CALL TO ORDER Mayor Paul Hoefert in the Community Meeting Room at the Mt. Prospect Park District RecPlex Center, 420 Dempster Street, Mount Prospect, called the meeting to order at 6:02 p.m. Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Agostino Filippone, Trustee Terri Gens, Trustee John Matuszak, Trustee Richard Rogers, Trustee Colleen Saccotelli and Trustee Michael Zadel. 2. APPROVAL OF MINUTES 2.1 Minutes of the Committee of the Whole - May 10, 2022 Motion by Colleen Saccotelli second by Agostino Filippone to approve the Committee of the Whole minutes of May 10, 2022: Aye: Agostino Filippone, Terri Gens, John Matuszak, Richard Rogers, Colleen Saccotelli, Michael Zadel Nay: None Final resolution: Minutes approved. 3. MAYORS REPORT Mayor Hoefert read a proclamation recognizing Juneteenth as a day of celebration and reflection. Mayor Hoefert announced Trinity Lutheran Church is hosting a Juneteenth Celebration on Saturday, June 19 from 3:00 p.m. to 7:00 p.m. and encouraged all to attend. 4. CITIZENS TO BE HEARD None 5. DISCUSSION ITEMS 5.1 South Mount Prospect Discussion Mayor Hoefert opened the meeting by stating one of his goals as Mayor, shared also by the Board, is to bring government to all the residents of Mount Prospect. By holding meetings "on the road," Mayor Hoefert hopes to reach residents to discuss issues and initiatives uniquely affecting their neighborhoods. Mayor Hoefert noted there are many exciting and important developments all around Mount Prospect and the focus of this meeting is the south area of Mount Prospect. Village Manager Michael Cassady thanked and welcomed all those in attendance including State Representative Mark Walker. Mr. Cassady reiterated the goal of this meeting is to present and discuss the many positive initiatives and projects planned for South Mount Prospect. Mr. Cassady asked members of the Village staff present to introduce themselves. The following staff were present: Assistant Village Manager Nellie Beckner, Director of Community Development Bill Cooney, Fire Chief John Dolan, Senior Planner Connor Harmon, Deputy Director of Human Services Esther Salutillo, Director of Finance Amit Thakkar, Village Clerk Karen Agoranos, Assistant to the Village Manager Alex Bertolucci, Police Chief Mike Eterno, Director of Building and Inspection Services Bill Schroeder, Director of Public Works Sean Dorsey and Director of Communications Howard Kleinstein. Director of Community Development Bill Cooney began the evening's presentations by providing an update on South Mount Prospect's current and future economic development. In 2009, staff created the South Mount Prospect Sub -Area Plan as a long-range planning tool to analyze, develop and improve South Mount Prospect. The plan includes an analysis of demographics and housing, community services, land use, recreation, transportation and growth and annexation. The Plan was updated in 2020 through a careful and intentional process that included public engagement, stakeholder review and input by Village staff. Mr. Cooney provided information on the South Mount Prospect Tax Increment Financing District approved by the Village Board in May 2022. This economic development tool will incentivize development in South Mount Prospect. Mr. Cooney stated a key proposed project is the redevelopment of the former United Airlines (UAL) world headquarters site. Cloud HQ is proposing to construct a 1.6 million square foot data center campus at the former UAL site. Plans include demolition of the existing buildings and the construction of three separate buildings. Cloud HQ is proposing to invest an estimated $2.5 billion and will be the largest single investment in Mount Prospect. If approved the by Village Board, the project will generate over $1 million in electric utility taxes to the Village annually. In addition to creating an estimated Equalized Assessed Value (EAV) of $100 million. Mr. Cooney provided information on other key projects including: • 1798 S. Elmhurst Road Mixed -Use Development at the former Shell gas station site o A drive-through Dunkin Donuts will be the anchor of this 2 -story mixed-use building consisting of three additional retail sites at ground level and six residential units above. Construction will begin this fall. • 2240 S. Busse o Construction of an 80,000 square foot class A light industrial facility • Mount Prospect Senior Housing, 1111 South Linneman Road o Opened in 2021 and includes a mix of assisted living apartment and memory care units at market -rate rents • Instanbul market expansion • EV charging stations at 2300 S. Elmhurst Road and other Village locations • Mt. Prospect Park District improvements funded by Cloud HQ including; improvements include installation of turf fields at Kopp Park • In an effort to build strong relationships with South Mount Prospect businesses, the Village has restarted the business visitation program that was suspended during the pandemic Director of Public Works Sean Dorsey provided information and details on the following projects: • Algonquin Road Bike Path Project o The shared use path along Algonquin Road designed to improve pedestrian and bicyclist safety; several proposed improvements include a new shared use path on the north side of Algonquin Road, new sidewalks on the south side of Algonquin Road, improved lighting and new pedestrian and bicycle crossings o Improvements from Dearborn Court to Elmhurst Road (sidewalks, shared -use paths and lighting) o Construction will being in Spring 2024; project is partially being funded through CMAQ (Congestion Mitigation and Air Quality Improvement Program) • Oakton Area Water Main extension o Area south of Oakton and north of tollway; this project seeks to provide Village (Lake Michigan) water to areas that currently uses private wells o Project will improve fire protection by adding hydrants o Other Improvements include connection to existing Village -owned water systems and the