William (Bill) Eckert was nominated for this award by Assistant Chief, Bryan Loomis.
Fire prevention is one of the most important functions of the fire service. While responding
to fires is critical, preventing fire and ensuring occupant safety are just as important in
today's fire service. While fire prevention can be complicated and enduring, Bill makes it
look easy and uncomplicated. Bill has been with the fire department for just over seven
years and has improved fire prevention and the department's fire investigation team.
Bill has also led the transition in technology and service within the fire department. He has
implemented a new inspection software and was instrumental in the new department's shift
fire inspector program. Bill trained seven new fire inspectors and helped them obtain State
Fire Marshal certifications. In addition, Bill has taken the leading role for MABAS Division
One fire investigation team. Bill has taken the lead on several large projects in the fire
department including the Knox box program, waterflow testing program, and fire inspection
program for the downtown building developments. Bill's positive can -do attitude is
apparent throughout the fire department. His ability to blend fire tactics and strategy with
fire prevention enforcement is very hard to find in today's fire service.
John Napoleon was nominated for this award by Chief Mike Eterno, Mount Prospect Police
Department.

Detective Napoleon has been with the Mount Prospect Police Department for 4 years, and is
an exemplary law enforcement officer. Detective Napoleon's commitment to professional
policing has been evident throughout his career with the Mount Prospect Police
Department. Detective Napoleon has served as a Patrol Officer, Evidence Technician, and
Detective. Detective Napoleon is a regional expert in financial crimes, and provides
assistance to surrounding communities.
In 2022, Detective Napoleon worked tirelessly for the victims of financial crimes. Detective
Napoleon restructured how these crimes are investigated by the Mount Prospect Police
Department, assisted in training other Mount Prospect Detectives on how to investigate
these types of crimes, and developed a checklist to assist victims in protecting their
identities and recovering stolen funds.
Throughout the year Detective Napoleon was assigned to investigate numerous financial
crimes experienced by the Mount Prospect Community. To date, Detective Napoleon has
assisted victims in recovering approximately $165,000 in stolen funds. Detective
Napoleon's efforts in recovering these stolen funds are a great example of his work ethic
and commitment to the victims of financial crimes.
Detective Napoleon possesses a strong set of personal and professional values. Detective
Napoleon is the ultimate team player, and is well respected by his peers.
