CALL TO ORDER Mayor Hoefert called the Regular Meeting of the Village Board to order at 7:12 p.m. in the Board Room at Village Hall, 50 S. Emerson St. 2. ROLL CALL: Members present upon roll call by the Village Clerk: Mayor Paul Hoefert, Trustee Agostino Filippone, Trustee Terri Gens, Trustee John Matuszak, Trustee Richard Rogers, Trustee Colleen Saccotelli and Trustee Michael Zadel Absent: None a. Pledge of Allegiance — led by Trustee Saccotelli b. Invocation — provided by Trustee Gens 3. APPROVAL OF MINUTES 3.1 Minutes of the Regular meeting of the Village Board - August 16, 2022 Motion by Colleen Saccotelli, second by John Matuszak to approve the meeting minutes of August 16, 2022: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli Nay: None Abstain: Richard Rogers, Michael Zadel Final Resolution: Motion Passed 4. MAYORS REPORT Mayor Hoefert read the following proclamations into record: 4.1 PROCLAMATION: National Suicide Prevention Awareness Month - September 2022 Director of Human Services Julie Kane and Deputy Director of Human Services Esther Salutillo accepted the proclamation. Ms. Kane informed the Board that the Human Services department is sponsoring a Suicide Prevention Awareness Community Event on September 21, 2022 from 4:30 p.m. to 7:30 p.m. The event will take place in the Farley Community Room at Village Hall. 4.2 PROCLAMATION: September 11 - National Day of Service and Remembrance Fire Chief John Dolan and Police Chief Mike Eterno accepted the proclamation on behalf of first responders and all those affected by the tragic events on September 11, 2001. S. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Bill Grossi 1919 E. Burr Oak Drive Mount Prospect Lions Club • Informed residents that free retinal and hearing screenings will be offered at the Farmers Market on Sunday, September 18, 2022. Ronak McFadden Mount Prospect resident • Asked when the equity audit will be available for public review Village Manager Michael Cassady responded, stating the draft report is expected next week and will be made available to the community when the report is presented to the Board. • Questioned if resources specifically for the LGBTQ community will be available at the Suicide Prevention Awareness Community Event Deputy Director of Human Services Esther Salutillo responded, stating staff is reaching out to global agencies to address this high-risk community. • Ms. McFadden thanked staff for this event Steve Polit Mount Prospect resident • Expressed concern regarding youths riding bicycles at high rates of speed in the downtown area and causing dangerous situations for themselves, other pedestrians and patrons of outdoor dining; suggested ways to educate the public/training on safety protocols. 6. CONSENT AGENDA Trustee Rogers requested item 6.3 be removed from the consent agenda for a separate discussion. Mayor Hoefert complied with Trustee Rogers's request and announced item 6.3 will be discussed under New Business. Motion by Colleen Saccotelli, second by John Matuszak to approve the amended consent agenda: Yea: Agostino Filippone, Terri Gens, John Matuszak, Richard Rogers, Colleen Saccotelli, Michael Zadel Nay: None Final Resolution: Motion Passed 6.1 Monthly Financial Report - July 2022 6.2 List of Bills - August 10, 2022 to August 30, 2022 - $4,533,576.75 6.3 REMOVED FROM THE CONSENT AGENDA FOR SEPARATE DISCUSSION UNDER NEW BUSINESS A RESOLUTION AUTHORIZING STAFF TO SUBMIT AN ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM GRANT APPLICATION FOR THE DESIGN AND CONSTRUCTION OF THE MELAS -MEADOWS BRIDGE 6.4 A RESOLUTION AUTHORIZING AN AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION FOR THE MAINTENANCE OF TRAFFIC SIGNALS Resolution No. 24-22 6.5 Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE AUTHORIZING THE SALE OF SURPLUS PERSONAL PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT Ordinance No. 6644 6.6 A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN INTERGOVERNMENTAL AGREEMENT WITH THE ELK GROVE TOWNSHIP FOR PUBLIC WORKS CREWS TO PROVIDE SNOW AND ICE CONTROL SERVICES ON CERTAIN ELK GROVE TOWNSHIP ROADS Resolution No. 25-22 7. OLD BUSINESS None S. NEW BUSINESS 6.3 (CONSENT AGENDA) A RESOLUTION AUTHORIZING STAFF TO SUBMIT AN ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM GRANT APPLICATION FOR THE DESIGN AND CONSTRUCTION OF THE MELAS -MEADOWS BRIDGE Director of Public Works Sean Dorsey stated the Village completed the Phase I Engineering Study using local funds and a grant from the Invest in Cook program. The Village seeks to complete Phase II, design engineering and Phase III, construction, through funding from the Illinois Transportation Enhancement Program. This grant, if awarded to the Village, will fund up to 80% or $3.0 million of engineering and construction costs. The Village would fund the remaining amount. The grant application process requires a resolution be passed by the Village Board supporting the grant