The relief stations are used to provide hydraulic relief for the Village -owned sanitary sewer system in the event interceptor sewers of the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) become surcharged. During rain events, relief stations pump wastewater into surcharged MWRDGC interceptors to prevent basement backups and sanitary sewer overflows in the Village's local collection system. The Village owns and maintains eight (8) sanitary relief stations and two (2) sewage lift stations. To date, seven (7) sewer pump stations have been rehabilitated as part of this ongoing program including the Lincoln Street, Cottonwood, William street, both George street North and South, the Louis Street and the Huntington Lift Station. This year, the Lincoln - We -Go relief station that is situated behind 315 We -Go Trail is scheduled for rehabilitation. This facility services the area incorporating north of Lincoln street, east of We -Go Trail, south of Central Road and west of Can Dota Avenue. The attached map depicts the station's location. The Lincoln - We -Go Street Relief Station Rehabilitation project includes the 1 following scope of work: • Removal of the two (2) existing pumps • Rehabilitation of the existing wet well with a polyurethane spray liner • Installation of new basin insert and new submersible pumps with rail systems • Construction of a new flat top precast top slab and access hatch • Replacement of existing discharge piping and installation of a new check valve • Abandonment of existing dry -well • Directional drill new communication conduit and cable • Installation of a new Xylem Multi -smart Stacon control panel; connection with existing back-up generator To secure a qualified contractor for this work, the Village hired Burns & McDonnell of Downers Grove, Illinois to prepare plans specification and bid documents necessary to secure competitive bids. Copies these bid documents and plans are attached. The bid documents were sent to three (3) area firms who have experience in sewer relief station projects and to all firms that previously bid on the last seven (7) relief and lift station projects for the Village. In addition, the bid was publicly advertised on the Village's website utilizing Demandstar bid services. On Monday, September 21, 2022, a non -mandatory pre-bid meeting was held with three (3) contractors attending along with representatives from the Village and Burns & McDonnell. Based on inquires at this meeting, two (2) addendums were issued for the project and this material was sent to all plan holders. On Monday, September 26, 2022, the bids were publicly opened and read as required by Village Code. The following three (3) firm's submitted bids. The results are detailed below Firm Cost 2 Marc Kresmery Construction LLC., Elgin, IL $524,160.00 Martam Construction, Inc., Elgin, IL $526,710.00 Engineers Estimate - $420,000 All bids were reviewed to ensure that the document has had all appropriate signatures, bid security and both addendums were signed. All bids were submitted with requisite documents, security and signed addendums. A copy of the two addendums are attached. Marc Kresmery Constructions LLC., of Elgin Illinois (Kresmery) submitted the lowest cost, responsive bid. A copy of the firms bid submittal is attached. Kresmery has performed work for the Village in the past. The most recent project completed by Kresmery for the Village was the rehabilitation of the Lincoln Relief Station in 2020. Kresmery has also completed the rehabilitation of the Louis Street Relief Station in 2017 and William Street Relief Station in 2016. Work on all of these projects was completed satisfactorily. In addition, reference checks indicated that Kresmery Construction has satisfactorily completed similar work in other communities including the City of Elgin and the City of Naperville. It is the opinion of staff that Kresmery is qualified to successfully prosecute this proposed project. Kresmery's bid submittal is attached. Kresmery's bid is approximately 25% higher than the engineer's estimate. The engineer's estimate of probable construction cost was based on the most recent relief station rehabilitation project bid results (Cottonwood relief station) as well as equipment and material costs provided by major component KI manufacturers Xylem and LAI. The Cottonwood Relief Station project was awarded for $349,930 to Martam Construction in May 2021. The scope of work is similar, but the Lincoln We -Go project includes work within existing structures as well as some unique elements such as CCTV scope, rehabilitation of a uniquely configured junction chamber, concrete repairs, and sluice gate replacement. The engineer's estimate accounted for a 16% increase in cost from the Cottonwood project. The primary impetus for this large, one-year increase, was inflation and scope differences. The quotes provided by Xylem and LAI during the design process for material and equipment costs totaled to approximately $107,000. This price included pumps and appurtenances, sluice gate, actuator, control panel, and access hatches. Typically, installed equipment costs including equipment and installation that are approximately 2.2 to 2.5 times higher than the equipment cost. The engineer estimate for equipment and installation was $255,000. This is approximately 2.4 times the equipment cost. The lowest bidder, Kresmery Construction, had a total installation price of $386,000, which is $131,000 higher than our estimate and 3.6 times the equipment quotes we received during the design from equipment vendors. The $131,000 difference is more than the $108,000 difference between the low bid of $524,000 and the engineer's estimate of $420,000. Based on review of the bid, the contractors have included more costs for equipment and associated installation costs than were included in the engineer's estimate. We believe this is at least partially due to supply chain challenges, long lead times, and current market inflationary pressures. It is the opinion of staff that the bid results reflect current and near term market conditions. Staff does not anticipate any advantage to postponing the project or re -bidding the work at a future date. Since the project includes underground work, there is a possibility of unforeseen repairs. Staff is requesting a small contingency to address any of these unforeseen issues should they arise. A 5% contingency ($26,200) would bring the project award total to $550,360 (base bid $524,160 + contingency $26,200 = $550,360). Alternatives 4 1. Accept lowest cost, responsive bid for Lincoln We -Go Sewer Relief Pumping Station Rehabilitation project. 2. Action at the discretion of the Village Board. Staff Recommendation Staff recommends that the Village Board accept the lowest -cost, responsive bid to construct the Lincoln-WeGo Sewer Relief Station Rehabilitation project in an amount not to exceed $541,376.
