Acceptable methods of pruning
include hand pruning and mechanical shearing only where formal shrubs or hedges are the
desired look.
h. Core aeration and over seeding of all turf at Village Hall and the Eloise Mehn Busse Pocket
Park to occur annually in the fall.
i. A complete and thorough fall clean-up of all Village sites will be done at the end of the
growing season. Leaves and debris may be mulched into open turf as long as the end result is

a clean site, without excessive leaf debris in turf. Perennial plants that do not provide winter
interest should also be cut back at this time.
Weekly reporting will be mandatory during any period in which work is being performed on
Village sites. These reports can be submitted via email, mail, or dropped off in person on
weekly basis.

All crews assignments are digitally scheduled via our estimating and time tracking
software. Crew Foreman are equipped with GPS tracking smartphone devices and
GPS tracking vehicles to ensure accuracy of time recording on location. The estimated
hours per operation are scheduled and dispatched to the assigned crew by the
Maintenance Manager, Joel Barona or Production Director, Josh Howver and crew
schedules are reviewed weekly by Account Manager, Joe Schutzius and President, Jim
Turcan. Crew time tracking is compared against estimated hours via efficiency reports
and on-site inspections by Maintenance Manager, Production Director, Account
Manager and President to ensure that all operations are being performed efficiently and
correctly.
Job site maps for the service areas are uploaded digitally to both the time tracking
software as well as shared company site contacts so that any crew member or
management personnel can quickly review site boundaries and requirements per site
location while in the field. Site concerns such as damaged areas, insect/disease
infections, dead/declining plant material, etc. are digitally photographed with the same
smartphone device and automatically uploaded to the cloud storage system to prompt
Account Manager to items the crew discovers while working on-site. In turn, these
digital photo documentations are used to communicate concerns to Village
representatives and accompany any recommended corrections that may be outside of
the scope of service for review and approval.
Training and safety are very high priorities at CPHort, evident in our industry
certifications and training of all crew members along with investments in equipment
modifications per site requirements including but not limited to Roll -Over Protection
Structures (ROPS), Operator Controlled Discharge Chutes (OCD), Beacon Warning
Lights and Directional Arrow Boards.
