Information
The Village has an annual fire hydrant maintenance program for 2,751 Village
owned -fire hydrants. A component of the fire hydrant maintenance program is
sandblasting and recoating of fire hydrants on a five-year cycle. The process
entails removing old layers of paint, applying a primer, followed by a finish coat.
This program extends the life of the hydrant by reducing corrosion and improves
the aesthetic appearance of a highly Visible Village asset.
The Municipal Partnering Initiative (MPI) has an active contract for hydrant
painting services that was competitively bid in 2019 and expires in december of
2023. The base contract term was three (3) years with an option for two (2) one-
year extensions. The contract was awarded to Alpha Paintworks of Chicago,
Illinois.
The Village Board accepted the MPI award in 2019. However, staff's
recommendation at the time only included the base contract term (3 years - 2019
through 2021) and did not specifically request authority to participate in the two
(2) one (1) -year extensions.
Staff now requests Village Board authority to participate in the two (2) one (1) -
year extensions. It is the opinion of staff that the interests of the Village are best
served by continuing in this joint contract because it is unlikely better pricing
1
could be secured by letting our own bid for this work.
Additionally, it appears that MPI does not intend to re -bid the work until 2024.
There are no other joint bids, purchasing agreements, or other cooperative
arrangements available to facilitate this type of work until MPI re -bids.
The current pricing is $93 for each hydrant (380 hydrants x $93/hydrant =
$35,340)) as well as recoating the hydrant port caps with an offsetting color to
indicate water main size at a cost of $16.50/cap set (380 cap sets x $16.50/cap
set + $6,,270). The total award in 2022 would be $41,610 ($35,340 + $6,r270 =
$41,610).
Expenditures in subsequent years of the contract (2023) will be limited to
amounts appropriated for this purpose in future budgets.
The contract that the Village desires to participate in expires at the end of 2023 at
which point the Village will need to participate in a new bid.
MPI is a collective of 18 cook county and Lake county municipalities that have
leveraged bulk purchasing and workload sharing to reduce the cost of many
municipal services including public works responsibilities such as pavement
patching, crack sealing, building maintenance, and hydrant painting.
The Village of wheeling is the lead agency. They developed the bid documents
and awarded the initial contract. However, 11 different communities participated
in the MPI bid. The Village of wheeling facilitated the joint request for bids with
The Village of Mount Prospect, The Village of Glencoe, The Village of Glenview,
The Village of Niles, The Village of Northbrook, The Village of Wilmette, The
Village of Winnetka, The city of Lake Forest, The city of Dolling Meadows and The
City of Highland Park.
The MPI joint purchasing agreement utilized by wheeling allows other municipal
agencies, which were not participants in the original bid, to join after the fact. This
concept is similar to Mate of Illinois joint purchasing contracts for vehicles and
road salt the village has joined in the past.
Staff has contacted the Village of Wheeling and Alpha Paintworks. Both have
agreed to allow the village to participate in the contract.
The Village attorney advises competitive bidding is not required when the village,
pursuant to its home rule powers, enters into a joint purchasing contract for
materials, supplies, equipment or services with another entity which has
conducted competitive bidding for those materials, supplies, equipment or
KA
services (Village code Section 4.103G(2)).
Alpha Paintworks has previously worked for the Village having painted over 1,200
hydrants. All work was completed satisfactory.
Alternatives
1. Accept Municipal Partnering Initiative joint bid award to Alpha Paintworks for
a two (2) -year hydrant painting contract.
2. Action at discretion of Village Board.
Staff recommends that the Village Board accept the Municipal Partnering Initiative
(MPI) joint bid awarded to Alpha Paintworks of Chicago, Illinois for a two (2)
year hydrant painting contract in an amount not to exceed $41'.610 in 2022.
Expenditures in subsequent years will be limited to amounts authorized for this
purpose in subsequent budgets.
