Regular Meeting of the Village Board

1. CALL TO ORDER
Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:04 p.m. in the Board
Room at Village Hall, 50 S. Emerson St.
2. ROLL CALL:

4. MAYORS REPORT
4.1 PROCLAMATION: National Native American Heritage Month - November 2022
Mayor Hoefert read the proclamation into record. Jane Gregga, Eli Skinner Chapter Regent of the
National Society Daughters of the American Revolution accepted the proclamation.
4.2 PROCLAMATION: Veterans Day - November 11, 2022
Mayor Hoefert read the proclamation into record. Bill Starr, Commander of American
Legion Post 525 and Les Durov, Commander of VFW Post 1337 accepted the proclamation
on behalf of veterans.

7 PUBLIC HEARING
7.1 PUBLIC HEARING - Proposed Property Tax Levy for the Village of Mount Prospect for the
fiscal year beginning January 1, 2022 and ending December 31, 2022.
This public hearing, called pursuant to proper legal notice having been published in the Daily Herald
on October 20, 2022 is for the purpose of presenting the proposed tax levy for the fiscal year
beginning January 1, 2022 and ending December 31, 2022
Mayor Hoefert opened the public hearing to present the proposed tax levy for the fiscal year
beginning January 1, 2022 and ending December 31, 2022 at 7:22 p.m.
Director of Finance Amit Thakkar presented an overview of the proposed 2023 Budget, 2022 Tax
Levy and Abatement. The presentation was a summary of information presented at the Joint Village
Board and Finance Commission Budget Workshop on October 11, 2022 and during the first readings
of the budget ordinances at the Village Board meeting on November 1, 2022.

• Thanked Mr. Thakkar and the Board for acknowledging the Village levy increase is 5%; The
Mount Prospect Public Library, by keeping a promise to reduce their levy once their bonds
were paid off, reduced their levy by 10%; thus, allowing for a 0% combined tax levy
Board Comments:
• Mr. Thakkar, Finance Department staff, and the Finance Commission were commended for
their thorough work to produce a balanced budget
• Suspension of the vehicle sticker program should be highlighted
In response to a request by the Board, Mr. Thakkar explained abatements.
With no additional public comment, Mayor Hoefert closed the public hearing at 8:00 p.m.
7.2 PUBLIC HEARING - Proposed 2023 Budget for the Village of Mount Prospect for the fiscal
year beginning January 1, 2023 and ending December 31, 2023.
This public hearing, called pursuant to proper legal notice having been published in the Daily Herald
on September 28, 2022, is for the purpose of presenting the 2023 Budget for the Village of Mount
Prospect for the fiscal year beginning January 1, 2023 and ending December 31, 2023.
Mayor Hoefert opened the public hearing to present the proposed budget for the fiscal year beginning
January 1, 2023 and ending December 31, 2023 at 8:01 p.m.
No additional presentation.

Mr. Thakkar thanked the Finance Commission for their responsible review of the budget, levy and
abatement. Mr. Thakkar added the Commission unanimously approved the proposed budget with a
few suggestions which were included in the budget presentations. Mr. Thakkar thanked his staff and
Village Administration for their support and leadership throughout the process.
In response to a question from the Board, Mr. Thakkar explained the increase in Police Pension.
With no additional public comment, Mayor Hoefert closed the public hearing at 8:05 p.m.
S. OLD BUSINESS
8.1 2nd reading and approval of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED
FOR CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS
FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2022 AND ENDING DECEMBER 31, 2022
Motion by Colleen Saccotelli, second by Richard Rogers to approve the ordinance to abate a part of
the taxes levied for corporate and municipal purposes of the Village of Mount Prospect for the fiscal
year beginning January 1, 2022 and ending December 31, 2022.

8.2 2nd reading and approval of AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE
VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR FISCAL YEAR COMMENCING JANUARY 1, 2023 AND
ENDING DECEMBER 31, 2023 IN LIEU OF PASSAGE OF AN APPROPRIATION ORDINANCE
Motion by Richard Rogers, second by John Matuszak to approve an ordinance adopting an annual
budget for the Village of Mount Prospect for fiscal year commencing January 1, 2023 and ending
December 31, 2023 in lieu of passage of an appropriation ordinance.

FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2022 AND ENDING DECEMBER 31, 2022
Board Comments
• Proposed budget is a testament to the strength of our Village; looks forward to continued
success in 2023
• Village staff, Mr. Thakkar, Finance Commission and Finance Department staff were
commended for their hard work
• Trustee Matuszak, absent for the Committee of the Whole discussion relating to the vehicles
sticker program, expressed his support for it's elimination/suspension; he added that
comments from the Finance Commission were taken into account when making his decision
but believes it is an unfair tax on residents

