The Fire Department is scheduled to replace Tower 13, a 2009 Pierce Velocity
Tower, in 2024. Currently, this apparatus has over 81,991 miles, over 9,901 hours
logged and its current condition and maintenance records indicate that
replacement is warranted. The Tower has a replacement schedule of 15 years and
differs from an Engine in that it remains as a frontline apparatus for all 15 years,
since it mainly responds to fire calls and the occasional EMS call. Engines run
frontline for 10 years and 5 years in reserve status.
Tower 13 responded as both a Ladder Truck and Pumper Engine, responding to
both fire and EMS calls for 5 of its 13 years. The Tower was the primary fire
response vehicle in District 13 with reduced manning in 2010-2016. This resulted
in accelerated wear on this vehicle, which is not designed to be a primary
response vehicle for EMS calls. It is estimated to have run over 7,000 EMS calls
alone in that period of time. In accordance with the vehicle replacement plan, a

vehicle equipment evaluation was completed by Public Works and is attached.
The Tower 13 is a critical piece of equipment that performs many functions. Tower
13 provides an elevated master stream for large and hard to reach fires. It has a
stable platform or "basket" for victim removal, eliminating the need for civilians to
descend the ladder. It also has the ability to ventilate both horizontally and
vertically from the safety of the basket, a means of safely transporting personnel
and equipment for roof operations, as well as a heavy duty ladder for use in many
types of rescue operations, both above grade and below grade.
This Tower would be purchased from Pierce Manufacturing through MacQueen
Equipment LLC. The department's last 7 fire apparatus purchases (6 pumpers, as
well as our current tower ladder truck) have been from Pierce Manufacturing. Staff
considers Pierce vehicles as well as their service to be unmatched. As members of
the Houston -Galveston Area Council (HGAC) Cooperative Purchasing Program, the
Village is assured competitive pricing through volume purchasing and discounts.
HGAC pricing has been awarded through a public competitive process and has
been utilized by at least 7 of our surrounding communities for recent fire
apparatus purchases.
The apparatus committee has recommended a Pierce 100' Enforcer Ascendant
Mid -Mount Tower with Tak4 T3 Suspension. A mid -mount tower, which differs
from the current tower in that the platform, or base of the ladder, is seated in the
middle of the truck as opposed to the back. Some of the advantages of this mid -
mount tower build are:
• Provides greater visibility to the driver in that the basket does not hang over
the front of the vehicle, this makes the vehicle safer to operate.
• Lowers overall height and is shorter lengthwise than the current tower.
• Decreases horizontal width of the ladder by almost half because there are
more sections, which would make placement of the ladder much easier in
residential and multi -family complexes.
• Turns and maneuvers much better due to the T3 suspension system. This
suspension improves turning radius and diameter, increase lifespan of tires,
and improves maneuverability. This will also allow staff to get into areas with
more precision than the current tower.
Currently, the build time for a Tower Ladder Truck is between 34-36 months,
which would put the delivery window for this vehicle in late 2025/early 2026.
Pierce has had multiple price increases due to tariffs imposed on steel and
aluminum along with the yearly increased prices. Staff recommends ordering the
vehicle at this time prior to additional price increases and to meet the 2025/26

delivery times. The budgeted amount of this vehicle is $1,700,000; however, due
to unusually steep price increases in recent years and the Tak-4 T3 rear -
suspension upgrade, the final purchase price is $1,899,000.00. Payment will occur
when the Village receives the Tower Ladder Truck and would be a 2025 budget
item.