request. Board Comments: • Concerned bridge will attract skateboarders, electric scooter and electric bike riders and not intended users • Not a proper use of Village funds • Park users will use the bridge; great potential • Important to get other taxing bodies to the table • This is an opportunity to move the project forward • Supports sustainability initiatives; adults and families with children will benefit from the bridge • Suggested soliciting private donors • Supports project at this juncture; Village should continue to seek other funding opportunities Public comment: Steve Polit Mount Prospect resident • Offered alternatives to the bridge; subject merits additional discussion Carole Martz Mount Prospect resident • Questioned if the bridge is necessary and speculated if kids will use the bridge as planned; concerned regarding the high cost of the project Jeff Nejdl 303 N. MacArthur • Opposes bridge In response to a question from the Board, Mr. Dorsey stated future grant opportunities/awards for this project might be affected if the Village fails to apply for this grant. Motion by Michael Zadel, second by Colleen Saccotelli to approve the subject resolution: Yea: Agostino Filippone, Terri Gens, John Matuszak, Colleen Saccotelli, Michael Zadel Nay: Richard Rogers Final Resolution: Motion Passed Resolution No. 26-22 8.1 A RESOLUTION APPROVING INTERGOVERNMENAL AGREEMENTS BETWEEN THE STATE OF ILLINOIS AND THE VILLAGE OF MOUNT PROSPECT APPROPRIATING FUNDS FOR CONSTRUCTION AND PHASE III ENGINEERING OF THE RAND -CENTRAL -MOUNT PROSPECT ROAD INTERSECTION IMPROVEMENTS Mr. Dorsey provided a brief background of the project. The Illinois Department of Transportation bid the project through their formal bidding process. The bid opening took place on June 17, 2022. Three bids were submitted. Martam Construction submitted the highest cost bid of over $9 million. Alliance Contractor submitted the lowest cost bid for for $8.6 million. The engineers estimate was $7.1 million. Mr. Dorsey stated the Village secured $5.6 million in federal CMAQ funds for construction representing 80% of the construction cost. The remaining 20% will be paid using Village funds. Mr. Dorsey stated the Village applied for and secured additional CMAQ funding for $560,000. Mr. Dorsey stated IDOT requires the Village to enter into two agreements. The first is a Joint Funding Agreement because of the use of federal funds for construction. The Agreement reflects the original estimated construction cost of $7,000,000.00. The breakdown is $5,600,000.00 in CMAQ funds and $1,400,000.00 in local funds. The second agreement is a Local Public Agency Engineering Services Agreement. The Agreement reflects the contract amount of $697,170.00 between Christopher B. Burke Engineering and the Village. The breakdown is $557,736.00 in CMAQ funds and $139,434.00 in local funds. Mr. Dorsey stated staff supports and recommends approval the subject resolution. Board Comments: • Project is a great benefit to Mount Prospect residents, business owners and to anyone traveling through our community; much needed improvement to this intersection • Great use of CMAQ funds Motion by Colleen Saccotelli, second by John Matuszak to approve the subject resolution: Yea: Agostino Filippone, Terri Gens, John Matuszak, Richard Rogers, Colleen Saccotelli, Michael Zadel Nay: None Final Resolution: Motion Passed Resolution No. 27-22 9. VILLAGE MANAGER'S REPORT 9.1 A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO SIGN AN INTERGOVERNMENTAL AGREEMENT WITH THE NORTHWEST WATER COMMISSION AND THE NORTHWEST SUBURBAN MUNICIPAL JOINT ACTION WATER AGENCY FOR THE CONSTRUCTION AND OPERATION OF AN EMERGENCY WATER SYSTEM INTERCONNECTION Village Manager Michael Cassady requested this item be continued to the September 20, 2022 regular meeting of the Village Board to allow approval of the Intergovernmental Agreement by the other interested taxing bodies. Motion by Michael Zadel, second by Terri Gens to continue item 9.1 to the September 20, 2022 Village Board meeting: Yea: Agostino Filippone, Terri Gens, John Matuszak, Richard Rogers, Colleen Saccotelli, Michael Zadel Nay: None Final Resolution: Motion Passed 9.2 As submitted None 10. ANY OTHER BUSINESS Trustee Gens wished to make residents aware of the 988 Suicide and Crisis lifeline available to those in need by calling (or texting) the number 988. This lifeline offers support with addiction, mental health, suicidal ideation, etc. The lifeline is available in both English and Spanish languages. Trustee Saccotelli announced the Celebration of Cultures event takes place this Saturday, September 10, 2022 at Kopp Park and encouraged all to attend. Coffee with Council is scheduled for Saturday, September 10 in the Farley Community Room from 9:00 a.m. to 11:00 a.m. 11. ADJOURNMENT With no additional business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee Rogers, seconded by Trustee Gens motioned to adjourn the meeting.
