CALL TO ORDER Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:02 p.m. in the Board Room at Village Hall, 50 S. Emerson St. 2. APPROVAL OF MINUTES 3.1 Minutes of the Regular meeting of the Village Board — October 4, 2022 Motion by Colleen Saccotelli, second by Michael Zadel to approve the meeting minutes of September October 4, 2022: Yea: Agostino Filippone, John Matuszak, Richard Rogers, Colleen Saccotelli, Michael Zadel Nay: None Absent: Terri Gens Final Resolution: Motion Passed 4. MAYORS REPORT 4.1 PROCLAMATION: Fire Prevention Month - October 2022 Mayor Hoefert read the proclamation acknowledging Fire Prevention Month into record. Fire Chief John Dolan and Deputy Fire Chief Tom Wang accepted. 4.2 PROCLAMATION: America's Safe Schools Week - October 16-22, 2022 Mayor Hoefert read the proclamation recognizing America's Safe Schools Week for October 16 through October 22. Representatives from Mount Prospect School Districts 57, 214, 59 and 26 were present to accept the proclamation. S. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD None 2 6. CONSENT AGENDA Motion by Michael Zadel, second by Colleen Saccotelli to approve the consent agenda as presented. Yea: Agostino Filippone, John Matuszak, Richard Rogers, Colleen Saccotelli, Michael Zadel Nay: None Absent: Terri Gens Final Resolution: Motion Passed 6.1 List of Bills - September 28, 2022 to October 11, 2022 - $3,534,144.62 6.2 Motion to accept the proposal for the purchase of one (1) foam densifier machine as submitted by Foam Cycle, LLC, of Augusta, New Jersey in an amount not to exceed $48,500. 6.3 Motion to accept public improvements installed as part of Chase Bank at 2 W. Northwest Highway. 6.4 A resolution authorizing the Village Manager to accept text changes made by the Northwest Water Commission to in the Emergency Water System Interconnection intergovernmental agreement. NEW BUSINESS 8.1 1st reading of AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2022 AND ENDING DECEMBER 31, 2022 8.2 1st reading of AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR FISCAL YEAR COMMENCING JANUARY 1, 2023 AND ENDING DECEMBER 31, 2023 IN LIEU OF PASSAGE OF AN APPROPRIATION ORDINANCE 8.3 1st reading of AN ORDINANCE TO ABATE A PART OF THE TAXES LEVIED FOR CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2022 AND ENDING DECEMBER 31, 2022 Director of Finance Amit Thakkar presented an overview of the proposed 2023 Budget, Tax Levy and Abatements. The information was a summary of the Joint Village Board and Finance Commission Budget Workshop presentation on October 11, 2022. View the dud fet resentation There were no questions from the Board or audience. Mayor Hoefert announced the three (3) budget ordinances will stand as a first reading. Public Hearings for the proposed 2023 Budget and proposed Tax Levy will take place at the November 11 2022 Village Board meeting. The second readings of the subject ordinances will follow the public hearings. 9. VILLAGE MANAGER'S REPORT 9.1 Motion to accept proposal for 2023 Water Main Replacement Project Design and Construction engineering services [for portions of Emmerson Lane, Debbie Drive, Jerry Drive, Owen Street, School Street, Elm Street, and Lancaster Street] in an amount not to exceed $186,725. 3 Director of Public Works Sean Dorsey presented background information, bid results and staff recommendation. Mr. Dorsey briefly described the scope of work for the subject project, stating the water main size will be increased from 6" to 8" to improve flow and pressure. Mr. Dorsey stated this project is one of the largest water main projects the Village has proposed, seeking to replace 11,770 feet of existing water main. Village staff prepared a request for proposals to solicit services from qualified engineering firms to include both technical and cost proposals. Mr. Dorsey stated eleven firms submitted proposals. Each proposal was evaluated and ranked based on certain criteria that included scope of work and the firm's background and experience. The highest rated firm, IMEG Group of Gurnee, performed similar work for the Village in 2021. IMEG performed well and completed the project on time and under budget. Mr. Dorsey stated staff recommends including a 10% contingency for unexpected costs beyond the engineering consultant's control. Staff recommends the acceptance of IMEG Group's proposal