One outcome of this study was an increase in funding for water main replacement projects. A primary goal of accelerating the pace of water main replacements is to reduce the life cycle of water mains from an unsustainable 600 years to a more pragmatic 130 years. 2018 was the first year of an accelerated water main replacement schedule supported by new water and sewer rates. Combined, in the first five years of this accelerated program, the Village has replaced 26,634 feet of water main and rehabilitated an additional 6,154 feet of water main through the cured -in-place pipe lining. The Village owns approximately 160 miles, or 844,000 feet of water main. In 2023, staff seeks to replace 11,770 of existing 6" water main. The locations include Emmerson Lane, Debbie Drive, Jerry Drive, Owen Street from Gregory Street to Central Road, School Street from Gregory Street to Central Road, Elm 1 Street from Highland Street to Thayer Street and Lancaster Street from Lonnquist Boulevard to Golf Road. These pipe sections are scheduled for replacement due to multiple water main breaks within the last 10 years. Plans are to abandon the existing water main in place and install new water main adjacent to the old one. Associated main line valves, fire hydrants and residential buffalo boxes will also be replaced. The water main size will also be increased from 6" to 8" to improve flow and pressure. The attached location map depict the proposed project area(s). To design these improvements, staff requires technical assistance from a qualified civil engineering consultant. Accordingly, staff prepared a detailed request for proposals (RFP) necessary to solicit these services. A copy of this RFP is enclosed. Consulting engineers were asked to submit a technical proposal detailing the firm's background, key personnel, and approach to the project. In addition, each firm was also asked to submit a separate cost proposal indicating work effort anticipated and a not -to -exceed fee. The required scope of work included topography and field data collection; preparation of plans and bid documents; meetings and obtaining all necessary regulatory permits. RFPs were distributed to six (6) local engineering firms and publicized on the Village's Demandstar website. Eleven (11) technical proposals and eleven (11) cost proposals were received. Each proposal was evaluated based on the background of the firm, related project experience, proposed services and scope of work, schedule work effort and proposal content. Each firm received a point ranking (total points = 100) for each criteria. Table 1 below summarized this analysis. IMEG's proposal provided numerous examples of successful water main replacement and rehabilitation projects similar in scale and scope as the proposed work. Examples cited water main replacement in the Village of Arlington Heights, Village of Stone Park, and the City of Macomb. A copy of the firm's technical proposal is enclosed. In addition, IMEG provided design engineering, survey and construction engineering services for the Village of Mount Prospect's 2021 water main replacement and rehabilitation project. The project included the design and inspection of 8,000 linear feet of water main replacement in various parts of the Village. IMEG performed well. The project was completed on time and under budget. Each firm was asked to submit a cost proposal as well. Table 2 below summarizes staff's analysis of costs. A copy of the firm's cost proposal is enclosed. It is the opinion of staff that IMEG has allocated sufficient work effort (1,450 hours) to complete the specified scope of work. In addition, and it is the opinion of staff that IMEG'S proposed hourly rate ($117/hour) and total fee ($169,750) is customary and competitive for this type of work. Staff recommends including a 10% contingency in the award for this proposed contract because time spent on construction engineering and inspection can vary due to circumstances beyond the engineering consultant's control. For example, contractor delays, material availability and inclement weather are all parameters that can lengthen anticipated construction time. Inclusion of a 10% contingency ($16,975) will increase the project award from $169,750 to $186,725. Alternatives 1. Accept IMEG Group's proposal for design and construction engineering for 4 2023 Water Main Replacement Project 2. Action at discretion of Village Board Staff recommends that the Village Board accept the proposal for 2023 Water Main Replacement project design and construction engineering as submitted by IMEG Group of Gurnee, Illinois in an amount not to exceed $186,725. Desired services also include solicitation and review of bids as well as construction management and inspection. Background The pipe segments that are up for replacement are due to pipe age and water loss from main breaks. The project includes the replacement of all associated fire hydrants, main line water valves and water services from the main to the b -box. Also, a pipe size increase at each location. Maps of all the location are included in exhibit C and all are located within residential neighborhoods. Several of the locations will require a connection to an existing water mains on Central Road and Golf Road. These connection could potentially need IDOT permitting. There is also a potential of encountering minimal lead Service lines specifically on Elm Street, School Street and Owen Street. The Village does have inventory data on the majority of these properties. Problem Statement The Village seeks a qualified Consultant to provide specified civil engineering services necessary to let, award, and implement a water main replacement project utilizing contracted resources. The scope and scale of this proposed project will be limited by available funding. Construction Management and Inspection Phase • Consultant shall conduct a preconstruction conference with representatives of the Owner, Contractor(s), Utilities and other interested parties affected by the proposed construction. • Consultant shall provide resident engineers, inspectors, technicians, and surveyors for the project as follows: • Provide a Resident Engineer/Inspector (RE/1) for daily observation of the work during the construction period to observe and record construction progress under the general guidance of the Engineer. On the basis of on-site observation, the Engineer will keep the Owner informed of the progress of the work, shall endeavor to guard the Owner against defects and deficiencies in the work of the Contractors, and may disapprove or reject work as failing to conform to the contract documents. 38 • Provide one set of construction survey stakes. The projects are to be staked only once in the field. Any additional staking will be at the contractor's expense. • Prior to the start of construction, the Consultant shall make a digital photographic survey of the targeted work zone(s) to document existing conditions of both public and private property. The survey shall be conducted at a scale sufficient to note defects in driveways, sidewalks, structures, and landscaping in or adjacent to probable construction work areas. • Prepare written daily inspection reports. Reports are to be delivered to Owner in an electronic format. Digital photographs documenting work tasks in progress as well as any potential problems or unusual conditions shall also be included with each report. • Assist the Owner in preparation of any necessary change order and/or field directives. • Process monthly applications for payment submitted by the Contractor(s), and forward to Owner with recommendations for approval and payment. • Assist the Owner with the resolution of inquiries, complaints, or concerns raised by residents or the public. • Review shop drawings and other equipment/material submittals as may be required by the contract documents. • Perform a field observation of all completed work before a final application for payment is processed for the Contractor. 39 Proposed Schedule Submit proposals September 2022 select firm October 2022 award contract to consultant October 2022 Kick-off meeting October 2022 Submit preliminary plans to Village Submit final plans to Village December 2022 January 2022 Bid Opening January/ February 2022 Construction March — September 2022 Final Completion October 2022 Post project review November 2022 40