10. VILLAGE MANAGER'S REPORT
10.1 Motion to approve purchase of 2025 Pierce Enforcer Ascendant Mid -Mount Tower with
Tak4 T3 suspension for a cost not to exceed $1,899,000.00.
Fire Chief Dolan presented information regarding the purchase of 2025 Pierce Enforcer Ascendant
Mid -Mount Tower with Tak4 T3 suspension.
Chief Dolan stated the proposed purchase will replace a 2009 Pierce Velocity Ladder Truck (Tower
13) that has served the Fire Department well over fourteen years. It is a multi -functional vehicle
with 82,000 miles. Chief Dolan stated $1.7 million is budgeted in the 2024 Vehicle Replacement
Fund. However, due to a 3 -year anticipated build timeframe and increasing costs, it is important to
place an order to lock -in current rates. Payments will not begin until delivery of the vehicle,
estimated to be December 2025.
Chief Dolan provided details on the proposed replacement vehicle which is a 2025 Pierce Ascendant
Enforcer and key features including increased driver visibility, improved suspension, increased pump
capacity and a more compact vehicle. Chief Dolan displayed pictures of the proposed 530 Tower 13
replacement vehicle.
A discussion followed.
Chief Dolan provided the following in response to questions from the Board:
• FF/Paramedics will receive general orientation to familiarize themselves with new features;
dealer provides training for all three shifts and the internal apparatus committee will assist
with training. Chief Dolan added special training/certifications are required to operate the
vehicle
• Cost is the delivered cost; assembled in Appleton, Wisconsin
• Current ladder truck will be reassessed after delivery of new truck; historically, replaced
trucks are sold at auction
• New truck will be equipped with all necessary equipment
• Retracted length will be shorter; the new vehicle will have five sections compared to three
sections on the existing vehicle
• Pierce is the premier source for emergency vehicles; confident in their quality of product and
service; price is competitive
• $1.7 million is budgeted in the vehicle replacement fund; payment will not start until vehicle
is delivered; funds are earmarked for the vehicle replacement fund each year

• In response to Mr. Goodman's questions, Chief Dolan responded that Public Works has EVT
(Emergency Vehicle Technicians) on staff who are specially trained to work this type of truck
and added the new truck comes with many warranties

10.2 Motion to waive the requirement for public bidding and award a contract to Morton Salt
for the procurement of road salt in an amount not to exceed $384,000.
Director of Public Works Sean Dorsey stated that due to a clerical error, the Village's request to
participate in this year's program was not processed, resulting in the Village's omission from the
state bid process for road salt. As an alternative, staff contacted road salt vendors that responded
to the state bid for Northeastern Illinois communities. Each firm submitted a written quote for the
procurement of 5,000 tons of road salt for the 2022/23 winter season.
Mr. Dorsey added the Village's Public Works Department currently uses 5,000 tons of salt to make
salt brine. The Village currently has approximately 5,500 tons of salt in the salt storage dome. Mr.
Dorsey stated this is enough salt to satisfy an average winter. However, if harsher -than -average
conditions occur, purchasing salt during winter without a procurement contract could be very costly.
Morton Salt of Chicago provided the lowest cost bid at a rate of $76.80 per ton, representing a 60%
increase over last season. Mr. Dorsey added the cost of road salt is affected by the cost of fuel and
labor. While the results of the state bid are not yet known, Lake County's joint bid for road salt
returned higher prices than in recent years. The average cost per ton was $81.10 on the Lake County
bid; Mount Prospect's bid at $76.80 is a good, competitive price. Mr. Dorsey added Morton has
supplied the Village with road salt in the past and has participated in the state bid for decades. Mr.
Dorsey stated staff recommends awarding a winter 2022/23 road salt contract to Morton sale.
Mr. Dorsey_ provided the following in response to questions from the Board:
• The amount of the bid, $384,000, is the cost of 5,000 tons of salt representing a worst-case
scenario
• Briners are working very well, greatly improves process and reduces cost
• Current salt supply was purchased at last year's lower prices for 2021/22 winter season

Motion by Richard Rogers, second by John Matuszak to waive the requirement for public bidding and
award a contract to Morton Salt for the procurement of road salt in an amount not to exceed
$384,000.

10.3 Motion to accept the State of Illinois joint bid results and authorize the purchase of seven
(7) Ford Explorer all -wheel drive hybrid pursuit rated vehicles from Sutton Ford and the purchase
and installation of any associated emergency lighting and communications equipment in an amount
not to exceed $406,000.
Police Chief Michael Eterno presented bid results and staff recommendation.
Chief Eterno stated all seven vehicles proposed for replacement are marked, front-line emergency
vehicles utilized by the department's patrol section; all seven are the same type of vehicle. Funding
for six of the vehicles is allocated in the 2022 budget; funding for one of the vehicles was allocated
in 2021 carried over to 2022 budget. The Village Board approved the purchase of that vehicle in
2021 and an order was placed in November 2021. To date, the vehicle has not been produced.
The vehicles to be replaced were evaluated using Public Work's point -based system relating to age,
mileage, anticipated repair/maintenance costs, and condition of the body and mechanical
components. Any vehicle assigned a point value of eleven or more, out of a possible sixteen, are
deemed eligible for replacement. All seven vehicles received a point value of fourteen.
Chief Eterno proposes to replace all seven vehicles with 2023 Ford Explorer all -wheel drive hybrid
pursuit rated vehicle. The Village is eligible to purchase these vehicles through the State of Illinois
joint purchasing agreement administered by the Office of Central Management Services. Chief Eterno
stated this contract is publicly bid and satisfies the procurement requirements of the Village of Mount
Prospect purchasing policy. Chief Eterno added funding for the replacement of these vehicles is
provided in the 2022 Annual Budget/Community Investment Program. The total budgeted amount
for the seven vehicles is $406,000.
In response to a question from the Board, no payment will be made until the vehicles are delivered.

Village Manager Michael Cassady stated the Village successfully closed on the former Police/Fire
property downtown Mount Prospect. Proceeds from the sale totaling $2.0 million have been added t
to the TIF fund (Prospect and Main TIF District).

12. ADJOURNMENT
With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee Rogers,
seconded by Trustee Saccotelli motioned to adjourn the meeting. By unanimous voice vote, the
November 1, 2022 regular meeting of the Village Board of Trustees adjourned at 9:21 p.m.
