TRANSPORTATION SAFETY COMMISSION

The meeting of the Mount Prospect Transportation Safety Commission was called to order at 7:02 p.m.
on Monday, November 14, 2022.

APPROVAL OF MINUTES
Vice Chairman Prosperi, seconded by Commissioner Nejdl, moved to approve the minutes of the regular
meeting of the Transportation Safety Commission held on December 13, 2021. The minutes were
approved by a vote of 7-0.

A. Nordic Road Parking Study
Request Parking regulations along Nordic Road between Algonquin Road and Carboy Road.
Requested by Precision -Tek Manufacturing, Inc., 3206 Nordic Road.
Public Notice Businesses along Nordic Road were invited to provide comments and attend the meeting.
Current 1. According to Village Code, there is no parking on both sides of Nordic Road for the
Traffic first 233 feet north of Carboy Road.
Regulations 2. Parking is prohibited between 2:OOAM and 6:OOAM on all Village streets.
3. The speed limit is 25 mph.
4. Nordic Road is a Local Truck Route.
5. The intersection of Nordic Road and Algonquin Road is stop controlled on Nordic Road
only. The intersection of Nordic Road and Carboy Road is stop controlled on Nordic
Road only.
Current 1. Nordic Road is approximately 28' wide (edge to edge).
Layout 2. Each of the adjacent businesses have off-street parking
3. On Street Parking is allowed on both sides from 233' north of Carboy Road to
Algonquin Road.
Current 1. Adjacent businesses have their loading docks on Nordic Road. When vehicles are
Traffic parked on the street, businesses have a hard time receiving deliveries due to the
Conditions narrow width of the road preventing truck turning movements into the businesses.
2. Vehicles parked on the street can prevent two-way traffic due to the roadway width.
Concerns 1. With vehicles parked on one side of Nordic Road it effectively reduces the roadway
to two 10' through lanes and an 8' parking lane.
2. If vehicles are parked on both sides of Nordic Road there is not enough room for two-
way traffic on Nordic Road.
3. Businesses are concerned about receiving deliveries and access to their docks along
with traffic congestion.
Observations 1. Public Works observed on -street parking on multiple occasions along Nordic Road.
2. Vehicles were observed parking opposite docks that could make accessing the docks
difficult.
Action The Village Manager's Office gave permission to Public Works to install NO PARKING ANY
TIME signs along both sides of Nordic Road on a temporary basis. This allowed two-way
traffic at all times and access to businesses for deliveries. Public Works then observed
traffic on Nordic Road while the temporary signs were in place and observed they were
being followed and access to all the businesses was available.

Resident As part of the study, businesses were solicited for input both prior to temporary signs
Survey being installed and after the temporary signs had been installed but prior to the
Transportation Safety Commission Meeting. One comment was received and it requested
the Village make No Parking on Nordic Road permanent. "Since the temporary signs were
installed we have not had any issues with traffic congestion, vehicle safety, or dock
accessibility. It has been a great relief for the small businesses located in our commercial
subdivision." There have not been any negative comments received for the temporary
No Parking Signs.
Recommendation
Nordic Road is a street in an industrial area with businesses that have sufficient off-street
parking. Loading docks and parking lot driveways for the businesses abut Nordic Road.
The width of the street makes it difficult for businesses to access their docks with vehicles
parked on the street. If vehicles are parked on both sides of the street, two way traffic
cannot be maintained. Businesses have complained about street parking preventing
them from accessing their businesses.
Discussion
To ensure access to businesses, reduce congestion and enhance safety, it is
recommended that on -street parking be prohibited on both sides of Nordic Road. This is
consistent with other streets in industrial areas and the adjacent Carboy Road. There
have been no comments that removing the on -street parking would negatively affect the
businesses on Nordic Road.
Recommendation: Prohibit parking along both sides of the entire length of Nordic Road
at all times.
Commissioner Nejdl asked if parking made it difficult or impossible for trucks to access
the loading docks with on -street parking. Village Engineer Lawrie indicated that
businesses could not always access their docks and at times had to park on the street to
load and unload trucks.
Commissioner Nejdl motioned to approve and Commissioner DeAragon seconded the
recommendation of Village staff.
The motion was approved by a vote of 7-0.
B. Crash History Analysis of Euclid Avenue & River Road Intersection
Commissioner DeAragon brought up at past meetings issues relating to crashes at the intersection of
Euclid Avenue and River Road. Village staff obtained data on crashes from IDOT and the Village of
Mount Prospect Police Department to determine crash histories at the intersection.
2019 to 2021 records were reviewed. From Police Department data there were 36 crashes total with
6 injury crashes. Turning and rear end crashes were the most common. For turning crashes,
eastbound Euclid Avenue to northbound River Road, and southbound River Road to eastbound Euclid
Avenue were the most common movements. Village staff evaluated sight lines to see if sight
obstructions may have caused accidents; no issues of note were found.
Staff then compared the intersection of Euclid Avenue and River Road to other intersections in town
with similar lane configurations. This comparison was done using IDOT data which differed slightly
from the Police Department data. The intersection of Euclid Avenue and River Road had an average

