Meeting November1, 2022OF PROSPECT VILLAGE BOARD - Fiscal Impact Dollar Amount $406,000 Budget Source Vehicle Replacement Fund Category VILLAGE MANAGER'S REPORT Type Action Item Information The police department is seeking permission to purchase (7) seven vehicles to replace seven (7) 2017 Ford Explorer all -wheel drive (AWD) pursuit rated utility vehicles. The 2022 Budget allocates funds to replace six (6) vehicles. Additionally, one (1) vehicle (squad P-4) was previously budgeted for replacement in 2021 and subsequently ordered in November of 2021, following approval from the Village Board. However, that vehicle has not been manufactured due to on-going issues with production, and it is unknown at this time whether or not it ever will be. These seven (7) squad cars all serve as marked, front line emergency vehicles and are utilized by the Patrol Section. The vehicles in need of replacement are: Vehicle Number Miles P-4 (Carryover 122,422 from 2021 Budget) P-8 100,257 P-10 114,569 P-18 100,614 1 P-33 108,181 P-34 1021070 P-37 1111284 Replacement Policy All seven (7) vehicles were evaluated utilizing Public Work's detailed comprehensive replacement policy. This process utilizes a point -based criteria that rates each vehicle on four (4) major factors including age, mileage, repair and maintenance (R&M) costs, and condition of the body/mechanical components. A point total equaling or exceeding eleven (11) out of a maximum sixteen (16) points indicates that the vehicle should be replaced. Copies of the Public Works Vehicle Examination Forms for all seven (7) vehicles (Appendix A & B) are attached. Each of these vehicles scored a total of 14 points, which indicates the vehicle is recommended for replacement. Replacement Recommendation Staff would like to replace these vehicles with the 2023 Ford Explorer all -wheel drive hybrid pursuit rated vehicle. The Police Department has utilized Ford Explorers for the past thirteen (13) years, primarily as front line patrol vehicles. During this time, staff has found them to be reliable and effective for police use. If approved, this would raise the number of hybrid vehicles within the police department's fleet to ten (10). The Village is eligible to purchase these vehicles through the State of Illinois joint purchasing agreement administered by the Office of Central Management Services. The 2023 Ford Explorer all -wheel drive hybrid is included in the joint purchasing agreement and is available through Sutton Ford in Matteson, IL. This contract is publicly bid and satisfies the procurement requirements of the Village of Mount Prospect Purchasing Policy. Last month, staff learned the State of Illinois purchasing agreement would start accepting orders for these Ford vehicles. Unfortunately, orders were only being accepted by Ford for two (2) days last month. If staff did not submit orders during this 48-hour period, the Village may have to wait until 2024 to place an order. The department submitted order forms for seven (7) vehicles; however, no money has been provided, nor has it been guaranteed to Sutton Ford, without Village Board approval. Submitting the order was just a way to start the ordering process and not miss ordering new vehicles. Funding for the replacement of these vehicles is provided in the 2022 Annual Budget/Community Investment Program section and listed under account number 061.60.90.00.1.708.660.003. The total budgeted amount for the purchase of 2 these seven (7) vehicles is $406,000. The vehicles being replaced will be evaluated by Public Works to determine whether they should be sold through GovDeals.com Internet auction or repurposed within the Village. Alternatives 1. Accept the State of Illinois joint purchasing agreement for the purchase of seven (7) Ford Explorer all -wheel drive hybrid pursuit rated vehicles from Sutton Ford in Matteson, IL for an amount not to exceed $406.000. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends the Village Board accept the State of Illinois joint bid results and authorize the purchase of seven (7) Ford Explorer all -wheel drive hybrid pursuit rated vehicles from Sutton Ford and the purchase and installation of any associated emergency lighting and communications equipment in an amount not to exceed $406,000.
