CALL TO ORDER Mayor Paul Hoefert, in the boardroom at Village Hall, 50 S. Emerson Street, called the meeting to order at 7:03 p.m. a. Roll Call Members present upon roll call: Mayor Paul Hoefert, Trustee Agostino Filippone, Trustee Terri Gens, Trustee John Matuszak, Trustee Richard Rogers, Trustee Colleen Saccotelli and Trustee Zadel None were absent. 2. APPROVAL OF MINUTES 2.1 Minutes of the Committee of the Whole of November 8, 2022 Motion by Richard Rogers second by Colleen Saccotelli to approve the Committee of the Whole minutes of November 8, 2022: Aye: Agostino Filippone, Terri Gens, John Matuszak, Richard Rogers, Colleen Saccotelli Nay: None Abstain: Michael Zadel Final resolution: Minutes approved. 3. CITIZENS TO BE HEARD Mount Prospect Lions Club • Members of the Mount Prospect Lions Club presented a check for $12,500 to benefit the Human Services Department. Julie Kane, Director of Human Services, accepted the donation and thanked the Lions Club for their generosity. Mayor Hoefert, along with members of the Board, thanked the Lions Club for their continued support and dedication to the community. Liz Fischer Mount Prospect resident • Thanked the Village for launching the Citizen Civics Academy; Ms. Fisher stated it is an excellent program and hopes to see this program continue 4. DISCUSSION ITEMS 4.1 Diversity, Equity, and Inclusion Report - Presentation by InQUEST Consulting Director of Human Resources Heidi Neu stated Diversity, Equity and Inclusion (DEI) was identified as a top priority for action in the 2021-2022 Village Strategic Plan. This action item remains a top policy priority in the 2022-2023 Strategic Plan. Ms. Neu stated the Board reviewed and accepted a proposal from InQuest Consulting on January 18, 2022 to review, analyze and improve/enhance the Village's DEI efforts. Ms. Neu introduced InQuest consultants Tricia Dupilka and Kate Webster who worked throughout 2022 with Village staff on this initiative. Ms. Dupilka and Ms. Webster each provided a brief background of their qualifications and work history. Ms. Dupilka and Ms. Webster presented their findings and discussed recommendations for the Village to make progress on its DEI efforts. View the InQuest report to the Board. A Board discussion followed. Fire Chief John Dolan, Heidi Neu, Ms. Dupilka and Ms. Webster responded to questions and comments from the Board. In response to a question regarding next steps, Mr. Cassady stated staff evaluations to include setting DEI objectives in 2023 and a community engagement survey are immediate next steps. Mr. Cassady stated this report was an important first step. Mr. Cassady added some initiates would require Board action. Board Comments • InQuest was credited for conducting a thorough evaluation and producing a comprehensive study • Study will serve as a foundation for future initiatives and goals • This evening's discussion opens up opportunities for self-awareness and growth, both as individuals and as a community Public Comment: Cathy Dunnington Mount Prospect resident • Thanked the Village Board, staff and consultants for their commitment to this initiative; looks forward to progress including measurable objectives in the Strategic Plan Liz Fischer Mount Prospect resident • Thanked the Board, staff and consultants for the informative and comprehensive report. Asked about next steps with this current Board; Village Manager Michael Cassady responded that this is an on-going initiative and additional information/discussion/action is forthcoming; Trustees expressed commitment to this initiative Linda Waycie Mount Prospect resident • Questioned how the proposed internal staff DEI council would be structured including the application process and timeline for inception. Ms. Webster responded, stating details are forthcoming; process and timeline will be determined through on-going discussions between staff and Board Steve Polit 601 N. Wilshire Drive • Stated many of his questions were answered by staff prior to meeting; spoke regarding the importance of trust between and amongst current and future employees of the Village Ken Brey Mount Prospect resident • Asked if InQuest provided staff with recommendations to improve the current Boards and Commissions appointment process. Ms. Dipilka responded, stating the study did not address this, therefore, no recommendations were provided to staff. Mayor Hoefert wrapped up the discussion by thanking InQuest for their diligent work and thanking staff for their participation and commitment to this important initiative. Mr. Cassady added strengthening DEI efforts in the Village is on-going, with no end date. S. VILLAGE MANAGERS REPORT No report 6. ANY OTHER BUSINESS None 7. ADJOURNMENT There being no further business to discuss, Mayor Hoefert asked for a motion to adjourn. Trustee Rogers, seconded by Trustee Zadel, moved to adjourn the meeting.
