Meeting Fiscal Impact Dollar Amount Budget Source Category Type Information December 20, 2022 - REGULAR MEETING OF THE MOUNT PROSPECT VILLAGE BOARD - true Grant Funding and Capital Improvement Action Item The Fire Department is requesting the Village Board to waive the bid process for the acceptance of a proposal from Air One Equipment for the purchase of a Mako Air Module Compressor. This air compressor enables members to re -fill their self- contained breathing apparatus (SCBA) air bottles after any training or fire. The Department currently has two Mako Air Compressors, one located at Station 13 and one at Station 14. Currently, Station 12 personnel have to travel to Station 13 whenever they need to refill their SCBA bottles. This takes District 12 apparatus north of the train tracks, potentially increases response times and in some cases, taking the vehicle out of service during this detail. Having an air compressor at Station 12 insures crews remain in their district and available to respond to emergency calls while refilling SCBA bottles. In addition to Mako, Eagle and Bauer manufacture air compressors that meet the needs of the department. In fact, all three are very similar in that they have the same functionality, CO monitoring technology, and all three come with ASME cylinders for storage. The ASME cylinders do not need to be hydro tested every five years and thus do not go out of service. Since there is no glaring difference in product between Mako, Eagle and Bauer, the Department feels that purchasing a 1 third Mako compressor would keep continuity within the department. Members are all trained in the use of this compressor, there have been no problems with the existing compressors, and its maintenance schedule would coincide with the other two compressors we currently operate. Air One Equipment is the sole provider in Illinois for the Mako Air Compressor and has always provided excellent service on all of our SCBA equipment. Mako is also the least expensive of the three air compressors. The funding for this air compressor will come from two different sources. The Fire Department applied for an Assistance to Firefighters Grant (AFG) in early 2022 and was recently awarded $48,163.63, representing 90% of the original quote. However, the price of both the compressor and installation have increased since the grant filing. The cost of the compressor and installation is now $56,440.00 so the grant now represents approximately 85% of the total cost. The balance that the Village would be responsible for would be covered by approved 2023 Community Investment Plan (CIP) funding as outlined in the following table. Alternatives 1.
