Action Item The Village began the practice of leasing copiers in 2002. Overall, staff has been very pleased with the leasing arrangement. Through the years, the Village has negotiated leases for copiers from Imagetech, Chicago Office Technology (COTG), Nexus Office Systems, Inc., Marco Technologies, LLC and Gordon Flesch Company, Inc. The Finance Department researched new copiers that provide the functionalities needed, to find a reputable service provider for the equipment and to negotiate leases for new copiers. Currently, all of the Village copiers are leased. In 2017, the Finance Department negotiated lease and maintenance agreements with Gordon Flesch Company, Inc. to provide Canon copiers within the Village. In 2021, the Finance Department negotiated a lease and maintenance extension agreement. The equipment and service provided by Gordon Flesch Company, Inc. has been outstanding, and the departments are very pleased with the reliability of the Canon equipment. Eighteen copiers are due for replacement within Village Administration, Finance, Human Services, Police, Community Development, Fire and Public Works Departments. The Finance Department reached out to personnel from all 1 departments regarding the replacement of the copiers and required functionality (i.e. reliability, speed, optional add-ons, types of print and copy jobs, print volume, space constraints, and whether or not upgrades were needed). All departments need copy, print, fax, and scan functionalities and the standardization of the equipment and service provider are a high priority. The Finance Department then began negotiations for a lease and maintenance agreement for new copiers. The goal is to have standardized reliable equipment with the functionality needed and a company that provides excellent service. There are two companies in the Chicagoland area that staff feels meet the needs of the Village to provide leases and service for Cannon Copiers: Gordon Flesch Company, Inc. and Marco Technologies, LLC. Both companies have excellent references and will provide quality equipment and service. Since both companies were comparable, each company was given the opportunity to provide their best and final pricing. The recommended solution for the eighteen replacement copiers includes three Canon imageRunner ADVANCE DX C3830i and fifteen Canon imageRunner ADVANCE DX C5840i which provide copy, print, scan and fax functionalities. The current lease agreement with Gordon Flesch Company, Inc. for eighteen existing copiers ends March 21, 2023. The new lease will provide brand new Canon copiers for a 60 month lease. The Village is not adding any additional machines and will be replacing existing machines at various Village Departments and locations. The Finance Department reached out to the companies listed below and requested proposals for leasing new Canon machines: • Canon Solutions America • Digital Coper Supercenter • Gordon Flesch Company, Inc. • Impact Networking • Marco Technologies, LLC • Northshore Copier Only Marco Technologies, LLC and Gordon Flesh Company, Inc. submitted proposals. Finance negotiated pricing as reflected below. Included is a breakdown of the lease and maintenance costs as well as image costs. The service maintenance agreement covers all scheduled preventive maintenance work and includes all parts, supplies, service, labor and guaranteed service response time. Toner is included in the cost of maintenance. Please find the spec sheets and pricing information attached. 2 The Village currently pays $0.0052 for black and white copies and $0.0418 for color copies. Before the current extension, the Village paid $3,227.63 in monthly copier leasing costs. The current Canon machines were in good condition, and the Village was able to get additional 18 months from them and paid a lower lease payment of $2,077 per month. The new monthly lease payment is lower by $252 per month compared to the original lease amount, and the Village will be able to save $15,120 over the period of five years. Gordon Flesch also offers a Toner Cartridge Recycling Program with a goal to achieve zero landfill waste. Toner recycle bins are supplied to each location and picked up by Gordon Flesch upon request. Staff recommends the Village enter into a 60 month in-house lease agreement and maintenance contract with Gordon Flesch Company Inc. for eighteen new Canon copiers, using their in-house leasing program. The 60 month lease cost for the eighteen (18) replacement copiers, including maintenance, is $2,975/month. All black/white images are paid at an additional rate of $0.0045 and all color images are paid at a rate of $0.035. Gordon Flesch's in-house leasing offers customized invoicing (not available with any third party) and the opportunity to change equipment if business needs change. (The Village took advantage of this by extending our current lease in 2021.) GFC Service Technician Certification Manufacturer Training - All GFC Service Technicians receive extensive manufacturer training provided by manufacturer -certified instructors. Initially, Technicians are required to complete a three- week orientation -training program that reviews office equipment theory prior to their exposure to device -specific training. All service personnel are required to receive manufacturer certification on the equipment models for which they will provide service. Supervised Field Training - All service personnel receive hands-on training upon completion of manufacturer training. In this process, newly trained personnel work alongside either a Service Supervisor or a Senior Service Technician. Ongoing Service Technician Training - The ongoing training of our service technicians is critical to keep their skills current with changing technology. Our technicians are consistently put through multi- level training courses that follow a strict manufacturer -specific curriculum. 8 13 GFC will deliver and install all equipment, fully configured, as well as remove and coordinate the return of existing machines. GFC's team of professional trainers will deliver training sessions at each village office, in coordination with the office manager or Technology Supervisor. We can also provide refresher courses as needed. So while the machine may read "low toner," you can feel confident that toner will arrive JiT based on your individual device's usage. 3. A low toner warning does not mean device is out of toner. Continue using the toner until device indicates it is time to replace toner. Cartridges should be taken out, shook and reinstalled in order to use completely 4.