total number of crashes over a three-year period similar to other intersections. The Village also
determined the total number of crashes per one million vehicles travelling through each intersection.
On average over the last three years, the Euclid Avenue and River Road intersection experienced 2.16
crashes per million vehicles entering the intersection, which is similar to comparable intersections.
Village Engineer Lawrie indicated this intersection does not have an atypical number of crashes
compared to similar intersections in the Village. Euclid Avenue and River Road is under Cook County
and IDOT jurisdiction, respectively. The traffic signal system is owned and maintained by IDOT.
Discussion:
Commissioner DeAragon indicated she has driven through the intersection regularly and noticed
crashes. Commissioner DeAragon asked about adding a traffic signal ahead sign on Euclid Avenue
east of River Road for westbound traffic. She indicated drivers on westbound Euclid Avenue may be
distracted leaving the Forest Preserve area heading into a suburban environment. Village Engineer
Lawrie indicated the Village would evaluate this request and reach out to the County if it may be
warranted.
Commissioner DeAragon asked about protected only movements for left turns (green arrow) to
reduce crashes instead of permissive left turn movements (green ball). Commissioner Nejdl added
that other high traffic intersections in the Village and suburbs have protected only left turn
movements. Village Engineer Lawrie indicated intersections that have dual left turns require
protected only movements, and many intersections adjacent to railroad tracks have protected only
movements. Changing a left -turn lane to only a protected movement often requires lengthening the
storage in the lane. Village Engineer Lawrie indicated the data does not appear to warrant geometric
changes to the intersection of Euclid Avenue and River Road.
Vice Chairman Prosperi asked about yellow backed traffic signals to increase visibility for the traffic
signals. Village Engineer Lawrie indicated IDOT has been adding these to various intersections with
new projects to improve visibility.
Commissioner DeAragon mentioned speed may be a concern for the intersection as well. Officer
Murray indicated the Police Department can provide speed limit enforcement.
No motion required for this discussion.
C. Update on Various Village Transportation Projects
Village Engineer Lawrie presented the status of the following transportation projects in the Village:

There was general discussion on each of the projects. No formal action was necessary or taken.
COMMISSION ISSUES
Chairman Kuehlthau asked about sharrows on Prospect Avenue with the new on -street bike route signs.
Village Engineer Lawrie indicated they were delayed due to weather but would be installed in the spring.
Commissioner Nejdl asked who owns and maintains street lights along major roads. He has noticed some
of the street lights around Randhurst Village have a purple hue to them. Village Engineer Lawrie
responded the Village typically owns street lights along major roads. The Village is aware of the color
issue and is looking to replace them as soon as possible.
Village Engineer Lawrie thanked the Commission members for their commitment to the Village's efforts
over the past year and on behalf of the Village Board of Trustees he presented a small gift to each of the
members.

With no further business to discuss, the Transportation Safety Commission voted 7-0 to adjourn at 7:55
p.m. upon the motion of Vice Chairman Prosperi. Commissioner DeAragon seconded the motion.
