ORDINANCE NO. 929
AN ORDINANCE AMENDING ARTICLE II, CHAPTER 19 OF THE MUNICIPAL
CODE OF THE VILLAGE OF MOUNT PROSPECT, COUNTY OF COOK, ILLINOIS,
RELATIVE TO GARBAGE AND REFUSE.
NOW, THEREFORE BE IT ORDAINED by the President and Board of Trustees of
the Village of Mount Prospect, County of Cook, Illinois:
SECTION 1 - That Article II of Chapter 19 Garbage and Refuse is hereby
amended to read as follows:
"Article II GARBAGE AND REFUSE.
Section 19.201 (a) RECEPTACLE REQUIRED. It shall be the duty of every
owner, agent, tenant or occupant of any house, building, flat, apartment
building or other place where people reside, board or lodge, or where animal
or vegetable matter is prepared or served, to place all garbage, refuse or
waste in approved receptacles as defined herein and to maintain same in good
order.
(b) NO CONTAINERS ARE NECESSARY for such items as large
and bulky appliances (refrigerators, washing machines, stoves, dryers, etc.)
large toys, furniture, empty cartons, empty crates, newspapers and magazines
when securely tied in bundles convenient to handle, brush and branches when
securely tied in bundles and not exceeding four feet in length, Christmas trees
and other such large discarded household objects.
Section 19.202 (a) APPROVED RECEPTACLES. An approved receptacle for
purpose of this article shall be a container of standard waterproof construction
with handles and a tight fitting cover or lid and shall be no larger than thirty
gallons in capacity. There is no limit as to the number of such containers
used by any family unit.
(b) BUSHEL BASKETS are approved receptacles for such items
I as:
General household trash
Ashes
Empty cartons
Crates
Boxes
Wrapping materials
Small amounts of earth, sod
rocks and building
materials resulting from
do it yourself projects
and all other items of similar nature
approved receptacle.

Magazines
Cloth materials
Empty cans (if clean)
Small toys
Appliances
Grass clippings
Yard materials
Small brush
which does not exceed the size of the
(c) RECEPTACLES FURNISHED by a Village approved scavenger
for commercial or industrial establishments including multi-dwelling units
when curb service for each family is not in effect, is an approved receptacle.
Section 19.203 COMMERCIAL AND INDUSTRIAL ESTABLISHMENTS. All commercial
or industrial establishments are required to make private arrangements for
the collection and disposal of all garbage, refuse and waste in a prompt and
sanitary manner, which includes air tight drip-proof containers. Each owner
or tenant of a business or industrial establishment shall on October 1 of each
year commencing October 1, 1963 file a written report with the Village Board
of Health on the form provided by the village indicating that private arrange-
ments for the collection and disposal of its garbage, refuse and waste has
, been made, the nature of the service and the name of the scavenger, as well as
the number and type of receptacles which are in use for such purpose.
Section 19.204 SPECIFICATIONS. All garbage and disposed of animal or
vegetable matter shall be wrapped in paper before being placed in an approved
receptacle.
Section 19.205 LOCATION OF CONTAINERS AND OTHER ABOVE APPROVED DISCARDED
ITEMS. Containers and other approved discarded items shall be placed on the
! parkway or alley if garbage collections are made from the alley, on the day
" designated for the collection of said garbage, refuse or waste. Any resident
or multi-dwelling unit not wishing to avail themselves of such curb service,
may by separate contract with the scavenger company serving the village, secure
any special service offered by said scavenger on a private basis.
Section 19.206 ACCUMULATION OF GARBAGE. It shall be unlawful for any
person, firm, or corporation to burn or bury garbage within the Village of
Mount Prospect or to permit same to accumulate in any manner so as to create
; a nuisance and to attract flies, vermin or rats, and any garbage accumulated
for more than seven (7) days, unless interrupted by a holiday, shall be consi-
dered a violation of this ordinance, provided, however, that approved gas
incinerators or such similar approved equipment when properly installed and
inspected may be used for the burning of garbage and also, properly installed
kitchen garbage disposal units may be used for the disposal of garbage into
the sewer lines within the village.
Section 19.207 TRANSPORTATION OF GARBAGE. No vehicle shall be used for
the transport of garbage or disposed of animal or vegetable matter unless
said vehicle is a fully enclosed, leak-proof, modern packer type truck.
Section 19.208 PENALTY. Any person, firm or corporation violating the
provisions of this Article shall be fined not more than Two Hundred ($200.00)
Dollars for each offense. Each day that a violation is permitted to exist
constitutes a separate offense."
SECTION 2 - That this ordinance shall be in full force and effect from
and after its passage, approval and publication according to law.