installation of a water main Public Comment: Mount Prospect resident Crystal Lane • Expressed concerns with traffic, especially on Busse and Algonquin Roads, and accessibility to downtown from the south Mr. Cassady responded, stating connecting all areas of Mount Prospect is a main goal; interim solutions to calm traffic include traffic enforcement by the police department. Mount Prospect resident Asked for additional details on regional bike paths Mr. Dorsey responded, stating the Northwest Municipal Conference is working on a regional bike plan. Mr. Dorsey added the Village works closely with Des Plaines and Arlington Heights to connect our communities; Mount Prospect is developing a shared use bike plan that will improve accessibility to downtown from both the south and north areas of town. Carole Martz Mount Prospect resident • Expressed need for a regional bus system and/or event -related community bus to help connect and engage the entire community Deputy Director of Human Services Esther Salutillo presented information on the many services provided by the Human Services department at Village Hall and Community Connections Center. Ms. Salutillo stated the Community Connections Center, located at 1711 W. Algonquin Road, opened in 2009 with a purpose to provide access to Village and library services to residents on the south end of the Village. The Center houses the Human Services satellite location (Village Hall is the primary location) and the South Branch of the Mount Prospect Public Library. Ms. Salutillo stated the Human Services staff includes a bilingual Social Services caseworker, community social worker and a public health nurse. Services provided by the department include: o Emergency Assistance Program including financial assistance o Food Pantry o School Supply Program/Christmas Holiday Program o Benefits Application Assistance o Short term counseling/ Case Management/Advocacy o Senior Services and o Police Social Services In addition to these services, Ms. Salutillo provided details on programs offered to residents including Conversations in English designed to improve language skills, parenting classes and enrichment programs for children. The Human Services department collaborates with Mount Prospect Police and Fire Departments and the Community Development/Inspection Services departments to assist residents in a variety of joint services. Chief of Police Mike Eterno presented information regarding the Police Department's community engagement and public events. Chief Eterno stated many of the community engagement programs began in 2017 with a goal of reaching the community through community policing initiatives and events. A first step was establishing a police patrol beat system. Chief Eterno provided details on the three police beats assigned to the south Mount Prospect and the respective Sergeants assigned to those beats. Chief Eterno provided information on successful and popular police engagement activities including Freeze Fridays, Family Game Night with the Police at RecPlex, Kickin' it with the Cops soccer program, Cop-a-cciono and Super Summer Social at Orion Prospect Apartments open to all residents. Chief Eterno stated officers are often invited to and participate in, events at elementary schools and community block parties. Chief Eterno added the Department also provides important services to the community including child safety -seat check events throughout the year and the Village's Crime Free Housing Program. Public Comment: Steve Polit 621 N. Wilshire Drive • Spoke regarding the long-term effects of annexation; expressed concern that many of the annexed areas in the Village still have Elk Grove and Arlington Heights mailing addresses; suggested the Village work with the Post Office to correct this issue • Gave kudos to Village Manager Cassady for his successful efforts to annex key areas into the Village without use of referendum Jerry Mount Prospect resident, Lake Briarwood • Living within the boundaries of Mount Prospect but having an Arlington Heights address presents confusion • Dissatisfied that RexPlex does not offer family swimming Mayor Hoefert noted that Mount Prospect no longer has a Post Master but staff will look into the matter further. Previous attempts to correct the issue with the Arlington Heights Post Office were unsuccessful. Mayor Hoefert also noted the Village and Park District are separate entities and the concern should be brought to the attention of the Park District. Jeff Nejdl 303 N. MacArthur Requested on update on the Busse Road expansion project Mr. Cassady responded, stating the pandemic delayed the project but the project is slowly moving forward. Mayor Hoefert reminded that since Busse Road is a County road, the Village does not control the project; concept plans are to expand the road from two lanes to a three -lane profile with a center turn lane Representative Mark Walker • Impressed that Mount Prospect followed through with plans to improve infrastructure Board Comments • Pleased to see so many residents in attendance • The Community Connections Center expansion is an important initiative • South Mount Prospect has great economic potential • Thanked those in attendance and encouraged all residents to stay engaged; resident input and feedback are essential to the success of Village projects, developments and initiatives • Many opportunities for informal community engagement with the Board including Coffee with Council (second Saturday of each month) and the upcoming Talk and Chalk event in August Mayor Hoefert concluded by stating Mount Prospect is full of prosperity with many positive projects on horizon. Mayor Hoefert reminded everyone that the Village is hosting the Celebration of Cultures event on Saturday, September 10 at Kopp Park. Mayor Hoefert thanked all those who attended the meeting and encouraged all residents to reach out to members of the Board with questions, concerns, ideas, input, etc. 6.