for design and construction engineering for the 2023 Water Main Replacement project in an amount not to exceed $186,725. There were no questions from the Board or audience. Motion by Colleen Saccotelli, second by John Matuszak to approve the proposal for the 2023 Water Main Replacement Project Design and Construction engineering services [for portions of Emmerson Lane, Debbie Drive, Jerry Drive, Owen Street, School Street, Elm Street, and Lancaster Street] in an amount not to exceed $186,725. Yea: Agostino Filippone, John Matuszak, Richard Rogers, Colleen Saccotelli, Michael Zadel Nay: None Absent: Terri Gens Final Resolution: Motion Passed 9.2 Motion to accept proposal for 2022 Fairview Gardens Footing Tile Disconnection Program Pilot Project in an amount not to exceed $403,535. Mr. Dorsey presented background information, project details, bid results and staff recommendation for the Fairview Gardens Footing Tile Disconnection Pilot Program. The pilot program was discussed during the July 12, 2022 Committee of the Whole meeting. Mr. Dorsey displayed a map of the pilot program project area. The rehabilitation of the Fairview Gardens sanitary sewer pumping station cannot occur until excess clear water is removed from the system. The source of the excess clear water appears to be private sector plumbing. The most economical and effective solution considered was to prevent clear -water entry into the separate sanitary sewer system by correcting private sector deficiencies such as direct footing tile connections or improperly connected exterior area drains. Mr. Dorsey stated staff proposed a pilot project to determine the effectiveness of private sector improvements to remove excess clear water and to define cost to do so. The proposed project area includes 24 homes on Lowden Lane. Twelve of the homes have suspected direct footing tile connections and twelve have existing sump pumps with no apparent clear water discharges to the separate sanitary sewer. Staff selected three (3) model homes to take part this project. The area is served by four different home designs, including raised ranches, split level, split-levels with sub -basements and ranch homes. Staff determined the ranches do not have footing tile connections. Three homeowners (from the three different home models) have volunteered to participate in the pilot program. Mr. Dorsey stated the scope of work included removing direct footing tile connections, installing a sump pump pit with a pump that discharges at grade and installing a sanitary ejector pump discharging to overhead sewers in each of the three (3) model homes and 4 all 12 homes with suspected direct footing tile connections in the pilot project area. The project scope also includes landscape restoration. Mr. Dorsey provided details on the bid results. Three plumbing firms submitted cost proposals. Each firm was interviewed, evaluated based on certain criteria and participated in site visits to each of the homes. The highest rated firm was Rick's Sewer and Drainage of Spring Grove, Illinois. Rick's Sewer has performed work on private projects throughout the Village and has completed similar work for the work in 2010. Mr. Dorsey stated staff recommends a 10% contingency be included to cover unexpected costs. Mr. Dorsey stated the goal is to complete the work in the model homes before the holidays and plans to host another Committee of the Whole meeting to update the Board and residents on the pilot program and discuss next steps. Mr. Dorsey stated staff recommends acceptance of the proposal from Rick's Sewer and Drainage for the 2022 Fairview Gardens Footing Tile Disconnection Program Pilot Project in an amount not to exceed $403,535. Mr. Dorsey answered questions from the Board. ANY OTHER BUSINESS Trustee Filippone gave a final "shout -out" to the soccer team he coached this past season. Trustee Saccotelli mentioned GAM Enterprises celebrated a ribbon -cutting ceremony last week at their location in the Kensington Business Center. Trustee Saccotelli added this business is another success story for Mount Prospect and looks forward to Board field trips to visit other businesses in the Kensington Business Center and around the Village. 11 ADJOURNMENT With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee Rogers, seconded by Trustee Matuszak motioned to adjourn the meeting.
